Increases the per student rate of empire state after school program and advantage after school program grants; requires future per student rates to be modified accounting for any minimum wage adjustments.
Establishes that a person is guilty of arson when such person damages a building or motor vehicle by fire or explosion in the course of the commission or attempted commission of a felony.
Relates to mandatory reporting of suspected child abuse or maltreatment at summer day camps; includes college coaches, athletic directors, professors, graduate assistants and college presidents among those required to report such suspected abuse or maltreatment.
Authorizes the city of Rochester to adopt a local law requiring a member of the police force in such city to be a resident of Rochester subsequent to the effective date of such local law.
Directs the department of social services to establish a centralized homelessness crisis response data system through which state agencies, local governmental entities, including law enforcement agencies, court systems, school districts, and emergency service providers, and other relevant persons are able to share and access information related to individuals who experience chronic homelessness in order to connect or refer such individuals to services including affordable housing opportunities.
Exempts private investigators from restrictions on possessing a weapon in sensitive and restrictive locations while traveling to and from and during the course of their employment and at any necessary and appropriate location during work hours; clarifies that a security guard may possess a weapon going to and from work.
Relates to establishing the municipal severe storm relief fund for Rockaway, Queens to be administered by the division of homeland security and emergency services for damages that occurred as a result of Hurricane Sandy which caused damage from October twenty-ninth through November third, two thousand twelve.
