An Act To Amend Section 29-5-215, Mississippi Code Of 1972, To Require Ten Percent Of The Capitol Complex Improvement District Project Fund Be Utilized To Compensate The City Of Jackson For General Police And Fire Protection Provided By The City In The Capitol Complex Improvement District And For Police Coverage For Major Events Conducted Within Such District; And For Related Purposes.

An Act To Amend Section 23-15-49, Mississippi Code Of 1972, To Authorize Online Voter Registration For First-time Voters; To Amend Sections 23-15-13, 23-15-35, 23-15-37, 23-15-39, 23-15-41 And 23-15-79, Mississippi Code Of 1972, To Conform To The Provisions Of This Act; To Bring Forward Section 23-15-45, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; And For Related Purposes.

An Act To Require All Agencies, Departments, Institutions And Political Subdivisions Of The State That Provide Programs Or Services To Children In This State To Create, Annually, An Itemized List Of The Programs And Services Provided To Children; To Require That The List Contains A Description Of The Programs And Services, A Resource Mapping Of All Federal And State Funds Received, Costs Associated With The Programs And Services, The Number Of Children Served By The Programs And Services, And Any Performance Measures Used To Assess The Programs And Services; To Provide That The Itemized Lists Of Programs And Services Shall Be Provided To The John C. Stennis Institute Of Government At Mississippi State University Not Later Than September 1 Of Each Year; To Provide That The Stennis Institute Shall Compile The Information In Those Lists Into One Document, And Shall Make The Compiled Information Available To Certain Committees Of The Legislature By December 1 Of Each Year; And For Related Purposes.

An Act To Amend Section 25-15-7, Mississippi Code Of 1972, To Provide That The State And School Employees Health Insurance Plan Shall Provide Coverage For Prosthetic Teeth And Permanent Dental Implants For Children With Oligodontia; And For Related Purposes.

An Act To Amend Section 23-15-11, Mississippi Code Of 1972, To Provide That A Person Who Is Otherwise A Qualified Elector And Has Been Convicted Of Vote Fraud, Of Any Crime Listed In Section 241, Mississippi Constitution Of 1890, Or Of Any Crime Interpreted As Disenfranchising In Later Attorney General Opinions, Shall Have His Or Her Right To Vote Suspended Upon Conviction But Shall Have His Or Her Right To Vote Automatically Restored Once He Or She Has Satisfied All Of The Sentencing Requirements Of The Conviction; To Amend Sections 23-15-19, 23-15-125, 23-15-151, 23-15-153 And 23-15-165, Mississippi Code Of 1972, To Conform To The Preceding Section; To Bring Forward Sections 97-39-3 And 99-19-37, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; And For Related Purposes.

An Act To Amend Section 37-9-79, Mississippi Code Of 1972, To Provide An Allocation Of Funds Under The Adequate Education Program For The Purpose Of Employing Elementary Professional School Counselors; To Require The Funds To Be Allocated To Those School Districts Having The Highest Documented Need For Counselors; To Provide An Additional Allocation Of Funds In Each Subsequent Fiscal Year Until Each Elementary School Has Employed At Least One Professional School Counselor; To Authorize The State Department Of Education To Employ A Supervisor Of Professional School Counselors; To Amend Section 37-151-7, Mississippi Code Of 1972, In Conformity To The Provisions Of This Act; And For Related Purposes.

An Act To Require School Districts Accredited At One Of The Three Lowest Accountability Ratings, As Defined By The State Board Of Education, To Adopt Certain Policies And Procedures Regarding Daily Curriculum, Weekly Homework Assignments, Parental Involvement, Dress Codes, School Holidays, Parent-teacher Conferences And A School Syllabus; To Require Alternative Schools In Those Districts To Adhere To The Same Policies And Procedures; To Require All Local School Districts To Implement A Video Streaming Program In Conjunction With The United States Department Of Labor To Aid In The Development Of An Alternative Career-track Curriculum Based Upon Occupational Projections In The State And Country For The Next Five Years; To Require School Districts To Assist Students In Accessing Information From The Department Of Labor Which Will Enable The Students To Make Career Choices; To Require A School District's Alternative Career-track Curriculum To Satisfy Its Graduation Requirements And Lead To The Awarding Of A Standard High School Diploma; And For Related Purposes.

An Act To Require The State Department Of Education And The Board Of Trustees Of State Institutions Of Higher Learning To Establish And Implement A Program Known As The "health Careers Academy" For Public School Students In Grades 9 Through 12; To Provide That The Purpose Of The Academy Will Be To Stimulate Interest In Science, Mathematics, Language Arts, Critical Thinking And Health Care Professions; To Require The Academy To Be Conducted As A Six-week Nonresidential Summer Program At The University Of Mississippi Medical Center; To Require The State Department Of Education And The Board Of Trustees Of State Institutions Of Higher Learning To Jointly Develop The Criteria And Process To Be Used In A Random Selection Of Candidates; To Require That The Criteria And Process Used Be Nondiscriminatory In Nature; To Prescribe The Eligibility Requirements For Participation In The Academy; To Prescribe The Components To Be Included In The Academy; To Require The Academy To Provide Full-day Instruction During The Course Of The Program; To Require Participating Students To Complete Certain Tasks And Research Projects; To Limit Participation In The Academy To Mississippi Residents In Grades 9 Through 12 Who Attend A Public School; To Require Eligible Persons To Submit An Application For Participation To The State Department Of Education; To Require The Department To Make The Applications Available To All School Districts By A Certain Date And To Establish The Deadline For Acceptance Of Applications; To Require The Department To Forward The Completed Applications To The Vice Chancellor For Health Affairs At The University Of Mississippi Medical Center At The Closing Date For Acceptance Of Applications; To Provide An Incentive In The Form Of A Stipend For Students Participating In The Academy; To Establish The Health Careers Academy Trust Fund In The State Treasury To Provide Support To Local School Districts And The University Of Mississippi Medical Center For Start-up Costs And Costs Associated With Implementing And Operating The Academy; And For Related Purposes.

An Act To Establish The Assistant Teacher Salary Waiver Grant Program For The Purpose Of Helping Eligible Assistant Teachers To Become Licensed Teachers Through The Awarding Of Grants To Attract And Retain Qualified Teachers In The Teaching Profession; To Require The State Board Of Education To Implement And Administer The Grant Program; To Authorize School Districts To Enter Into Agreements With Qualified Assistant Teachers To Waive That Portion Of Their Salary Equal To The Amount Established As The Statutory Minimum Salary In Lieu Of A Grant For Tuition At A Postsecondary Institution For The Completion Of A Baccalaureate Degree For Purposes Of Becoming A Licensed Teacher; To Prescribe The Criteria To Be Used In Determining Eligibility And Requirements Of The Program; To Require The State Board Of Education To Make An Annual Report To The Legislature By December 31 Of Each Year On The Number Of Vacant Teacher Positions That Are Available Throughout The State And The Number Of Teacher Positions Filled By Individuals Who Hold A Provisional Or Emergency License; To Impose Financial Liability Upon Any Individual Who Fails To Fulfill His Or Her Teaching Obligation Under The Grant Program Upon Completing A Baccalaureate Degree; To Amend Section 37-21-7, Mississippi Code Of 1972, In Conformity To The Provisions Of This Act; And For Related Purposes.

An Act To Establish The "families' Rights And Responsibilities Act Of 2023"; To Define Terminology Used Herein; To Establish That A Parent's Liberty To Direct The Upbringing, Education, Health Care And Mental Health Of His Or Her Child Is A Fundamental Right; To Prohibit The State Or Any Political Subdivision Thereof From Substantially Burdening A Parent's Fundamental Right Without Demonstrating That The Burden Is Required By A Compelling Governmental Interest; To Provide That All Parental Rights Are Exclusively Reserved To A Parent Of A Child Without Obstruction By Or Interference From The State Or Any Political Subdivision Thereof; To Provide That Abuse Or Neglect Of A Child By A Parent Or The Action Or Decision Of A Parent That Would End Life Are Not Authorized By This Act; To Prohibit Employees Of This State And Any Political Subdivision Thereof, Except For Law Enforcement Personnel, From Encouraging Or Coercing A Child To Withhold Information From The Child's Parent; To Further Prohibit Such Employees From Withholding Information That Is Relevant To A Child's Physical, Emotional Or Mental Health From A Child's Parent; To Require The Board Of Education Of A School District To Develop And Adopt A Policy To Promote The Involvement Of Parents Of Children Enrolled In The District's Schools; To Prescribe The Minimum Requirement Procedures To Be Addressed By The Policy; To Provide The Board Of Education Of A School District With The Discretion To Adopt A Policy To Provide To Parents The Information In An Electronic Form; To Require Parents To Submit A Written Or Electronic Request For The Child's Information To The School Principal Or The Superintendent Of The School District; To Require The School Principal Or Superintendent To Provide The Requested Information To The Parents Within Ten Days Of Receiving The Request, Or Submit To The Parent A Written Explanation Of The Reasons For The Denial Of The Requested Information; To Prescribe The Process By Which A Parent May Submit A Formal Consideration Of The Request Of Information With The School Board If The Requested Information Is Not Received 15 Days After Submitting The Initial Request; To Stipulate The Limitations Placed Upon Persons, Corporations, Associations, Organizations, State Supported Institutions Or Individuals Employed By Any Of These Entities To Provide Any Medical Or Mental Health Service Or Procedure On A Child Without First Obtaining The Consent Of The Child's Parent, Except As Otherwise Provided By Law Or Court Order; To Prescribe Exceptions To The Limitation When Parental Consent Is Not Capable Of Being Given Or In Emergency Situations When Imminent Bodily Harm Or Death Could Result; To Specify The Manner By Which Parental Consent Must Be Verified If Telemedicine Is Provided; To Establish A Cause Of Action For Violation Of This Act; To Provide That This Act Shall Serve As A Defense To Any Cause Of Action That Is Raised As A Result Of A Violation Thereof; To Provide That The Rules Of Construction Shall Provide Broad Protection Of A Parent's Fundamental Rights As Inalienable Unless Those Rights Have Been Legally Waived Or Legally Terminated; To Amend Section 37-3-49, Mississippi Code Of 1972, To Provide The Parent Of Each Public School Student With The Right To Receive Effective Communication From The School Principal As To The Manner In Which Instructional Materials Are Used To Implement The School's Curricular Objectives; To Amend Section 37-13-173, Mississippi Code Of 1972, To Provide Parents The Authority To Opt Their Children Out Of Any Instruction Of The School District's Comprehensive Health Education Relating To Sex Education Upon Submitting A Written Request To The School Principal; To Amend Section 37-15-3, Mississippi Code Of 1972, To Provide That Student And Parental Rights To Education Records Created, Maintained, Or Used By Public Educational Institutions And Agencies Shall Be Protected; To Stipulate That Students And Their Parents Maintain The Right To Access The Student's Educational Records, Waive Access To Such Records, Challenge The Content Of Such Records, Privacy Of Such Records And To Receive Annual Notice Of The Rights To Such Records; To Bring Forward Sections 37-7-301, 37-13-171 And 43-21-105, Mississippi Code Of 1972, For Purposes Of Possible Amendments; And For Related Purposes.

An Act To Amend Section 37-11-54, Mississippi Code Of 1972, To Require The State Board Of Education To Develop The Curriculum And Implement A Program Of Conflict Resolution And Peer Mediation To Be Used By Local School Districts; To Provide That The Curriculum Developed For Use Shall Be Age And Grade Appropriate; To Require Programs Of Conflict Resolution And Peer Mediation In Failing Districts To Be Supervised By The School Resource Officer With The Assistance Of Other District Personnel To Combat Violence And Bullying; To Provide That The Program Of Conflict Resolution Shall Provide School Administrators With Alternatives To Handling Student Disciplinary Matters; To Amend Section 37-11-53, Mississippi Code Of 1972, To Require School Districts To Allow Any Public School Student Who Has Never Been Subject To Disciplinary Action Who Commits An Act Or Engages In Conduct For Which The Student Otherwise Would Be Suspended Or Expelled Under The School District's Discipline Plan, At The Election Of The Student, To Participate In A Community Service Program As An Alternative To Suspension Or Expulsion; To Provide That While Participating In The Program, The Student Shall Receive Youth Peer Counseling Deemed Appropriate By The School District; To Amend Sections 37-3-82 And 37-3-83, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; To Bring Forward Section 37-7-321, Mississippi Code Of 1972, For The Purpose Of Possible Amendments; And For Related Purposes.
