The Act tells an agency to allow certain persons to hunt using a crossbow. (Flesch Readability Score: 65.7). Requires the State Department of Fish and Wildlife to allow a person meeting certain criteria to hunt game mammals using a crossbow. Takes effect on the 91st day following adjournment sine die.

The Act repeals the changes in gun laws from SB 554 (2021). (Flesch Readability Score: 60.7). Repeals the requirement to secure firearms in specified circumstances. Repeals the requirement to secure firearms prior to transfer. Repeals the requirement to report the loss or theft of a firearm within a certain time after the loss or theft. Repeals the requirement to directly supervise the use of a firearm by a minor after transfer of the firearm to the minor. Repeals provisions limiting the possession of firearms by concealed handgun licensees in the Capitol, certain airport buildings and certain school grounds. Repeals the affirmative defense to a charge of possessing a weapon in a public building for a person possessing a firearm in an airport in accordance with federal law. Reduces fees payable to the county sheriff for the issuance and renewal of a concealed handgun license.

The Act adds detail for methods of making estimates of how much tax money comes into General Fund. (Flesch Readability Score: 61.6). Prescribes methodology for the preparation of revenue estimates used in the budgeting process and as applicable to the surplus revenue refund process. Applies to estimates prepared on or after January 1, 2026. Requires the Department of Revenue to estimate the difference in surplus revenue calculations using stated methodologies, and transfer an amount equal to the difference for use for various purposes. The Act makes a new law about kids and apps. App stores must check the age of people who use their apps and group them into age categories. Before kids can download, buy or use apps, or make purchases inside an app, their parents must say yes. App developers must show clear age ratings for their apps, and parents can set time limits on how long their kids can use the apps. The law also makes sure app stores have tools to block certain content from kids. Provides for penalties if the law is not followed. (Flesch Readability Score: 83.9). Requires application stores and developers to verify the age of users and categorize them accordingly. Requires application stores to obtain parental consent before allowing a minor to download, purchase or use software applications, or making purchases available within a software application. Requires developers to display accurate age ratings for software applications and provide tools for parents to limit usage time. Mandates that application stores offer parental controls and prevent certain content from being accessible to minors. Provides that a violation of the law is an unlawful trade practice. Allows the Attorney General to bring an action or impose civil penalties to enforce requirements. Allows parents to bring a civil action if the law is violated. Directs the Department of Justice to convene a temporary advisory committee.

The Act tells a person to show certain forms to register to vote. The Act declares an emergency and becomes law when the Governor signs it. (Flesch Readability Score: 73.2). Requires evidence of United States citizenship for persons registering to vote in this state. Declares an emergency, effective on passage.

The Act tells the OACO to hire permanent staff to carry out certain duties. (Flesch Readability Score: 71.7). Directs the Oregon Advocacy Commissions Office to hire permanent staff to convene affinity group task forces to develop recommendations on addressing health inequities.

The Act gives money to DOT to make an intersection safer. (Flesch Readability Score: 72.6). Appropriates moneys from the General Fund to the Department of Transportation for safety improvements at a specified intersection in Gladstone. Takes effect on the 91st day following adjournment sine die.

The Act lets people convicted of a felony vote while in custody. (Flesch Readability Score: 60.7). Allows persons convicted of a felony to register to vote, update voter registration and vote in elections while incarcerated. Provides that a person does not forfeit and may not be deprived of the right to vote while incarcerated on a felony. Specifies that a person's residence is where the person resided prior to incarceration.

Directs the Oregon Department of Administrative Services to provide a grant to a nonprofit organization to establish a collaborative center in Harney County. Tells counties in Oregon that they should make a plan for what to do with their natural resources if they don't have one, and that they should coordinate with other agencies on that plan. Encourages Oregon counties that have not already done so to create and adopt a natural resource plan and invoke and enforce coordination with all federal and state agencies.
