An Act To Create A Section To Prohibit The Commissioner Of The Department Of Corrections From Housing Offenders In Private Correctional Facilities Unless The Commissioner Allows A Certain Number Of Inmates To Participate In Joint State-county Work Programs; To Amend Sections 47-4-1, 47-4-11, 47-5-471, 47-5-941, 47-5-943, 47-5-1211 And 47-5-1213, Mississippi Code Of 1972, To Conform With The Preceding Section; And For Related Purposes.

An Act To Restore The Right Of Suffrage To Certain Persons Disqualified By Reason Of Conviction Of A Disenfranchising Crime; To Provide That Such Persons Shall Be Enfranchised After Completing The Term Of Incarceration And Parole Or Upon The Imposition Of A Probation-only Sentence For Such Crimes; To Amend Section 23-15-11, Mississippi Code Of 1972, To Conform; To Amend Section 23-15-19, Mississippi Code Of 1972, To Prohibit The Removal Of A Person's Name From The Statewide Elections Management System Unless The Person Is Serving A Term Of Incarceration Or Parole For A Disenfranchising Crime At The Time Of Removal; To Provide That A Court's Certification Of A Conviction For Purposes Of Removal From The Statewide Elections Management System Must Indicate The Type Of Sentence Imposed; To Amend Section 23-15-151, Mississippi Code Of 1972, To Provide That The Circuit Clerk's Enrollment Book Listing The Names Of Persons Convicted Of Disenfranchising Crimes Must Be Updated To Exclude The Names Of Those Persons Enfranchised Under This Act; To Amend Sections 23-15-125 And 23-15-153, Mississippi Code Of 1972, To Provide That The Voter Roll And Pollbooks Must Be Updated In A Manner Consistent With This Act; To Amend Section 23-15-47, Mississippi Code Of 1972, To Provide That The Secretary Of State Shall Adopt Voter Registration Applications That State That A Person Restored The Right Of Suffrage Under This Act Shall Not Be Disqualified From Registering To Vote; To Amend Section 23-15-213, 23-15-223 And 23-15-239, Mississippi Code Of 1972, To Provide That The Secretary Of State Shall Develop And Implement Training For Election Commissioners, Registrars And Poll Managers That Shall Instruct Them On Their Duties With Regard To Persons Restored The Right Of Suffrage Under This Act; To Amend Section 23-15-165, Mississippi Code Of 1972, To Provide That The Secretary Of State Shall Update The Statewide Elections Management System In A Manner That Shall Allow Local Election Officials To Verify Whether A Person Has A Disqualifying Conviction; And For Related Purposes.

An Act To Require That Certain Insurance Policies And Contracts Shall Provide Coverage For Obesity Treatment For An Individual Who Has A Body Mass Index That Is Thirty Percent Or More Above His Or Her Ideal Body Weight And When A Written Order Is Provided By A Physician That States The Treatment Is Medically Necessary; And For Related Purposes.

A Concurrent Resolution Formally Requesting The Joint Committee On The Library Of Congress To Approve The Replacement Of The Statues Of James Zachariah George And Jefferson Davis That Are Displayed In Statuary Hall In The United States Capitol With A Statue Of Both Civil Rights Icons, Fannie Lou Hamer, And Senator Hiram Rhodes Revels, The First African American To Serve As A United States Senator.

An Act To Amend Section 3-3-7, Mississippi Code Of 1972, To Designate June 12, Women's Veterans' Day, As A Legal Holiday In The State Of Mississippi; And For Related Purposes.

An Act To Direct The Department Of Archives And History To Cause The Depiction Of The Confederate Flag To Be Removed From The State Capitol Rotunda; To Amend Section 55-15-81, Mississippi Code Of 1972, Which Prohibits The Relocation, Removal, Disturbing, Alteration, Renaming Or Rededication Of Certain Historical Items, Structures Or Areas, To Conform; And For Related Purposes.

An Act To Provide A Three-year Pilot Program For For The Licensure And Regulation Of Adult Residential Treatment Facilities And Adult Supportive Residential Facilities By The State Department Of Mental Health; To Direct The State Board Of Mental Health To Adopt Rules Providing For Facility Requirements And Minimum Programmatic, Staffing And Operational Requirements Of Services Offered At The Facilities; To Provide That It Is Unlawful For Any Person, Partnership, Association, Corporation Or Other Entity To Own Or Operate An Adult Mental Health Facility Without Having Applied For And Obtained A License From The Department; To Amend Section 43-13-117, Mississippi Code Of 1972, To Provide That Mental Health Services Provided By Adult Residential Treatment Facilities And Adult Supportive Residential Facilities Shall Be Covered Under The Medicaid Program; To Prescribe The Initial Fee Schedules For The Four Levels Of Care Provided In Those Facilities; To Direct The Division Of Medicaid To Apply For A Federal Waiver As Necessary To Allow For The Implementation Of The Provisions Of This Act; And For Related Purposes.

An Act To Require Funding For Special Education To Be Appropriated To The State Board Of Education As A Separate Line Item In The K-12 Education General Support Appropriations Bill; To Prescribe A Formula For Determining Allocations Of Special Education Funds To The Local School Districts; To Require Districts To Place Special Education Funds Received In A Separate Account To Be Administered By The Proper District Personnel Responsible For Directing Or Coordinating Special Education Services; And For Related Purposes.

An Act To Amend Section 27-65-75, Mississippi Code Of 1972, To Provide That Eighteen And One-half Percent Of The State Sales Tax Revenue Collected From Business Activities Within A County That Occur Outside Of The Municipalities In A County Shall Be Paid To The County; To Provide That Such Monies Paid To A County Shall Be Used For Repair, Maintenance And Reconstruction Of Roads, Streets And Bridges; To Amend Section 27-65-53, Mississippi Code Of 1972, In Conformity Thereto; And For Related Purposes.

An Act To Authorize An Income Tax Credit For Certain Taxpayers That Provide Transitional Housing For Individuals Who After Release From Incarceration For Conviction Of A Misdemeanor Or Felony Offense Are Unable To Obtain, Or Encounter Difficulty In Obtaining, Housing While The Persons Attempt To Transition From Incarceration To Society And Achieve Or Maintain Independence; To Provide The Amount Of The Tax Credit; To Limit The Amount Of The Tax Credit That May Be Claimed In A Taxable Year; And For Related Purposes.

An Act To Require That The Mississippi Department Of Employment Security, The Board Of Trustees Of State Institutions Of Higher Learning, The Mississippi Community College Board And The State Workforce Investment Board To Work Jointly To Develop A Plan To Be Known As The "career Pathways Initiative"; To Require The Initiative To Increase The Access Of Low-income Parents And Other Individuals To Education Credentials That Qualify Them For Higher-paying Jobs In Their Local Areas, Improve The Preparedness Of The Mississippi Workforce For High-skill And High-wage Jobs, Develop Training Courses And Educational Credentials After Consulting Local Employers And Local Workforce Boards To Identify Appropriate Job Opportunities And Needed Skills And Training To Meet Employers' Needs, Provide Resources On The Basis Of Performance Incentives, Including Participants Enrolling In Courses, Completing The Courses, Obtaining Jobs In The Targeted Job Categories, And Staying Employed In The Targeted Job Categories; To Require The Initiative To Use Available Temporary Assistance For Needy Families (tanf) Funds For Participants Who Have Custody Or Legal Responsibility For A Child Under Twenty-one Years Of Age And Whose Family Income Is Less Than Two Hundred Fifty Percent Of The Federal Poverty Level; To Require The Board Of Trustees Of State Institutions Of Higher Learning To Contract For The Providing Of Education And Training That Will Result In Job Training Certificates Or Higher Education Degrees For Low-income Adults With State Agencies, Two-year Colleges, Local Governments Or Private Or Community Organizations; To Authorize Tanf Funds To Be Combined With Other Federal, State And Local Funds In Ways Consistent With Federal Laws And Regulations In Order To Provide More Funding For The Provisions Of This Act; And For Related Purposes.

An Act Making An Appropriation To The Governing Authorities Of The Town Of Alligator To Assist In Costs Associated With The 2022 Water And Sewer Improvement Project For The Fiscal Year 2026.

An Act To Require The Department Of Corrections To Convert The Three Restitution Centers In The State To Post-release Reentry Centers; To Provide That The Post-release Reentry Centers Shall Be For Individuals Who Are Eligible For Release, Including Those Eligible For Parole And Early Release Supervision, If Such Individuals Do Not Have Immediate Access To Housing Upon Release; To Require The Department To Administer Services In The Post-release Reentry Centers As Well As Other Facilities That Provide Post-release Reentry Services; To Require The Department To Assist Residents Of The Centers In Obtaining Certain Reentry Necessities Such As Housing, Job Skills Training And Driver's Licenses; To Amend Section 45-33-25, Mississippi Code Of 1972, To Provide That Certain Residence Restrictions Shall Not Apply To Post-release Reentry Centers; To Amend Section 45-33-35, Mississippi Code Of 1972, To Conform To The Preceding Section; And For Related Purposes.

An Act To Authorize An Income Tax Credit For Certain Taxpayers Who Incur Child Care Expenses For A Dependent Child To Attend A Child Care Center That Is Qualified As A Standard Child Care Center Or Comprehensive Child Care Center Under The Mississippi Department Of Human Services Voluntary Child Care Program; To Provide For The Amount Of The Tax Credit; To Authorize A Refundable Income Tax Credit For A Taxpayer Who Is Qualified As A Standard Child Care Center Or Comprehensive Child Care Center Under The Mississippi Department Of Human Services Voluntary Child Care Program; To Provide For The Amount Of The Tax Credit; To Authorize A Refundable Income Tax Credit For A Taxpayer Who Is Employed As A Teacher Or Director With A Child Care Center That Is Qualified As A Standard Child Care Center Or Comprehensive Child Care Center Under The Mississippi Department Of Human Services Voluntary Child Care Program; To Provide For The Amount Of The Tax Credit; And For Related Purposes.
