Establishes the position of an insurance liaison on the disaster preparedness commission to be appointed by the governor and serve as a non-voting member.
Prohibits issuance of certain search warrants relating to out-of-state investigations of abortion services provided in NYS; prohibits corporations domiciled in NYS from complying with certain out-of-state search warrants regarding abortion services provided in NYS.
Provides for the temporary surrender of firearms to the police by any person who is taken into custody by the police for the purpose of a mental examination and prior to an examination ordered pursuant to article seven hundred thirty of the criminal procedure law; requires a "cooling off period" following the discharge from psychiatric care during which time firearms, which came into police custody during the person's pre-hospitalization intervention or during hospitalization, may be kept in police custody for thirty days, or after a psychiatric examiner has determined whether the person is a threat to themself or others; provides that a judge of the local jurisdiction may order an early return of the firearms if such judge determines that it would be appropriate to do so.
Increases the sentencing classification of misdemeanor hate crime offenses or of an attempt or conspiracy to commit a specified offense that is a misdemeanor to a class E felony.
Enacts the "sewage flooding prevention act"; authorizes certain homeowners and not-for-profit agencies in New York City to receive an abatement of real property taxes up to two thousand dollars for the cost of installing sewer improvement check valve devices on certain dwellings; directs the New York City department of environmental protection to promulgate any necessary rules and regulations.
Relates to prohibiting New York city boards of elections from entering into contracts for certain services related to the conduct of elections with any entity that does not employ union labor.
Provides for unpaid leave of absence for victims of domestic violence; permits victims of domestic violence to take an unpaid leave of absence for twenty days from employment to address on-going domestic violence; defines "address on-going domestic violence"; contains provision to protect the individual's job position and benefits.
Grants a sales and compensating use tax exemption for the sale of items designed to ensure the safe handling and storage of firearms including safe storage depositories, firearm safety locks and trigger locks.
Provides that a candidate who files a certificate of acceptance for an office for which there have been filed certificates or petitions designating more than one candidate for the nomination of any party, may thereafter file a certificate of declination not later than the seventh day after the primary election.
Establishes the crimes of assault on a pregnant person in the second degree as a class D felony and assault on a pregnant person in the first degree as a class C felony.
