Prohibits the operation of horse drawn cabs in the city of New York; defines the circumstances under which sale or disposal of a horse shall be deemed humane.
Requires the public school curriculum for children in kindergarten through grade twelve to include a minimum of two hours per week instruction in civics lessons.
Exempts any purchase made by a civic association used or intended to be used in such civic association's course of business from sales and compensating use tax.

Establishes patient safety and quality assurance measures regarding the distribution of patient-specific medication from an insurer-designated pharmacy; prohibits certain "brown bagging" and "white bagging" policies regarding pharmacy provided medications.
Authorizes a county, city, town or village to override a governor's declaration of a state disaster emergency in all or part of the territorial limits of such local government.
Enacts the "vicarious liability for housing discrimination act"; imposes vicarious liability on a person for unlawful discriminatory practices related to the sale, rental, or lease of certain property by such person's agent.
