Supplier diversity. Amends the definition of "state agency" for purposes of the governor's commission on supplier diversity. Makes conforming changes.

Direct beer seller's permits. Establishes a direct beer seller's permit that allows a brewer to sell and ship beer directly to a consumer.

Agriculture and pesticides. Requires the dean of agriculture of Purdue University to submit certain annual reports to the legislative council and the budget committee as well as to the governor. Makes several changes in the laws concerning pesticides and pesticide use and application. Adds and revises definitions of terms used in those laws. Provides for the adoption of certain pesticide requirements and standards set forth in federal regulations as state requirements and standards. Makes changes concerning who may use certain pesticides and the circumstances under which the pesticides may be used. Authorizes the state chemist to enter a premises to access copies of records but allows the person holding records to defer the state chemist's access for up to ten days. Provides that the state chemist may enter public or private or property to investigate conditions possibly resulting from pesticide use only if the state chemist has reasonable suspicion of a violation. Requires the state chemist, in a proceeding involving multiple counts of repeated incidents of the same violation, to limit the imposition of a civil penalty to five counts. Provides that any findings related to a violation must be disclosed to the alleged violator before a penalty is assessed. Provides that, absent evidence of wrongdoing by the licensed pesticide business, any citation or civil penalty for a violation by an employee of a licensed pesticide business must be directed to the employee or the employee's supervisor instead of to the licensed pesticide business. Establishes requirements for individuals applying to become registered technicians. Establishes record keeping requirements for registered pesticide dealers, commercial applicators, and private applicators. Establishes restrictions and requirements concerning the application of pesticides on school property and pesticide use in a wellhead protection area. Sets forth acts for which the state chemist may impose a civil penalty or deny, suspend, or revoke a license, permit, or registration, including the application of a pesticide in a manner that allows it to drift from the target site, distributing a restricted use pesticide to a noncertified end user, and storing or disposing of a pesticide in violation of U.S. Environmental Protection Agency requirements.

Daylight saving time. Exempts Indiana from daylight saving time.

Election security. Provides that a political subdivision that conducts or administers an election may not join the membership of, or participate in a program offered by, a person who has directly financed certain elections activities. Specifies proof of residency requirements that apply to certain individuals who register to vote in person at a registration agency. Requires the statewide voter registration system (SVRS) to contain a feature that identifies voter registrations that list a potential nonresidential address. Specifies a process that a county voter registration official must follow if this feature identifies a voter registration that lists a potential nonresidential address. Allows the secretary of state to contract with a company to receive commercially available data. Requires the National Voter Registration Act (NVRA) official or a contractor to use this information to identify a voter whose residence may have changed. Requires the election division to compare residential addresses received from agencies to the residential addresses in the SVRS. Requires the NVRA official to compare the SVRS with the bureau of motor vehicles list of temporary credentials. Specifies a process that must be followed if evidence exists that a registered voter is not a citizen of the United States. Requires the state to provide to each county voter registration office information concerning a voter who is disqualified or potentially disqualified as a prospective juror from jury service because the voter is not a United States citizen. Specifies the actions a county voter registration office must take concerning certain juror information.

Exchange of insurance information after accident. Provides that a law enforcement officer present at the scene of an accident shall ensure that each operator complies with the duties required of an operator of a motor vehicle after an accident regardless of the apparent extent of the total property damage resulting from the accident.

Recreational vehicle dealers. Sets forth requirements for recreational vehicle dealer agreements for the sale of recreational vehicles in Indiana. Prohibits Sunday sales of recreational vehicles. Makes conforming changes.

Human or sexual trafficking. Provides that before or at the initial hearing regarding a petition alleging that a child is a child in need of services, the court shall appoint an attorney for the child if the child is alleged to be a child in need of services as a result of the child being a victim of human or sexual trafficking. Provides that if a petition alleges that a child is a child in need of services as a result of the child being a victim of human or sexual trafficking: (1) the juvenile court shall make a determination on the petition; (2) the child shall not be required to admit or deny the allegation; and (3) the petitioner must prove the allegation by a preponderance of the evidence.

Property taxes and sales and use taxes. Eliminates property taxes on primary residences for those who are at least 65 years of age (qualified homesteads) and on business personal property. Decreases the state sales and use tax rate from 7% to 6%, except for business to business transactions, in which case the rate is decreased from 7% to 2.75%. Provides that the sales and use tax applies to transactions involving services, except for legal services, health or mental health services (including insurance premiums for policies covering these services), and services provided for charitable tax exempt purposes. Deposits the increased sales and use tax revenue in the state general fund. Provides an annual state distribution to offset the property tax elimination for qualified homesteads and business personal property based on the amount of property taxes that otherwise would be due on the qualified homesteads and business personal property. Prohibits changes in qualified homestead and business personal property tax deductions, credits, and abatements that were in effect on December 31, 2023. Increases the maximum renter's deduction for income tax purposes from $3,000 to $8,000 per taxable year. Freezes the gasoline excise tax and the special fuel tax rates beginning on July 1, 2024, at the rates that were in effect on June 30, 2024. Makes conforming changes and technical corrections. Makes an ongoing appropriation.

Student use of wireless communication device. Requires each school corporation and charter school to: (1) adopt and implement a wireless communication device policy that governs student use of a wireless communication device; and (2) publish the policy on the school corporation's or charter school's website.

Prior authorization for health care services. Amends the law on health care service prior authorizations: (1) to establish a standard by which to determine whether a health care service is "medically necessary"; (2) to require that the medical review or utilization review practices of a health plan be governed by this standard of medical necessity; (3) to require a health plan to employ a medical director who is responsible for reviewing and approving the health plan's policies on responses to requests for prior authorization; (4) to require a health plan to establish clear written policies and procedures for prior authorization for health care services; (5) to restrict a health plan's prior authorization requirements applying to: (A) physical medicine or rehabilitation services for a covered individual diagnosed with chronic pain; and (B) rehabilitative or habilitative services, including physical therapy, occupational therapy, and chiropractic services; (6) to provide that, under certain circumstances (including the failure of a health plan to respond to a request within certain time limits), a request for prior authorization is conclusively considered to be approved by the health plan; (7) to require a health plan to provide a procedure under which providers and covered individuals may seek retroactive authorization for health care services that are medically necessary covered benefits; and (8) to prohibit a health plan from denying coverage for a health care service merely because prior authorization was not obtained for the health care service before it was provided to a covered individual if: (A) the health care service would have been a covered benefit if prior authorization had been obtained before the health care service was provided to the covered individual; (B) a determination of medical necessity can be made after the health care service is provided; and (C) it is determined that the health care service was medically necessary. Defines "medically necessary" for use in these provisions.

Regulation of transportation network drivers. Provides that a transportation network company (TNC) must suspend a TNC driver's ability to connect to the TNC's digital network for a period of not less than 90 days after the TNC receives notice from the bureau of motor vehicles of the TNC driver's conviction for operating while intoxicated. Requires a TNC driver to display a placard in the TNC driver's personal vehicle that includes: (1) a picture of the TNC driver; and (2) the license plate number of the TNC driver's personal vehicle. Requires a TNC to provide a TNC rider with a unique identification code to provide to a TNC driver to begin a prearranged ride.

Tax credit for beginning farmers. Provides an adjusted gross income tax credit for owners of agricultural assets who sell or rent agricultural assets to a qualified beginning farmer. Defines "qualified beginning farmer" and "agricultural assets" for purposes of the credit. Allows a taxpayer to apply to the Indiana economic development corporation (corporation) for approval and certification of the credit. Allows a beginning farmer to apply to the corporation for certification as a qualified beginning farmer. Provides that the credit is equal to: (1) the lesser of 5% of the sale price or fair market value of the agricultural asset or $32,000; or (2) 10% of the gross rental income in each of the first, second, and third years of the rental agreement, up to a maximum of $7,000 per year. Limits the total amount of tax credits that may be awarded in a state fiscal year to: (1) $5,000,000 in state fiscal year 2024-2025; and (2) $6,000,000 in state fiscal year 2025-2026, and each state fiscal year thereafter.

Vehicle etching kits for catalytic converters. Requires a new motor vehicle dealer to: (1) stock vehicle etching kits that are capable of etching a serial number onto the catalytic converter of a new motor vehicle; and (2) offer a vehicle etching kit to the purchaser of a new motor vehicle at a cost that is not more than the cost of the vehicle etching kit to the new motor vehicle dealer.
