Relates to the membership of the board of trustees of the state university of New York; reduces the number of trustees appointed by the governor from fifteen to ten; adds one trustee appointment by the speaker of the assembly, one by the temporary president of the senate, one by a majority vote of SUNY and CUNY staff, and two by a majority vote of SUNY alumni.
Establishes certain protections related to the receipt of compensation for advising or assisting with veterans' benefits matters, including penalties for violations.
Enacts the credit for rural energy infrastructure act of 2025, to provide tax credits for certain activities expanding energy infrastructure into unserved rural areas.
Requires the New York State Office of Mental Health to study the effects that awareness of or exposure to police shootings or killings of unarmed African Americans has on the mental health of African Americans in New York state and to deliver a finding of the results of such study to the governor and the legislative leaders.
Relates to the appointment process for state board positions; provides for a 60 day time period to conduct a background check on potential nominees to state board positions before they can officially be appointed.
Requires state office buildings to be in compliance with the greenhouse gas emissions limits established by the New York state climate leadership and community protection act three years before such limits apply statewide.
Establishes a task force to examine, evaluate, accept public comment and make recommendations concerning the impact of adverse experiences and preventive and trauma-informed policy and practices.
