Increases the minimum wage outside of New York city and the counties of Nassau, Suffolk, and Westchester; repeals certain provisions of law relating to exceptions to minimum wage increases.
Relates to the automated storage and dispensing of controlled substances using an automated dispensing device at licensed nursing homes, residential health care facilities and hospices.
Relates to the use of injurious physical force by public servants; directs the commissioner of criminal justice services and the commissioner of health to prescribe standards for the use of physical force and for devices and substances used in the exercise of physical force.
Increases certain monetary limits under the comprehensive motor vehicle insurance reparations (No-fault) act; includes additional non-medical expenses.
Requires that the siting, construction and establishment of methadone program facilities in cities with a population of one million or more be dispersed in the boroughs of such cities in proportion to the population of each such borough.
Relates to capital program plans; provides that the MTA shall submit to the MTA capital program review board two capital program plans on or before January 31, 2031 and every fifth year thereafter; provides that all future capital program plans be submitted January 31 of the required years.
Requires instruction in arts and music education to be incorporated into curriculums for all public school students; requires school districts to ensure that appropriately certified teachers are providing such education; authorizes rules and regulations consistent with such provisions.
Relates to returnable bottles; adds noncarbonated soft drinks, certain noncarbonated fruit or vegetable juices, coffee and tea beverages, carbonated fruit beverages and cider to the definition of "beverage"; provides that beginning April 1, 2027, the handling fee will be six cents for each beverage container accepted by a deposit initiator from a dealer or operator of a redemption center; directs the multi-agency bottle bill fraud investigation team to submit a report on findings of pervasive bottle redemption fraud in New York state.
Provides that insurance policies which provide hospital, surgical or medical coverage shall provide coverage for hysterectomies; provides that such coverage shall include inpatient hospital coverage for a minimum period of seventy-two hours after surgery.
