Authorizes municipalities to offer a real property tax exemption for active military service members who at any time during the taxable year performed active duty in the armed forces in a combat zone; defines terms; makes related provisions.

Directs the division of criminal justice services to establish a program for the care of retired law enforcement dogs which shall cover the cost of veterinary care for retired law enforcement dogs for the remainder of the lifetime of such dogs.
Enacts "new deal for SUNY: the New York state higher education equality act" to provide free tuition to students who attend SUNY who are enrolled in academic coursework and are on track to graduate; establishes the state university tuition fund to reimburse the state university of New York for the cost of tuition for students who are eligible for free tuition.
Requires state agencies to make available all public documents in a digital format on their website in a manner that allows such documents to be printed; provides that no document required by law to remain confidential shall be deemed a public document.
