Requires state agencies to expend funds no later than ninety days after receipt of a certificate of approval from the director of the budget; reduces the budget of an agency that violates such requirement for the upcoming fiscal year by 1% of the amount of the late award.

Amends provisions of law from making it mandatory to optional that where the purchase of services by state agencies be conducted in a manner that accords second priority to centralized contracts meeting form, function and utility required by such agency, third priority to agency or multi-agency contracts and fourth priority to other means of contracting.

Relates to state and local law enforcement agency coordination with the federal government for purposes of immigration enforcement, to the release of noncitizen incarcerated individuals for federal immigration purposes, and to immigration enforcement in sensitive locations.
Provides that any volunteer agency who is granted state aid by the office of addiction services and supports or pursuant to a contract with a local governmental unit shall receive the full amount of such state aid within sixty days from approval; provides that volunteer agencies shall have two years to spend such aid.
