AN ACT relating to guardianships; revising the names of the State Guardianship Compliance Office and the State Guardianship Compliance Officer; removing the limit on the number of accountants and investigators that may be hired to provide services to the district court during the administration of guardianship proceedings; establishing provisions concerning the guardianship of a minor applying for status as a special immigrant juvenile with the United States Citizenship and Immigration Services of the Department of Homeland Security; authorizing an investigator appointed by the court in a guardianship proceeding concerning a minor to obtain certain documents without paying a fee; increasing certain recording fees charged by a county recorder and paid to the county treasurer and accordingly increasing the portion of such recording fees remitted by the county treasurer for certain purposes pertaining to guardianship proceedings; revising provisions concerning certain certificates supplied by the State Registrar; and providing other matters properly relating thereto.

AN ACT relating to historical preservation; revising provisions relating to the responsibility for the installation, interpretation, maintenance and protection of historical markers; and providing other matters properly relating thereto.

AN ACT relating to emergency management; revising provisions relating to the State Disaster Identification Coordination Committee of the Division of Emergency Management of the Office of the Military; transferring the duty to adopt regulations governing the Committee from the Office of the Military to the Division; revising provisions relating to the reporting to the Committee of certain information regarding the treatment of certain persons; and providing other matters properly relating thereto.

AN ACT relating to health care; providing for the establishment of a health care cost growth benchmark for each year as a target for the maximum growth of total health care spending during that year; requiring certain state agencies to collaborate to develop and engage relevant persons and entities to implement strategies for meeting the health care cost growth benchmark; requiring certain insurers to report information relating to health care spending in this State; requiring the Director of the Department of Health and Human Services to publish an annual report concerning health care spending in this State; requiring the Patient Protection Commission within the Office of the Director to make certain recommendations concerning the health care cost growth benchmark and hold an annual informational public hearing concerning health care spending in this State; making an appropriation and authorizing certain expenditures; and providing other matters properly relating thereto.

AN ACT relating to contractors; revising provisions governing the actions that the State Contractors' Board is authorized or required to take after the issuance of a cease and desist order for unlicensed activity; and providing other matters properly relating thereto.

AN ACT relating to governmental administration; revising provisions governing the protections against reprisal or retaliatory action provided for a state officer or employee who discloses certain governmental action; and providing other matters properly relating thereto.

AN ACT relating to legal notices; authorizing, under certain circumstances, the publication of a legal notice or advertisement on the Internet website of a newspaper; making various other changes relating to legal notices and advertisements; and providing other matters properly relating thereto.

AN ACT relating to the Office of the Secretary of State; authorizing certain employees of the Office of the Secretary of State, and the spouse, domestic partner or minor child thereof, to request that certain personal information be kept in a confidential manner; authorizing such persons to request that the Department of Motor Vehicles display an alternate address on his or her driver's license, commercial driver's license or identification card; and providing other matters properly relating thereto.

AN ACT relating to criminal procedure; authorizing certain persons to file and serve certain documents by electronic means; prescribing separate forms for certain postconviction petitions for a writ of habeas corpus; revising various provisions relating to postconviction petitions for a writ of habeas corpus; eliminating the requirement that the respondent to a postconviction petition for a writ of habeas corpus file a return with the court; revising provisions relating to a petition for a hearing to establish the factual innocence of a person; and providing other matters properly relating thereto.

AN ACT relating to governmental financial administration; revising provisions governing the investment of money in the State Permanent School Fund; revising provisions governing the investment of money by certain governmental entities; revising provisions governing money transferred from the State Permanent School Fund to a corporation for public benefit to provide private equity funding to certain businesses; and providing other matters properly relating thereto.

AN ACT relating to corrections; requiring the warden or manager of an institution or facility to make certain determinations concerning use of telecommunications devices by offenders; requiring the Director of the Department of Corrections to adopt regulations authorizing an offender to possess, have in his or her custody or control and use an authorized telecommunications device for certain purposes; revising the definition of a telecommunications device to include certain tablets; and providing other matters properly relating thereto.

AN ACT relating to state purchasing; requiring a state entity that is purchasing an automobile to give preference to automobiles that will minimize long-term operating costs and greenhouse gas emissions; and providing other matters properly relating thereto.

AN ACT relating to elections; revising provisions relating to civil penalties for certain violations relating to campaign finance reports; and providing other matters properly relating thereto.
