Requires enhanced federal medical assistance percentage funds be directly shared with the counties and the city of New York; requires the comptroller examine and audit all funds received from the enhanced federal medical assistance percentage and the distributions made to counties and the city of New York.
Requires manufacturers to meet certain standards with their packaging in New York state to reduce waste; establishes the guidelines and sets a timetable by which manufacturers must comply with these provisions.
Directs the commissioner of education to develop a program and provide for a system whereby teachers may submit examination receipts for any New York state teaching certifications earned after the first permanent teaching certification for reimbursement by the department of education for any additional certifications.

Requires a New York state driver's license or non-driver ID, a United States passport, an identification card issued by a United States educational institution, a United States military identification card, a government issued medical card, or any identification card issued by the United States or the state of New York to be presented when casting a ballot.
Provides a right of reemployment for persons who reside in another state who are ordered to military service within New York state, if the state of residence provides a like protection.
Directs the commissioner of taxation and finance to study the frequency of residents who are being assessed library taxes for more than one library and to make recommendations to address the double taxation of residents.
Creates the women and high-wage, high-demand, nontraditional jobs grant program; encourages and assists women to enter high-wage, high-demand occupations including but not limited to trades, science, technology, engineering, and math; makes an appropriation therefor.
Establishes the wellness program privacy act; requires employers and insurers to take certain measures to protect the security of wellness program participants' private information.
Prohibits the manufacture, distribution, sale and use of nail polish or nail hardener containing certain dibutyl phthalates (DBP), toluene, formaldehyde, formaldehyde resin, camphor, ethyl tosylamide, and xylene; prohibits the use of such nail polish and nail hardener by appearance enhancement businesses.
Exempts a person from a money judgment arising from an action in another state for knowingly engaging in conduct that aids or abets the performance or inducement of an abortion.
