Directs the department of corrections and community supervision to test a program of supplying incarcerated individuals with tablets for educational and recreational means.
Enacts the "New York affordable drug manufacturing act" to direct the commissioner of health to enter into partnerships to increase competition, lower prices, and address shortages in the market for generic prescription drugs, to reduce the cost of prescription drugs for public and private purchasers, taxpayers, and consumers, and to increase patient access to affordable drugs.
Provides that publicly funded libraries may not ban books because of partisan or doctrinal disapproval; directs school districts to adopt the ALA library bill of rights.
Requires solicitations and agreements to locate and retrieve abandoned property to provide certain disclosures in large type on the first page of any notice or agreement.
Relates to including outpatient care provided by creative arts therapists in certain insurance policies covering care for other mental health services.
Allows for no fault separation where the relationship between the spouses has broken down irretrievably for a period of at least six months; requires that issues of support and custody or visitation have been resolved.
Requires passenger cabs be inspected for unsafe carbon monoxide levels; requires information on the warning signs of carbon monoxide poisoning to be distributed with each operator's license, whether issued or renewed.
