Persons can be penalized for breaking laws relating to race meets. The Act requires the ORC to adopt rules about the penalties. The Act increases the maximum amount of the penalties. Increases the maximum amount of the civil penalties.

Requires law enforcement to investigate and remove unlawful occupants upon declaration and payment of a fee by a property owner. Amends trespassing and forgery criminal laws related to dwellings or commercial properties.

Directs district school boards to place on their websites the curriculum of each course of study of the school district. (Flesch Readability Score: 68.0). Directs district school boards to ensure that the curriculum of each course of study offered by a school district is made available to the public on the school district's website. Phases in the requirement for small school districts. Declares an emergency, effective July 1, 2025.

The Act would have Business Oregon look at economic plans in the other states. The Act would have the agency submit a report that recommends how to create a plan for Oregon. Requires the Oregon Business Development Department to review statewide economic development plans and strategies implemented in the other states and submit a report to the Legislative Assembly that includes recommendations for the creation of a statewide economic development plan for Oregon. Specifies stakeholders with which the department shall consult in the conduct of the study.

The Act would change when a lump sum payment for permanent partial disability has to be made. (Flesch Readability Score: 65.1). [Requires] Establishes the circumstances in which an insurer is required to make a lump sum payment of a permanent partial disability award [if the worker waives reconsideration of the notice of closure or the award has become final by operation of law].

The Act allows the parole board and the PSRB to make sex offender decisions without a hearing. (Flesch Readability Score: 60.1). Authorizes the State Board of Parole and Post-Prison Supervision and the Psychiatric Security Review Board to make determinations administratively concerning petitions for changes in sex offender risk classifications and relief from the reporting requirement. Specifies when a hearing is required.

The Act tells the TSPC to create a pilot program to license some types of teachers. (Flesch Readability Score: 79.8). Directs the Teacher Standards and Practices Commission to establish by rule a five-year pilot program to license teachers other than career and technical education teachers in this state in a manner similar to the career and technical education teaching license program. The Act directs ODOT to issue mobile driver licenses to those who want them and pay a fee. (Flesch Readability Score: 71.0). Directs the Department of Transportation to provide optional mobile driver licenses, driver permits and identification cards. Provides that the department may contract with private entities to provide mobile credentials and establish fees.

Makes changes to this state's insurance laws to update rules that make sure that insurers have enough money to keep going. (Flesch Readability Score: 65.7). Requires the person that has ultimate control over an insurer to file a group capital calculation with the chief insurance regulatory official of the state that the Director of the Department of Consumer and Business Services determines is the lead state for the insurance holding company system of which the insurer is a part. Unless exempted from the requirement to file the group capital calculation, the person must file a group capital calculation made in accordance with standards that the National Association of Insurance Commissioners adopts. Requires insurers that meet one or more scope criteria during a given data year to conduct and report the results of a liquidity stress test in accordance with a framework adopted by the National Association of Insurance Commissioners. Specifies scope criteria for determining which insurers are subject to the requirement. Requires a deposit or bond from an insurer that the director determines is in a hazardous financial condition or a condition that would be grounds for supervision, conservation or delinquency proceedings. Gives the director discretion to determine the amount of the deposit or bond and the contract or contracts to which the deposit or bond applies. Subjects affiliates to the jurisdiction and authority of a supervisor, conservator, rehabilitator or liquidator appointed for an insurer for the purpose of interpreting, enforcing and overseeing the affiliate's obligations under a contract or agreement to perform services for the insurer. Requires the chief insurance regulatory official to maintain the confidentiality of certain information that the chief insurance regulatory official receives from an insurance holding company system. Prohibits an insurer, broker or other person engaged in any manner in the insurance business from making, publishing, disseminating or circulating a statement or representation with respect to the information. Takes effect on the 91st day following adjournment sine die.
