Central bank digital currency. Prohibits a governmental body (defined as the state or a state agency) from: (1) accepting payment made with a central bank digital currency; or (2) requiring payment to be made with a central bank digital currency; for any service, tax, license, permit, fee, information, or other amount due the governmental body. Prohibits an administrative branch governmental body (defined as an entity of the administrative branch of state government) from advocating for or supporting the testing, adoption, or implementation of a central bank digital currency by the United States government. Defines "central bank digital currency" for purposes of these provisions.

Minor use of mobile devices and social media. Requires the manufacturer of a mobile smart device that incorporates an adult content filter and that is sold in Indiana after January 1, 2025, to configure the operating system of the mobile smart device: (1) such that the adult content filter is enabled upon activation of the mobile smart device; and (2) in a manner that reasonably ensures that a minor cannot disable the adult content filter. Provides that a manufacturer of mobile smart devices commits a deceptive consumer sale that is actionable by the attorney general for each sale in Indiana of a noncompliant mobile smart device manufactured by the manufacturer. Requires a social media provider (provider) that receives a request for creation of an account with the provider's social media service to: (1) determine the age of the individual requesting creation of the account; (2) if the provider determines that the individual is a minor, create the account only if the provider receives written consent to creation of the account from the minor's parent, guardian, or custodian; and (3) if the provider creates an account for the individual, electronically provide specified information to the minor's parent, guardian, or custodian. Provides that a provider has a duty of care to a user of the provider's social media service that the provider knows, or reasonably should know, is a minor and shall: (1) implement reasonable measures in the design and operation of the features of the provider's social media service to mitigate the possibility of a minor's use of the social media service resulting in, or increasing the likelihood of, the minor experiencing specified harms; (2) configure the account of a minor in a specified manner; (3) provide a minor user with access to specified features of the social media service only upon affirmative activation of the feature by the user; (4) provide a means for a minor user's parent, guardian, or custodian to: (A) modify specified settings of the minor's account; and (B) access specified information regarding the minor's account; and (5) provide a minor user with an easily understandable and readily available means of deleting the minor's account and any information associated with the minor's account. Prohibits a provider from disclosing personal information of a registered user of the social media service that the provider knows, or reasonably should know, is a minor. Provides that a provider that knowingly and intentionally violates these regulations commits a deceptive act that is actionable by the attorney general.

Packaging for low THC hemp extract. Provides that after June 30, 2024, the packaging of low THC hemp extract may not: (1) contain certain statements, artwork, or designs that could reasonably mislead any person to believe that the package contains anything other than low THC hemp extract; (2) bear the likeness or contain a cartoon-like characteristic of a real or fictional person, animal, or fruit that appeals to children; or (3) bear unauthorized trademarks, trade names, famous marks, or other identifying marks. Provides that after June 30, 2024, the packaging of low THC hemp extract shall: (1) be child proof; (2) be tamper evident; and (3) contain a disclosure statement.

County option property tax exemption. Provides that a county fiscal body may adopt an ordinance to exempt mobile homes and manufactured homes located in the county from property taxation (exemption ordinance). Provides that for an annual assessment date in which an exemption ordinance is in effect, a county assessor shall not assess a mobile home or a manufactured home granted the property tax exemption. Specifies that the discretionary adoption of an exemption ordinance does not apply to mobile homes and manufactured homes that are assessed as: (1) inventory; or (2) real property; under the property tax laws and administrative rules. Makes conforming changes.

Indiana department of health. Specifies that provisions of law governing the office of administrative law proceedings apply to the Indiana department of health (state department) in matters concerning the involuntary transfer or discharge of a resident of a health facility. Requires the fee amount for a service provided by the state health laboratory to be based on the federal Medicare reimbursement rate for the service or if the service does not have a Medicare reimbursement rate, the Medicaid reimbursement rate. Amends the list of crimes or acts that preclude a home health aide, nurse aide, or other unlicensed employee from employment at a home health agency and certain health care facilities. Requires the state department to: (1) investigate any report that a nurse aide or home health aide has been convicted of a certain crime; and (2) after an administrative hearing, remove the individual from the state nurse aide registry. Makes it a Class A infraction for a person convicted of a certain crime to knowingly or intentionally apply for a job as a home health aide or other unlicensed employee at a home health agency or certain health care facilities. For provisions concerning the women, infants, and children nutrition program (WIC program), defines "WIC vendor agreement" and requires the state department to include in a WIC vendor agreement a list of sanctions for failing to comply with the agreement. Requires the state department to: (1) select WIC program vendors based on selection criteria set forth in federal regulations; (2) review the selection criteria annually; (3) include the selection criteria in the WIC state plan; and (4) publish the selection criteria on the state department's website. Includes reporting to local child fatality review teams, the statewide child fatality review committee, local fetal-infant mortality review teams, and suicide and overdose fatality review teams for the release of mental health records without the consent of the patient. For provisions governing home based food products, repeals the term "potentially hazardous food product" and defines "time temperature control for safety food". Adds the state health commissioner or the commissioner's designee as a member of the rare disease advisory council (council). Adjusts the number of council members required to establish a quorum. Amends the membership of the statewide child fatality review committee. Repeals the expiration of the maternal mortality review laws.

Provides that a person may not operate a mobile food unit unless the person is issued a statewide mobile food unit license (license) by the Indiana department of health (state department). Sets forth requirements for licensure and the operation of a mobile food unit. Establishes the mobile food unit fund for the purpose of paying costs incurred by the state department or a local authority under a collaborative agreement in conducting health inspections of mobile food units. Specifies limitations on the regulation of mobile food units.

Use of altered media in elections. Defines "fabricated media" as recorded audio, a recorded image, or recorded video of an individual's speech, appearance, or conduct: (1) that has been altered without the individual's consent such that: (A) the media conveys a materially inaccurate depiction of the individual's speech, appearance, or conduct; and (B) a reasonable person would be unable to recognize that the recording has been altered; or (2) in which an artificially generated audio or visual imitation of an individual that: (A) has been created without the individual's consent; and (B) is sufficiently lifelike that a reasonable person would be unable to distinguish the speech or appearance of the imitation from the speech or appearance of the individual; is used to convey a fictional depiction of the individual's speech, appearance, or conduct; the creation of which is substantially dependent on the use of a generative adversarial network or another generative artificial intelligence technology. Prohibits a person who finances a campaign communication from disseminating fabricated media through the communication if: (1) the person knows, or reasonably should know, that the media is fabricated media; (2) the fabricated media depicts an individual who: (A) is a candidate in an election occurring not more than 90 days after the date on which the fabricated media is disseminated; and (B) has not consented to dissemination of the fabricated media; (3) the purpose of the dissemination is injuring a candidate in the election or influencing the outcome of the election; and (4) the fabricated media does not include a disclaimer that meets specified requirements. Allows a candidate depicted in fabricated media disseminated by a person in violation of this prohibition to bring a civil action against the person and specifies the relief that a court may grant a prevailing plaintiff.

Driver instructions of law enforcement procedures. Requires the driver education advisory board to consult with the commissioner of the bureau of motor vehicles (commissioner) and the state police department, and advise the commissioner in the administration of the policies of the commission and the bureau of motor vehicles (bureau) regarding driver education in: (1) the procedures of a law enforcement officer during a traffic stop; and (2) the actions a person should take during a traffic stop, including appropriate interaction with a law enforcement officer. Requires the bureau to include in any driver education manual published by the bureau the following: (1) A description of the procedures of a law enforcement officer during a traffic stop. (2) An explanation of the actions a person should take during a traffic stop, including appropriate interaction with a law enforcement officer. Provides that driver education curriculum must include instruction about actions to take during a traffic stop and the appropriate interaction with a law enforcement officer during a traffic stop.
