Uninsured motorist coverage for contract carriers. Requires uninsured and underinsured motorist coverage of at least $1,000,000 per passenger for a contract carrier that transports employees in the course of the employee's employment. Requires a rail carrier that contracts with a contract carrier for the transportation of employees of the rail carrier to verify that the contract carrier has the minimum uninsured and underinsured motorist coverage.

Criminal law issues. Makes numerous changes to the criminal law, including: (1) changing references from "county prosecuting attorney" to "prosecuting attorney"; (2) specifying the membership of county school safety commissions; (3) removing and replacing the organized theft statute; (4) increasing the penalty for fraud and battery under certain circumstances; and (5) defining "abusive head trauma" and permitting it to be used as an aggravating circumstance. Makes unlawful carrying of a handgun by a child a waivable offense. Specifies that "telephone sales call" includes certain types of electronically transmitted information. Makes certain other changes for consistency.

Children of victims of certain driving offenses. Defines "child restitution order". Requires the court to order a person to pay child restitution if: (1) the person caused the death of a victim with a minor child; and (2) the person was convicted of: (A) operating a vehicle while intoxicated causing death; or (B) resisting law enforcement while using a vehicle and causing death or catastrophic injury. Provides certain factors for the court to consider when determining the amount of the child restitution order. Requires that the convicted person make child restitution order payments to the clerk of court and that the clerk of court has certain deadlines to deposit and remit the payment after receiving it. Provides that, if the convicted person is incarcerated, the court may allow not more than one year after release from incarceration for the convicted person to pay the child restitution order. Requires the court to offset a child restitution order by the amount of certain civil judgments.

State administration. Changes the name of the northwest Indiana law enforcement academy and the northwest Indiana law enforcement training center. Removes the research and information consortium from the composition of the Indiana criminal justice institute (institute). Provides that the board of trustees of the institute shall designate four subcommittees. Provides for the continued existence of the institute's division of victim services. Provides that the board of trustees for the criminal justice institute must approve certain official actions. Repeals a provision concerning certain joint applications for a particular federal grant. Allows the institute to refer a matter to the inspector general. Changes requirements for a state entity purchasing or leasing a vehicle. Allows for advances of certain grant funds administered by the institute to be awarded before July 1, 2025. Makes conforming changes.

Notice of a public hearing or meeting. Provides that the commissioner of the department of environmental management (department) may, not later than 10 days after the last day of a public comment period, decide to hold a public hearing or meeting before the issuance or denial of a permit. Requires the department to provide notice if a public hearing or meeting will be held.

Maximum levy determination. Provides that Washington Township in Decatur County may increase its maximum township property tax levy for 2025 and thereafter.

State employee health plan payment limits. Limits the amount that a state employee health plan may pay for a medical facility service provided to a covered individual to: (1) the lesser of the amount of compensation established by the network plan or 200% of the amount paid by the Medicare program for that type of medical facility service or for a medical facility service of a similar type, if the medical facility service is provided by an in network provider; and (2) 185% of the amount paid by the Medicare program for that type of medical facility service or for a medical facility service of a similar type, if the medical facility service is provided by an out of network provider. Provides that a provider, after receiving payment from a state employee health plan for a medical facility service provided to a covered individual, is prohibited from charging the covered individual an additional amount, other than cost sharing amounts authorized by the terms of the state employee health plan. Provides that a determination of the state personnel department, a state employee health plan, or a firm providing administrative services to a state employee health plan that a medical facility service provided to a covered individual is of a type similar to a particular type of medical facility service covered by the Medicare program is conclusive. Requires a medical facility that provides drugs to a covered individual, in billing a state employee health plan for the cost of the drugs, to include in the billing the same "TB" or "JG" modifier that the medical facility would include in the billing if the medical facility were billing the Medicare program for the drugs.

Commemorating Dr. Martin Luther King Jr. Day. Commemorating Dr. Martin Luther King Jr. Day.

Statewide stroke plan. Requires the Indiana department of health (state department) to establish and implement a statewide stroke plan. Sets forth requirements of the plan and requirements for certain health care providers to report stroke data. Requires the state department to establish a data base for the reported data and sets forth additional requirements. Requires the state department to annually report certain stroke data to the governor and the executive director of the legislative services agency.

Competency evaluation. Requires the division of mental health and addiction to establish a training program to certify a competency evaluator to assist a court in determining competency. Provides that certain licensed individuals may examine a defendant and testify as to whether the defendant can understand the criminal proceedings and assist in the preparation of the defendant's defense. Allows a court to dismiss criminal charges, without prejudice if the defendant has a certain diagnosis and the defendant is charged with a misdemeanor or Level 6 felony. Makes conforming changes.

Protection of born alive infants. Provides that when a woman who is in premature labor presents to a hospital, the hospital must inform the woman of the hospital's capabilities of treating the born alive infant and managing a high risk pregnancy and, if the hospital's capabilities interfere with the woman's care, the hospital must provide this information before the woman is admitted to the hospital. Provides that if a born alive infant is transported to a hospital with an appropriate perinatal level of care, the woman must be offered an opportunity to be transported to the same hospital. Provides that if the local prosecuting attorney has probable cause to believe that a health care provider may have knowingly or intentionally: (1) violated the requirements concerning the treatment and care of a born alive infant or mother or the professional standards of practice, through the health care provider's actions or inactions; and (2) caused harm or death to the born alive infant or mother; the prosecuting attorney shall investigate the health care provider for appropriate criminal prosecution.

Renter's deduction. Increases the maximum renter's deduction for income tax purposes from $3,000 to $6,000 per taxable year.

Gender based terms. Defines specific terms for purposes of certain statutes that concern sex discrimination and benefits and services that are designated based upon sex. Provides exceptions. Replaces the term "gender" with the phrase "biological sex" in certain statutes in which the term is used to describe the condition of being physically male or female.

Access to food program. Establishes the access to nutritious food program (program) under the administration of the Indiana housing and community development authority (IHCDA). Provides that the purpose of the program is to focus on: (1) distribution of fresh and nutritious food; and (2) education in food preparation and nutrition; in food deserts. Defines "food desert". Requires the IHCDA to convene an annual meeting to share best practices and information concerning effective programs and submit an annual report to the lieutenant governor and legislative council.

Student mental health resources. Requires the department of education, in consultation with the office of the secretary of family and social services, to approve and make available student mental health resources for certain schools. Requires the governing body of a school corporation or the equivalent authority for a charter school to publish and publicly post the approved student mental health resources.
