Provides that, prior to granting a certificate for the construction of an electric transmission line facility, the public service commission must find that the facility conforms to the most recent state energy plan and consider whether approval of the facility would cause adverse impacts on the state's environmental quality due to electric generation.
Directs the commissioner of the department of labor, in consultation with the commissioners of the office of temporary and disability assistance, the department of health, the office of children and family services, and the department of taxation and finance to conduct a study on income eligibility limits for public benefits to assist the poor and the impact that rising wages has or will have on the eligibility of the working poor to receive such benefits.
Requires the MTA to file a copy of proposed station closings with various governmental agencies; provides that the MTA shall hold a public hearing on any proposed closings.
Prohibits unsolicited telemarketing sales calls during a declared state of emergency or disaster emergency where the declaration or proclamation of emergency includes a finding that unsolicited telemarketing sales calls would impair actions taken to limit, control, or mitigate the emergency; explains the basis of such finding; provides that such prohibition may not extend for a period of more than two weeks, subject to renewal for additional two-week periods by further findings of necessity made at the end of each two-week period.
Exempts potato storage and potato shipping facilities permanently affixed to agricultural lands from taxation, special ad valorem levies and special assessments.
Directs the department of social services of the city of New York, in consultation with the department of housing preservation and development, to provide shelter to victims of human trafficking at a residential program exclusively for victims of human trafficking.
Directs the commissioner of the division of criminal justice services to study the effectiveness and accuracy of devices used to estimate blood alcohol content by law enforcement agencies.
Relates to creating the veterinarians across rural New York state student loan repayment fund for certain veterinarians that make a two year commitment to practice in a tract or county defined by the health resources and services administration as being "rural" or eligible for a rural health grant.
Requires a course of study in the awareness and prevention of human trafficking defined by the commissioner of education in regulations after consultation with the division of criminal justice services designed to educate students, parents and school personnel about the signs of human trafficking.
