Establishes an emergency heating energy assistance program benefit to provide emergency assistance to certain households where such household is threatened with shut-off or an energy emergency due to nonpayment.
Authorizes legislative bodies to establish speed limits not less than fifteen miles per hour for any portion of a highway within a city, village or town park.

Makes migrant youth under the age of 25 who are receiving runaway and homeless youth services eligible to receive housing vouchers under the family homelessness and eviction prevention supplement ("FHEPS") program.
Relates to veterans' preferences with respect to civil service promotions; removes requirement of service during a time of war for additional points on civil service examinations for veterans.
Enacts the "Supervising Upcoming Professionals for Practice in Official Roles in Therapy (SUPPORT) act"; provides that for licensure as a clinical social worker, an applicant may satisfy the experience requirements under supervision of a mental health practitioner who has been granted the privilege to diagnose and develop assessment-based treatment plans under article one hundred sixty-three of the education law.
Authorizes school districts to establish an insurance reserve fund in an amount and manner determined by a qualified and independent actuary certified by the American Academy of Actuaries to be reasonable and necessary.
Requires the commissioner of the office of addiction services and supports to require mental health evaluations for participants in substance use disorder treatment programs and to promulgate rules and regulations to effectuate such requirement.
Creates the responsible retirement of racehorses fund; establishes a horse registration fee; provides such funds be expended to support responsible retirement of racehorses in this state.
