Establishes a temporary state commission to rename any projects, infrastructure, facilities or sites within the state which are named after or include any reference to Robert Moses.
Relates to the number of signatures for independent nominating petitions; decreases the number of signatures and votes to 15,000 signatures for statewide candidates and 50,000 votes to maintain party ballot status; changes the petition period to 12 weeks and the petitioning time to May-August.

Establishes the upstate New York assessment relief act, in relation to authorizing the provision of assessment and tax relief to owners of certain real property which lost fifty percent or more of its value as a result of damage caused by the storm occurring across upstate New York on October 31, 2019.
Relates to the prosecution of certain juveniles between the ages of 16 and 18 charged with certain felony offenses, including possession of a firearm; relates to the transfer of such cases to family court.
Establishes the congressional chartered veterans service organizations fund; provides for gifts made to such fund on an individual's personal income tax return.
Provides that no school district shall be eligible to receive the full apportionment of state aid to which it is entitled if evidence is found by the state comptroller when an audit is conducted and such audit finds that a district has inappropriate excess of their unexpended surplus funds and such school district did not reduce the school tax levy in a proportion equal to the excess of four percent of the current year school budget.
Establishes a pregnant persons' bill of rights; requires posting and disclosing such bill of rights; establishes a penalty for failure to post or disclose such bill of rights.
Requires the department of health to review claims for expenditures for early and periodic screening, diagnosis and treatment and other health services, care and supplies which are furnished to eligible children and pre-school children regardless of whether such children have handicapping conditions, are suspected of having handicapping conditions or have an individualized education plan; requires the department of health to apply for all necessary federal approvals regarding such expenditures.
