The Act changes certain laws for automatic voter registration. The Act tells ODOT and OHA to adopt procedures to ensure data sent to the SOS is correct. The Act removes the 21 days for a person to decline being registered to vote. (Flesch Readability Score: 61.6). Permits the Department of Transportation to not provide electronic records of persons who are program participants in the Address Confidentiality Program to the Secretary of State for purposes of automatic voter registration. Removes the 21-day period by which a person who is automatically registered to vote may decline being registered automatically. Directs the Secretary of State or county clerk to cancel the registration of a person who is automatically registered to vote if that person declines to be registered in accordance with the notification of the process to decline provided to the person by the secretary. Directs the Department of Transportation and the Oregon Health Authority to adopt procedures to ensure the accuracy of electronic records to be provided to the Secretary of State for purposes of automatic voter registration.

This Act tells the DSL to make a pilot program for owners of land to restore salmon habitat. (Flesch Readability Score: 71.0). Directs the Department of State Lands, in consultation with the State Department of Fish and Wildlife, to develop a salmon credit pilot program to encourage the voluntary restoration of salmonid habitat in the Coquille and Coos watershed basins. Establishes the Salmon Credit Trust Fund. Directs the Department of State Lands and the State Department of Fish and Wildlife to consult with the United States Army Corps of Engineers to seek federal authorization for a bank instrument and activities that occur in navigable waters of the United States. Becomes operative on the date that the federal authorization and bank instrument are approved. Provides that the Department of State Lands may not approve a salmon credit project on or after January 2 of the sixth year following the federal authorization. Takes effect on the 91st day following adjournment sine die.

The measure asks voters to say yes or no to amending the Constitution to create the County Review Board, which would consider the pros and cons of legislative Acts that concern land use, natural resources or forestry. Each county would have one member of the board. If 20 of 36 board members vote to cancel an Act, the Act would be null and void. The board may not review Acts about the budget or taxes. The measure asks voters to say yes or no to amending the Constitution at the next general election. (Flesch Readability Score: 66.0). Proposes an amendment to the Oregon Constitution to create the County Review Board, consisting of one representative from each county in this state. Directs the board to meet after each session of the Legislative Assembly to review each legislative Act enacted at the session that is related to land use, natural resources or forestry. Provides that if 20 or more board representatives vote in favor of cancelling an Act, the Act is thereafter null and void. Prohibits the board from considering an Act related to the budget or to taxes or taxation. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
