Directs the authority to submit a report on the outcomes and findings from the pilot program to the committees or interim committees of the Legislative Assembly related to health care not later than September 15, 2029. Requires health insurance coverage of the tests conducted under the pilot program. Appropriates moneys from the General Fund to the Oregon Health Authority to cover costs incurred by counties in carrying out investigation and outreach related to the increase in HIV and syphilis screening. Takes effect on the 91st day following adjournment sine die.

Requires the Oregon Health Authority to pay out of the Law Enforcement Medical Liability Account any copayment or other cost-sharing amounts owed by an individual for the cost of medical services, or the entire cost of the medical services if an individual is a medical assistance recipient or uninsured, for injuries related to law enforcement activity. Authorizes the authority to make the final determination of whether injuries are injuries related to law enforcement activity. Directs the authority to conduct outreach about the availability of funding and the process for submitting claims for reimbursement.

The Act renames a state forest and transfers the running of the forest to a different state agency. The Act makes the forest a research forest and sets forth the duties, powers and conditions for managing the forest. (Flesch Readability Score: 60.6). Renames the Elliott State Forest as the Elliott State Research Forest. Authorizes the State Land Board to manage, control and protect the forest as a world-class research forest.
