Prohibition of free or reduced fares on election day. Prohibits certain free or reduced public transportation fares on election day.

Behavioral issues in schools. Permits a governing body of a school corporation to establish a disruption policy concerning student removal from and reentry to a classroom. Provides that a principal, teacher, or school staff member may immediately remove a disruptive student for a violation of school policy. Provides that a principal must determine a disruptive student's placement. Provides that a disruptive student who is removed from a classroom at least three times during a 30 day period shall be considered chronically disruptive and may be suspended. Requires that a disruption policy must be included in certain written regulations.

Elimination of money bail. Abolishes money bail and repeals the Indiana bail law (regulating bail agents). Makes conforming amendments.

Study of nutritional support Medicaid waiver. Urges the legislative council to assign to an appropriate committee during the 2024 legislative interim the issue of applying for and implementing a Medicaid waiver to include nutrition supports for certain Medicaid recipients.

Tax sale deeds. Provides that a tax sale purchaser may file a petition with the court not later than 30 days after the date of the sale to seek a determination that the real property is vacant or abandoned. Specifies that the effect of a court's determination that the real property is vacant or abandoned is that: (1) the owner has no right to redeem the real property; and (2) the county auditor shall issue a deed to the real property that conveys a fee simple interest to the purchaser. Sets forth the: (1) contents of notices required to be given before the court hearing on vacancy or abandonment; and (2) standards to be used in determining vacancy or abandonment. Provides that the procedure to seek a post-sale petition to determine vacancy or abandonment does not apply to vacant or abandoned real property that is on the list prepared by the county auditor under current law.

Foreign ownership of land. Provides that, beginning July 1, 2024, a prohibited person may not purchase, lease, or acquire a parcel of real property that is: (1) located in Indiana; and (2) located within a 10 mile radius of a military installation; with certain exceptions. Provides that, beginning July 1, 2024, a prohibited person may not acquire or lease agricultural land or a mineral right or water or riparian right on agricultural land located in Indiana. Provides certain enforcement powers to the attorney general for a transfer of land in violation of the law.

Historic sites. Establishes the division of historic sites (division) in the department of natural resources. Transfers management of historic sites from the Indiana state museum and historic sites corporation to the division. Makes an appropriation.

Homeowners association covenants. Requires the owner of a property to disclose in the disclosure form the following: (1) That the property is in a community governed by a homeowners association. (2) A copy of the recorded governing documents. (3) A statement indicating whether there are assessments and the amount of any assessments. (4) The name and business or home address of a board member, homeowners association agent, or other person who has a contract with the homeowners association to provide any management services for the homeowners association. Makes conforming changes.

Mental health standards and reporting. Requires the secretary of family and social services to provide that the standards for services provided by recovery community organizations for behavioral health recovery, when used as a recovery community organization, be certified through a certain entity and meet other standards established by the division of mental health and addiction. Specifies information that must be reported by a community mental health center as part of the community mental health center's annual report.

Various education matters. Establishes the mastery based education pilot program (pilot program) to allow school corporations and charter schools selected by the department of education (department) to implement a mastery based education program. Establishes requirements and exemptions to certain laws and rules for schools participating in the pilot program. Changes the date by which formal collective bargaining may begin to October 1 and amends similar date requirement under the collective bargaining provisions to October 1. Establishes minimum minute instructional time requirements for each school year. Amends the instructional day and instructional time hour requirements for each instructional day. Provides that a governing body of a school corporation (governing body) may not enter into a contract with a superintendent on or after the date of the election for two or more members of the governing body (instead of one member) until January 1 of the year immediately following the year of the election. Establishes a minimum number of students that may receive an alternate diploma that may be counted for purposes of a school's or school corporation's graduation rate. Requires schools to adopt a teacher appreciation grant policy every four state fiscal years instead of every state fiscal year. Repeals or removes provisions that require: (1) a governing body to hold a public meeting on a proposed superintendent contract; (2) a governing body to post an employment contract entered into with a superintendent on the school corporation's website; (3) public schools to provide information concerning employees who are physically injured on the job by a student; (4) principals and school corporations to report aggregate results of staff performance evaluations; (5) principals to complete a survey; (6) certain teachers to complete a form after the initial year of teaching at a particular school; (7) the department to report to each teacher preparation program regarding certain surveys and evaluations; and (8) a public hearing before privately negotiating matters during the formal collective bargaining time period. Repeals provisions concerning the following: (1) Strategic and continuous school improvement and achievement plans. (2) Cultural competency in educational environments. (3) The primetime program.

Rule against perpetuities. Adds provisions regarding a second power of appointment. Extends the period of time for which certain nonvested property interests are valid from 90 years to 360 years after the interest is created. Extends the period of time for which certain powers of appointment are valid under specified conditions from 90 years to 360 years. Makes conforming changes.

Lead testing. Allows a local health officer to order an environmental inspection of a building in which a child who has an elevated blood lead level has resided for at least six months. Requires a local health department to: (1) identify grants and resources to assist property owners and occupants with lead abatement; and (2) publish the information on the local health department's website. Requires that the guidance developed by the Indiana department of health for health care providers for blood lead level screening for children are consistent with the federal Centers for Disease Control and Prevention guidelines. Amends the requirements for certain health care providers concerning childhood blood lead screening. Removes the expiration date of these provisions. Beginning in the 2025-2026 school year, requires a qualified school to require a child or student who meets specified criteria to receive a blood lead screening test. Provides that a child or student who meets specified criteria may not be initially enrolled in a qualified school unless: (1) the child or student has received a blood lead screening test and documentation of the test is provided to the qualified school; or (2) if the child's parent, student's parent, or student, if the student is an emancipated minor, declines the test, a written explanation for declining the test is provided to the qualified school. Defines "qualified school" for purposes of these provisions.

Opioid overdose reversal medication in schools. Sets forth certain requirements concerning naloxone nasal spray.

Excess liability trust fund. Allows the department of environmental management (IDEM) to pay an excess liability trust fund claim to replace an underground petroleum storage tank being decommissioned and replaced with an underground or aboveground petroleum storage tank. Provides that remaining funds that have not been allocated at the end of the fiscal year shall roll over to the next year and be used to decommission and replace underground petroleum storage tanks.

Human trafficking awareness training. Requires an owner or operator of a public lodging establishment (establishment) to: (1) provide human trafficking awareness training for employees; (2) post human trafficking awareness signage; and (3) implement procedures for the reporting of suspected human trafficking and a human trafficking prevention policy. Requires the department of homeland security (department) to make a list available on the department's website of approved human trafficking training courses. Provides that an owner, operator, or employee of an establishment that complies in good faith with the requirements is not liable for an act or omission arising out of or related to human trafficking committed by a third party unless the owner, operator, or employee knowingly and willfully assists in the commission of human trafficking. Requires the department to maintain a list of establishments that are not in compliance with the requirements. Requires a state agency to ensure that lodging for an employee of the state agency is booked in an establishment that is not on the list. Requires the department to adopt rules to implement the requirements, including rules establishing a schedule of fines for a violation.
