Requires contracting agencies that procure public improvement contracts or contracts for public works and require additional work outside the scope set forth in the public improvement contract or contract for public works to issue change orders for the additional work within a specific time or to pay interest for failing to do so.

Expands the requirement to discuss class size and caseload as mandatory subjects of bargaining for purposes of school district collective bargaining.

Directs the Construction Contractors Board to consult and collaborate with the Bureau of Labor and Industries to carry out a targeted assessment initiative to observe and collect information regarding the use of services of unlicensed labor contractors and unlicensed construction labor contractors at construction job sites.

Clarifies which federal rules apply to the scope of the rulemaking authority of the Bureau of Labor and Industries regarding rules that govern the hours a minor can work.

Amends the Workers' Benefit Fund assessment statute to direct the Department of Consumer and Business Services to set an additional assessment rate in order to deposit in a new BOLI Expenses Fund at least the greater of a minimum dollar amount or 12 months of projected expenses to fund the duties of the Commissioner of the Bureau of Labor and Industries, subject to a cap on the costs of new positions, to reimburse certain related expenses of the Director of the Department of Consumer and Business Services and to create and maintain a 12-month reserve in the new fund.

Directs the Bureau of Labor and Industries to create certain guidance and informational materials to assist employers and employees.

Repeals Enrolled Senate Bill 916 (2025), which authorized unemployment insurance benefits for individuals who are unemployed due to a strike.

Modifies the crime of theft of services to include partial payments.

Requires employers that provide, by written policy or employment contract, for the payment of earned or accrued but unused paid time off upon termination to make such payments in accordance with statutory requirements governing final wages.

Clarifies the meaning of "companionship services" for purposes of minimum wage and overtime requirements for certain individuals performing such services.

Expands the goals and purposes of the Prosperity 10,000 Program.

Authorizes the Director of the Employment Department to adopt rules establishing an accounting system for handling moneys in the Paid Family and Medical Leave Insurance Fund.

Clarifies the meaning of "companionship services" for purposes of minimum wage and overtime requirements for certain individuals performing such services.
