Establishes a tax credit for personal property replacement as a result of bedbug infestation; credit of 15% not to exceed $750; certification determined by commissioner.
Provides for the seizure and forfeiture of vehicles, vessels and aircraft used in counterfeit goods; establishes this shall not apply to vehicles, vessels, or aircrafts that are used by any person as a common carrier in the transaction of business as such common carrier.
Relates to a state transportation plan; requires such plan include a minimum twenty-year forecast period at the time of adoption, assessing long-range needs spanning such period, including a forecast of highway pavement and bridge conditions.
Increases temporary and permanent disability payments for volunteer firefighters and ambulance workers, and specifies weekly payment amounts for volunteer firefighters and ambulance workers injured in the line of duty on or after July first, two thousand twenty-six.
Prohibits falsely reporting an incident and/or making a terroristic threat which include claims of a deadly weapon or dangerous instrument being involved or which threaten a school or place of worship.
Provides that no landlord shall deny access to a licensed professional engineer or licensed registered architect hired by any tenant or tenant association representing tenants of a multiple dwelling of six units or more for the purpose of conducting an inspection of a major capital improvement for which an application for a maximum rent adjustment has been filed by the landlord; provides that such inspection shall be conducted after notice to the landlord and during normal business hours; provides for the filing of such inspection report by such tenants with the New York city rent agency or the state division of housing and community renewal for consideration in such application's determination.
Proposes a constitutional amendment to increase the terms of office of members of the legislature to four years and limit the terms of office a member of the legislature may serve.
Requires each social services district to maintain a waiting list of eligible families who have applied for child care assistance; requires the local districts to report such list to the office of children and family services who shall then compile such reports and issue one report to the legislature annually; requires the social services districts to collect data regarding the income of families who have applied, were denied and received child care assistance and issue a report to the office of children and family services who shall then compile such reports and issue one report to the legislature annually.
Authorizes gambling on professional sporting events and athletic events sponsored by universities or colleges at betting facilities located at thoroughbred and harness racetracks operating in this state, in simulcast theaters operated by off-track betting corporations and in any constitutionally authorized casino facility; provides that the proceeds of such gambling be applied exclusively to or in aid or support of education.
Preserves ecological integrity, wildlife and open space in the Adirondack park; strengthens land use and development provisions in the Adirondack park so as to curtail rural sprawl.
Establishes the housing people and animals together grant program to expand access for co-sheltering people experiencing homelessness and victims of domestic violence with companion animals.
Authorizes the state of New York mortgage agency to purchase construction mortgages from banks within the state during periods when there is an inadequate supply of credit available for new residential mortgages or available for such loans at carrying charges within the financial means of persons and families of low and moderate income.
