An Act To Create The Mississippi Youth Career And Workforce Preparation Grant Program To Be Administered By The Office Of Workforce Development; To Provide That The Program Shall Be Used By The Office Of Workforce Development, With The Mississippi Department Of Employment Security Acting As The Fiscal Agent, For The Purpose Of Providing Support For Youth After-school Programs That Help With The Development Of Soft And Hard Skills And That Are Focused On Career And Workforce Preparation; To Provide That Eligible Grant Recipients Shall Include Youth Development Nonprofit Organizations Affiliated With A Congressionally Chartered National Organization That Has National Quality And Safety Standards; To Provide The Criteria That Must Be Submitted To The Office In Order For An Applicant To Be Eligible For A Grant; To Provide Reporting Requirements About The Program; And For Related Purposes.

An Act To Be Known As The "dropout Prevention And Student Re-engagement Act"; To Declare The Legislative Intent To Decrease The High School Dropout Rate And Increase The Graduation Rate; To Define Terms Used In This Act; To Amend Section 37-13-80, Mississippi Code Of 1972, To Authorize The Office Of Dropout Prevention To Use Certain Funding To Implement This Act; To Require The Office To Collaborate With Local Educational Agencies To Reduce The Statewide And Local Student Dropout Rates And To Increase The Statewide And Local Graduation And Completion Rates In The State; To Require The Office To Take Certain Actions With Regard To The Evaluation And Implementation Of Policies Used By Local Educational Agencies In Analyzing Dropout Rates And Graduation And Completion Rates; To Require The Office To Identify Local Educational Agencies Failing To Meet Their Established Graduation And Completion Rate Expectations; To Require The Department To Provide Technical Assistance To Certain Local Educational Agencies; To Require The Office To Review The Existing Research And Data And Compile A Report Of Effective Dropout Prevention And Student Engagement And Re-engagement Policies And Strategies Implemented By Local Educational Agencies Within This State And In Other States; To Amend Section 37-13-85, Mississippi Code Of 1972, To Require The Office Of Compulsory School Attendance Enforcement To Analyze Data Collected By The Local Educational Agencies For Purposes Of Compiling A Report To Be Submitted To The Board And The Legislature; To Require High Priority And Priority Local Educational Agencies To Conduct A Practices Assessment; To Require High Priority Local Educational Agencies To Adopt A Student Graduation And Completion Plan And Prescribe Its Required Components; To Require Local Educational Agencies To Notify A Student's Parent If The Student Drops Out Of School; To Establish The Student Re-engagement Grant Program Fund In The State Treasury For The Purpose Of Providing Grants To Local Educational Agencies For Use In Providing Educational Services And Supports To Students And To Provide For Its Funding; And For Related Purposes.

An Act To Create The Children's Resource Commission; To Provide That The Commission Is Charged With Coordinating And Streamlining The State's Efforts To Provide Needed Services To Mississippi's Children; To Provide The Number Of Members On The Commission; To Require The Commission To Report To The Governor And Certain Committees Of The Legislature Not Later Than December 1 Of Each Year; To Require The Commission To Adopt Internal Organizational Procedures Necessary For The Efficient Operation Of The Commission; To Authorize The Commission To Establish Subcommittees For Conducting Specific Programs And Activities; To Require The Commission To Create Resource Maps Of All Funds Received For Programs And Services That Support Children In This State, To Assess The Effectiveness Of Those Programs And Services And To Determine The Feasibility Of Merging, Continuing Or Discontinuing Those Programs Or Services; To Require All Agencies, Departments, Institutions And Political Subdivisions Of The State That Provide Programs Or Services To Children In This State To Create An Itemized List Of Those Programs And Services, And To Cooperate With The Commission; To Provide That The Itemized Lists Of Programs And Services Shall Be Provided To The John C. Stennis Institute Of Government At Mississippi State University Not Later Than September 1 Of Each Year; To Provide That The Stennis Institute Shall Compile The Information In Those Lists Into One Document, And Provide The Compiled Information To The Commission And Certain Committees Of The Legislature Each Year; To Require The Commission To Provide The Information Received And Prepared By It To The Department Of Human Services; And For Related Purposes.

An Act To Amend Section 47-5-933, Mississippi Code Of 1972, To Increase From $31.00 To $32.00 The Amount The Department Of Corrections Pays Per Day For Each State Offender Who Is Housed In A Regional Correctional Facility; To Provide That Such Payment Is Mandatory Rather Than Discretionary; To Provide That The Reimbursement Amount For Medical Services That The Department Of Corrections Pays To A Regional Correctional Facility Shall Be Mandatory Rather Than Discretionary; And For Related Purposes.

An Act To Establish The Hope And Opportunity Pathways Through Education (hope) Program, Which Shall Be Administered By The State Department Of Education; To Provide That The Goal Of The Hope Program Is To Develop A Comprehensive System To Re-enroll High School Dropouts In Programs That Will Enable Them To Earn Their High School Diploma; To Provide That The Hope Program Shall Award Grants To School Districts To Assist In Establishing Instructional Programs And Other Services Designed To Re-enroll High School Dropouts; To Require A Student In The Hope Program Who Wishes To Earn A High School Diploma To Meet The Graduation Requirements Of The Student's District Of Residence; To Provide That In Order To Be Eligible For Funding, A School District Must Develop A Hope Plan Approved By The State Board Of Education; To Provide That A School District May Operate Its Own Program Or Enter Into A Contract With Other Not-for-profit Entities To Operate A Program; To Provide That Hope Program Funding Must Be Distributed Based Upon The Proportion Of Dropouts In The School District To The Total Number Of Dropouts In This State; To Provide That A School District May Receive Adequate Education Program Funds For Students Enrolled In A Hope Program If Certain Criteria Are Met; To Specify Categories Of Programming In The Hope Program; To Specify The Minimum Components For Programs To Be Funded Through The Hope Program; And For Related Purposes.
