The Act would make the ODE enter into a contract with a third party to offer training to substitute teachers in the state. (Flesch Readability Score: 65.7). Directs the Department of Education to enter into a contract with a third party to develop and offer online professional development opportunities for substitute teachers in this state. Requires the department to submit a report to the interim committees of the Legislative Assembly related to education no later than September 15, 2026.

This Act tells DEQ to contract with businesses to test vehicles. The Act stops the DEQ from testing vehicles at its own stations or letting employees do the tests for their employers. (Flesch Readability Score: 66.3). Requires the Department of Environmental Quality to contract with businesses to provide motor vehicle pollution control equipment testing. Prohibits the department from owning or operating motor vehicle pollution control testing stations. Prohibits the department from issuing a license to an employee of a fleet owner to inspect pollution control systems of fleet vehicles.

The Act tells the ADPC and OHA to make changes to increase access to SUD treatment. (Flesch Readability Score: 79.5). Directs the Alcohol and Drug Policy Commission, in collaboration with the Oregon Health Authority, to develop statewide policies and practices to support the availability of medications for opioid use disorder in physical health care settings and the transition to care in the community. Directs the commission to report to the Legislative Assembly no later than September 30, 2026. Directs the authority, in collaboration with the commission, to develop recommendations to develop an enhanced funding model to [allow low-barrier community substance use disorder clinics] incentivize community-based outpatient providers of substance use disorder treatment to accept referrals from emergency departments and emergency medical services providers and to [treat individuals with] promote the prescribing of medications for opioid use disorder. Repeals the prohibition against operating a methadone clinic within 1,000 feet of a school or licensed child care facility. Declares an emergency, effective on passage.

The Act directs the LRO to study tax expenditures. (Flesch Readability Score: 66.1). Requires the Legislative Revenue Officer to study tax expenditures. Directs the Legislative Revenue Officer to submit findings to the interim committees of the Legislative Assembly related to revenue not later than December 1, 2026.

Requires the State Court Administrator to study fees and submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. The Act tells a county clerk to cancel a voter's enrollment for certain reasons. (Flesch Readability Score: 65.7). Requires a county clerk to cancel the registration of an elector if the elector registers to vote in another county, surrenders the elector's driver license upon being issued a license in another state or is excused from jury duty for not being a United States citizen.

Requires the Department of Human Services to study emergency departments. For the part of the state in the Pacific Time Zone, stops the one-hour change of time in the spring and fall of each year and keeps the zone at standard time year-round if CA and WA states do the same within 10 years. (Flesch Readability Score: 64.1). For the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time from standard time to daylight saving time and maintains the Pacific Time Zone portion of Oregon on standard time for all 12 months of the calendar year, if California and Washington make the same change within the next 10 years. Restores current time standards if California and Washington do not make the standard time change within 10 years.

Tells the SOS to create a database of ballots for each election. Tells the county clerks to add e-copies of each ballot into the database. Requires each ballot to have an ID. Requires the ID to be secret other than to the voter. Allows a voter to view the voter's ballot in the database for 90 days following the election. Allows the county clerks to charge a reasonable fee for the cost of getting a ballot. Tells the county clerks to allow certain persons to watch the ballots being printed and inserted into mailing envelopes. (Flesch Readability Score: 63.4). Directs the Secretary of State to establish and maintain a searchable and publicly accessible database containing a copy of every ballot cast in each election. Requires county clerks to scan and upload to the database each ballot cast prior to tallying the votes. Requires each ballot to be printed with a unique identifier that an elector may use to search the database for an electronic copy of the elector's ballot. Requires a ballot's identifier to be secret except to the elector. Permits an elector to inspect the elector's cast ballot for 90 days following the date of an election. Requires county clerks to store ballots in a manner that makes the ballots readily available to retrieve. Requires county clerks to store ballots in batches and to maintain an index that records where each ballot is stored. Permits county clerks to charge a reasonable fee to cover the cost of retrieving a ballot. Requires county clerks to permit authorized persons to watch the printing of ballots and the inserting of ballots in envelopes to be mailed to electors. Applies to primary, general and special elections held on or after January 1, 2027. Becomes operative January 1, 2027.

The Act allows a deputy of a county clerk to perform weddings. (Flesch Readability Score: 67.7). Authorizes a deputy of a county clerk to solemnize marriages.

The Act removes a requirement that an older foster child must pay rent if living alone. The Act allows DHS to exempt certain older foster children from having to have a criminal background check. (Flesch Readability Score: 60.1). Modifies independent living requirements for older foster children. Authorizes the Department of Human Services to exempt an individual placed in a household by the department before the individual turned 18 from applicable background check requirements after the individual attains 18 years of age.

This Act speeds up review of housing permits. (Flesch Readability Score: 82.3). Requires local governments or special districts to complete final review of final engineering plans for residential development within [90] 120 days of submission. [Defines "urban housing application." Requires urban housing applications to be reviewed as limited land use decisions. Authorizes award of attorney fees to applicant if engineering plans or land use applications for residential development are not processed timely.] Establishes a limited review process for certain applications for residential development within an urban growth boundary. Becomes operative on July 1, 2026. Prohibits local governments from applying certain design review requirements for certain [urban housing applications] residential developments within an urban growth boundary. Takes effect on the 91st day following adjournment sine die.

The Act makes changes to laws relating to credit unions and banks. (Flesch Readability Score: 67.7). Modifies the time frame in which state agencies may submit information to financial institutions related to deceased members or depositors. Authorizes directors of credit unions to delegate the duty to consider requests for reinstatement. Modifies requirements for supervisory committees of credit unions.

The Act increases the maximum fees related to brands on livestock. The Act says that an agency may contract with others to perform brand inspections, and allows the agency to create a program for livestock owners to self-inspect their branded livestock. The Act directs LPRO to conduct a study about brands. The Act takes effect when it is signed. (Flesch Readability Score: 61.3). Increases the maximum fee for activating a brand. Increases the maximum brand inspection fee on cattle for which a brand inspection certificate is valid for eight days. Authorizes the State Department of Agriculture to contract with qualified persons to perform brand inspection services. Authorizes the department to establish a self-inspection program that permits livestock owners to conduct brand inspections of their livestock. Directs the Legislative Policy and Research Director to evaluate the state brand inspection program and compare Oregon's program with the brand inspection programs of other states. Declares an emergency, effective on passage.
