Enacts the "beauty justice act"; provides for the regulation of ingredients in personal care products and cosmetics; prohibits the sale of personal care products and cosmetic products containing certain restricted products.
Relates to the sale and possession of self-defense spray devices in the state; removes the requirement that only authorized dealers and pharmacists could sell such devices; permits shipping of such devices within the state; repeals certain provisions of law relating thereto.
Authorizes up to two percent of mobile sports tax revenue, but not more than twenty-three million dollars, be used for youth team sports funding to be distributed by county youth bureaus, city of New York's department of youth and community development, and an organization which supports and invests in programs that use sports as a vehicle for youth development and social change.

Requires every city or county social services district to provide a wearable or mobile phone-based panic button to each employee whose job responsibilities necessitate direct interaction with clients in a client's home.
Relates to the calculation of past service credit for members in the title of deputy sheriff who provided police protection or correction officer service transferring between the New York state and local employees' retirement system to the New York state and local police and fire retirement system.
Enacts the nursing education support act to allocate additional funds to nursing programs at community colleges across New York state to expand capacity, improve program quality, and ensure a robust pipeline of skilled nurses to meet the state's healthcare needs.
Provides for a real property tax exemption for property owned by single-member limited liability companies where such property serves as the primary residence of such member.
