The Act would have Business Oregon study the funding of sports in this state. The Act would require a report of the findings to be turned in next year. (Flesch Readability Score: 81.2). Requires the Oregon Business Development Department to study sports funding in Oregon. Directs the department to submit its findings to the interim committees of the Legislative Assembly related to economic development not later than September 15, 2026.

Ends the OGEC. Tells certain heads of government to study how to do the work of the OGEC and report to the legislature. Tells the OGEC to make a plan for local governments to do the work of the OGEC and report to the legislature. (Flesch Readability Score: 71.2). Dissolves the Oregon Government Ethics Commission as of July 2, 2027. Requires the Chief Justice of the Supreme Court, Governor, Secretary of State, State Treasurer, Commissioner of the Bureau of Labor and Industries and Attorney General to conduct studies and report to the Legislative Assembly on how each entity would supervise identified public officials and ensure that those public officials comply with all legal requirements currently overseen by the Oregon Government Ethics Commission. Requires the Oregon Government Ethics Commission to develop a plan and report to the Legislative Assembly on the most efficient manner of making each local government and local service district responsible for ensuring that public officials affiliated with the local government or local service district comply with all legal requirements currently overseen by the Oregon Government Ethics Commission.

The Act tells an agency to allow the use of water from the Columbia River at a certain rate. The Act tells agencies to grant easements to help the use occur. (Flesch Readability Score: 68.2). Instructs the Water Resources Commission to allow the appropriation of water from the mainstem of the Columbia River at a total rate and duty of two percent of average annual flow. Requires state agencies to convey easements to facilitate the appropriation of water from the mainstem of the Columbia River.

The Act imposes a flat rate income tax. (Flesch Readability Score: 66.1). Imposes personal income tax at flat rate if a taxpayer has an adjusted gross income below threshold amount. Makes new rules about fire safety systems in public buildings. Sets penalties. Takes effect on the 91st day after the session ends. (Flesch Readability Score: 68.6). Requires the owner of a public building to periodically conduct inspections and testing of fire dampers, smoke dampers, combination fire and smoke dampers and smoke control systems in the public building. Specifies qualifications for inspectors. Requires an inspector to issue a certificate of compliance if the public building complies with the applicable standards or to issue a deficiency report if the public building does not comply. Specifies a time period within which the public building owner must return the public building to compliance. Directs a building owner that receives public moneys for the purpose of replacing or repairing fire dampers, smoke dampers, combination fire and smoke dampers and smoke control systems to require a contractor to provide certain benefits to workers in connection with an installation or repair of equipment that fails an inspection or test or is otherwise deficient. Punishes violation of the Act with a civil penalty equivalent to five cents for each square foot of occupied space in the public building. Authorizes additional civil penalties for a continuing failure to comply. Takes effect on the 91st day following adjournment sine die.

The Act tells the DAS to study benefit packages for school employees. (Flesch Readability Score: 60.7). Directs the Oregon Department of Administrative Services to study the benefit packages available to school employees and report to the interim committees of the Legislative Assembly related to education no later than September 15, 2026.

The Act would let counties opt to grant a specially assessed property tax value for the homes of people who are at least 62 years old. (Flesch Readability Score: 66.5). Allows counties to adopt an ordinance or resolution that provides, for purposes of ad valorem property taxation, a specially assessed value for the owner-occupied primary residences of individuals who are at least 62 years of age. Takes effect on the 91st day following adjournment sine die.

Modifies the manner in which Oregon Behavioral Health Deflection Program funds are distributed. Eliminates the Improving People's Access to Community-based Treatment, Supports and Services Grant Review Committee. Directs the commission to administer the Improving People's Access to Community-based Treatment, Supports and Services Program. Modifies the eligible recipients of the Organized Retail Theft Grant Program. Modifies the membership of the commission. Repeals sentencing increases from House Bill 3194 (2013) set to become operative on July 1, 2033. Declares an emergency, effective on passage.

The Act would extend the sunset of certain property tax breaks for brownfields. (Flesch Readability Score: 69.9). Extends the sunset for the property tax incentive benefit programs for brownfields and property on brownfields. Takes effect on the 91st day following adjournment sine die.
