Relates to establishing mandatory continuing law enforcement education for peace officers; requires peace officers to biannually complete a minimum of 32 credit hours of training including de-escalation techniques, implicit biases and mental health training.
Directs the commissioner of labor and the commissioner of health to conduct a labor market study of the home care and hospice workforce; establishes a temporary labor task force for home care and hospice services and occupations to examine and make recommendations regarding competitive labor market factors, reimbursement, programs and other state policy actions necessary to support recruitment and retention of the home care and hospice workforce in the broader, competitive health labor market.
Establishes the New York state commission to end mass incarceration and to prevent violence; provides such commission shall investigate, evaluate and make recommendations concerning how to reduce the New York prison population, incidences of violent crime in New York state, and other various topics related to the criminal justice system.
Requires the establishment of community housing waiting lists within the office of mental health service system; directs each provider of housing services in the office of mental health system to provide, on a monthly basis, the office of mental health with a list of each person referred to, admitted to, applying for, withdrawing an application for and denied admission to housing provided by such provider; requires the community-based agency performing assessments of persons with a documented mental illness to provide the office with the names of such who have been assessed and who meet the eligibility criteria for the array of funded and/or licensed housing programs; requires such office to publish such waiting lists on a monthly basis.
Requires that attorneys be available to parents of minors and requires that all interactions with children by child protective services and the administration for children's services are videotaped.
Enacts the "New York State Phoenix Act"; extends the statute of limitations for felony family offenses to ten years and misdemeanor family offenses to five years.
Authorizes drivers to disobey a traffic-control device or signal, after exercising reasonable care, in order to yield the right of way to an authorized emergency vehicle.
Requires school districts and charter schools to establish a task force to make recommendations on model curriculum or instruction on the political, economic, and social contributions of lesbian, gay, bisexual, transgender, queer, intersex, and asexual people, in an appropriate place in the curriculum of middle school and high school students.
Imposes a commercial vacancy tax on vacant or abandoned commercial storefronts located in a city with a population of one million or more of one percent of the assessed value of the property.
Provides that an accusatory instrument or supporting deposition consisting of factual allegations by a deponent with limited English proficiency is not sufficient unless accompanied by a sworn statement from an interpreter affirming the accuracy of the English interpretation.
Requires police departments to electronically transmit to parking violations bureaus a copy of each stolen vehicle report prepared (within 5 days of the completion thereof); provides that for the purposes of an owner asserting a defense to a charge of parking violation (that the motor vehicle had been reported stolen and had not been recovered by such time), it shall be a sufficient defense that a copy of the electronically transmitted police report is on file with the parking violations bureau.
Directs the commissioner of the division of homeland security and emergency services to conduct a review and analysis of the security measures taken at the transportation facilities of the metropolitan transportation authority and its subsidiaries; requires such director to issue confidential reports of his or her findings and recommendations.
