Directs the board to then establish an advisory committee to study recruitment and retention challenges in the nursing workforce and make recommendations to address the issues identified by the committee. Requires a report on the nursing workforce to the board and to interim committees of the Legislative Assembly no later than December 15, 2026. Allows the board to enter into an agreement with a nonprofit organization to convene the advisory committees. Sunsets on June 2, 2027. The Act says that harassment is not a crime that can lead to a DV gun prohibition under state law. (Flesch Readability Score: 76.2). Provides that the crime of harassment is not a qualifying misdemeanor for purposes of the statute prohibiting the possession of firearms and ammunition based on being the subject of certain court orders or being convicted of certain crimes.

The Act creates the Family Coach Program. (Flesch Readability Score: 78.8). Establishes the Family Coach Program in the Department of Human Services. Declares an emergency, effective July 1, 2025.

The Act would let local transient lodging tax money be used for city or county services provided by a special district in lieu of the city or county. The Act would change the split of tax uses from at least 70 percent for tourism and no more than 30 percent for local services to at least 40 percent and no more than 60 percent. Allows units of local government with restricted grandfathered local transient lodging tax regimes to take advantage of the new provisions of the Act. Takes effect on the 91st day following adjournment sine die.

Says what a person must tell a resident before selling or leasing a solar energy system to the resident. Says what must be in a contract for a sale or lease of a solar energy system. (Flesch Readability Score: 64.0). Requires a solar energy contractor or person that installs a solar energy system to have a license appropriate for the scope of work the solar energy contractor or person will perform. Specifies disclosures required in purchase agreements, lease agreements and power purchase agreements related to solar energy systems. Specifies elements and provisions that an installation contract for a solar energy system must have. Prohibits deceptive statements concerning the provisions of an installation contract. Punishes a violation or a failure to comply with the provisions of the Act as an unlawful practice under the Unlawful Trade Practices Act.

Says an application for a building permit must be acted on not later than 45 days after it is done. (Flesch Readability Score: 63.8). Requires the Department of Consumer and Business Services, a municipality, a building official or any other agency or official responsible for administering and enforcing the state building code to approve and issue, or disapprove and deny, any application for a building permit for middle housing or conventional single-family residential housing in a residential subdivision with more than six lots not later than 45 business days after the date on which the applicant submits a complete application. Requires any other agency or jurisdiction that must review an application for a building permit to complete the review within 10 business days after receipt or the portion of the application that is subject to the review is approved. Declares that an application for a building permit is approved if the department, a municipality, a building official or any other agency or official fails to deny or act upon the application within the allowable period. Requires prompt issuance of the building permit in such circumstances. Makes the department, municipality, building official or other agency or official that fails to promptly issue the building permit liable to the applicant for the fees the applicant paid and the costs the applicant incurred in preparing the application.

The Act tells OHA to give grants for local health workforce development activities. The Act takes effect when the Governor signs it. (Flesch Readability Score: 64.9). Directs the Oregon Health Authority to award grants to certain recipients for certain workforce development activities. Declares an emergency, effective on passage.

Changes parts of the Summer Learning Grant program. (Flesch Readability Score: 71.8). Modifies requirements for the summer learning program. Directs the Department of Education to provide reports based on information provided by grant recipients. Establishes the Summer Learning Grant Program Fund. Tells a state agency to allow a transfer of members between one CCO or DCO and another if doing so does not lessen patient care. (Flesch Readability Score: 63.0). Requires the Oregon Health Authority to approve the transfer of 500 or more members of a coordinated care organization or dental care organization if the transfer meets specified conditions, unless the transfer diminishes patient care. Takes effect on the 91st day following adjournment sine die.

Creates a fund to pay for damage claims arising from catastrophic wildfires. (Flesch Readability Score: 60.7). Creates the Catastrophic Wildfire Fund to pay for property damage claims arising from catastrophic wildfires that are ignited by the facilities of a public utility. Allows a public utility to participate in and capitalize the fund. Defines "public utility." Requires the Public Utility Commission to appoint an independent administrator to administer payments of eligible claims arising from a catastrophic wildfire. Provides for an independent administrator to prepare and present a plan of operations. Provides for a process to recapitalize the fund as needed, as determined by an independent administrator. Provides for procedures if an independent administrator determines that the fund is depleted. Establishes a claims process. Limits the amount of property and noneconomic damages that may be recovered by a claimant from the fund. Directs the commission to investigate whether the actions and conduct of a public utility prior to the ignition of a catastrophic wildfire were prudent or imprudent. Allows the commission to require a public utility whose actions were imprudent to reimburse the fund in whole or in part. Allows a public utility, upon approval by the commission, to issue bonds and securitize debt for costs and expenses associated with contributions to the fund. Applies to wildfires that begin on or after the effective date of this Act. Declares an emergency, effective on passage.

Makes an Internet service provider give a bill credit for any service outage that is more than one hour. (Flesch Readability Score: 62.8). Requires an Internet service provider to issue a prorated bill credit to a consumer for any service outage that lasts longer than one hour. Requires a provider to maintain records of all outages and bill credits for at least three years.

The Act says that certain public officials may take donations for certain emergency costs. The Act tells the SOS to post certain documents on the Internet. (Flesch Readability Score: 60.2). Permits a public official to establish a specific purpose account for purposes of expending donations of funds to the account for specified emergency expenses. Requires the public official to submit certain notices and reports to the Secretary of State regarding donations to and expenditures from the account. Requires the Secretary of State to make any notice or report filed with the secretary for a special purpose account available to the public on the electronic filing system maintained by the secretary.

This Act lets counties zone land for rural housing development. (Flesch Readability Score: 61.3). Allows counties to designate certain rural lands for rural housing development that are not subject to statewide land use planning laws. Exempts the lands from repayment of additional property taxes based on disqualification from special assessment.

Provides that participation in the program is voluntary for a missing family member and a parent or former guardian.
