(Current law prohibits a unit from limiting the use of consumer fireworks between certain hours on June 29, June 30, July 1, July 2, July 3, July 5, July 6, July 7, July 8, and July 9.)

Local government finance and administration. Provides that at a county auditor's discretion, the county auditor may choose not to require the inspection of certain items otherwise required to claim a disabled veteran's property tax deduction if the following criteria have been satisfied with regard to an individual seeking to claim the deduction: (1) The county auditor has inspected the individual's items in a previous year and approved the deduction for that year. (2) There has been no change to the individual's property or the individual's qualifying status since the last year that the county auditor approved the deduction. (3) The individual has signed a sworn statement, as prescribed by the Indiana department of veterans' affairs, subject to the penalty of perjury, affirming the requirement that there has been no change to the individual's property or the individual's qualifying status since the last year that the county auditor approved the deduction. (4) The county auditor has not disapproved the individual's claim for the deduction in a year since the county auditor most recently approved the deduction. Requires the proper officers of a political subdivision that desire to appropriate more money for a particular year than the amount prescribed in the budget for that year as finally determined to hold a public hearing after submitting the following information regarding the proposed additional appropriation to the department of local government finance's (DLGF) computer gateway (gateway): (1) The amount of the additional appropriation. (2) The name of the affected fund. (3) The name and account number of the affected account. (4) The date, time, and place at which the political subdivision will hold a public hearing on the proposed additional appropriation. Requires the proper officers of a political subdivision to submit the required information, in a manner prescribed by the DLGF, to the gateway at least 14 days prior to the public hearing. Requires the DLGF to make the information submitted by the political subdivision available to taxpayers through the gateway at least 10 days prior to the public hearing. Provides that if the date, time, or place of the public hearing changes following the original submission of the information to the gateway, the political subdivision shall submit the updated information to the gateway as soon as possible. Provides that a county fiscal body may establish a salary schedule that includes a stipend to be paid to the county auditor for the county auditor's duties when warranted as determined by the county fiscal body. Provides that the county fiscal body may consider factors such as: (1) required attendance at additional meetings; (2) meetings held outside of usual work hours; (3) increased workload volume; or (4) any other relevant factor as determined by the county fiscal body.

Education and higher education matters. Amends the definition of "eligible student" to include a sibling of a student with a disability with regards to the education scholarship account program (ESA). Provides that the sibling may not use the ESA account for certain ESA qualified expenses. Provides that an annual grant amount awarded under the career scholarship account (CSA) program may be used for costs related to obtaining a driver's license if certain conditions are met. Establishes conditions regarding the amount of funds that may be used from CSA annual grant amounts for transportation costs. Amends certain requirements regarding ESA and CSA participating entities regarding providing evidence of unencumbered assets. Changes certain CSA application time frames from seven days to 30 days. Requires each state educational institution to provide to the commission for higher education (commission) certain information regarding degrees, degree completion, faculty members, administrative support staff, costs, compensation, and debt loads. Requires the commission to prepare longitudinal analysis regarding certain data. Requires each private postsecondary educational institution and each out-of-state public and nonprofit degree granting institution that offers instructional or educational services or training in Indiana to provide to the department of education information to carry out certain reporting requirements and requirements related to the Indiana Graduates Prepared to Succeed dashboard. Allows for the revocation of an out-of-state public or nonprofit degree granting institution's authorization if the institution fails to provide the information. Adds teaching to the employment sectors eligible for the next level jobs employer training grant program. Amends requirements regarding: (1) eligibility for career coaching grants; and (2) instruction on career awareness.

Medical marijuana. Permits the use of medical marijuana by persons with serious medical conditions as determined by their physician. Establishes a medical marijuana program to permit the cultivation, processing, testing, transportation, and dispensing of medical marijuana by holders of a valid permit. Requires the Indiana department of health (state department) to implement and enforce the medical marijuana program. Requires that permit holders undertake steps to prevent diversion of medical marijuana to unauthorized persons. Requires that medical marijuana and medical marijuana products be properly labeled, placed in child resistant packaging, and tested by an independent testing laboratory before being made available for purchase. Prohibits packaging medical marijuana in a manner that is appealing to children. Authorizes research on medical marijuana in accordance with rules set forth by the state department. Prohibits discrimination against medical marijuana users. Prohibits harassment of medical marijuana users by law enforcement officers, and prohibits cooperation with federal law enforcement officials seeking to enforce federal laws that criminalize the use of marijuana authorized in Indiana. Establishes the medical marijuana oversight committee to review appeals and grievances concerning the medical marijuana program. Provides a defense to prosecution for a person who operates a vehicle or motorboat with marijuana or its metabolite in the person's blood under certain conditions that involve medical marijuana. Makes conforming amendments.

Human sexuality instruction. Defines "governing authority" of a school. Defines "school" as a school maintained by a school corporation, charter school, or state accredited nonpublic school. Provides that, if a school instructs students on human sexuality, the school's governing authority must first approve and publish certain information concerning the instruction in a conspicuous place on the website of the school, and requires a school to provide a direct link to that information in a school's written request for consent for instruction on human sexuality. Prohibits a school from using learning materials for instruction on human sexuality unless approved by the school's governing authority.

Regulatory sandbox program and right to start act. Effective July 1, 2025: (1) establishes a regulatory sandbox program (program) and advisory council; and (2) creates the regulatory relief office within the Indiana economic development corporation. Directs that the secretary of commerce, who serves as executive director of the regulatory relief office, to prepare an annual report on the activities of the office. Provides for program application requirements and describes the program scope. Makes consumer protection provisions. Describes requirements for exiting the program and for extensions to remain in the program. Makes record keeping and reporting requirements. Provides requirements for the creation and maintenance of a regulatory relief office web page. Effective July 1, 2024, establishes a right to start act. Requires the secretary of state, the department of administration, and the department of workforce development to annually file reports with the general assembly. Requires the state to encourage 5% of the total number of state contracts to be awarded to businesses that have been in operation for fewer than five years and whose principal place of business is in Indiana. Requires the state to encourage 5% of workforce development funding, including funding allocated by workforce development boards across Indiana, to be used to support organizations or programs for individuals starting new businesses or to those organizations or programs that provide services to businesses established within the previous five years and whose principal place of business is located within Indiana.

Emergency powers. Provides that the governor shall declare a disaster emergency by executive order or proclamation only to the extent necessary to provide assistance or otherwise implement measures directly related to a federal declaration of emergency for all or a portion of Indiana. Provides that the orders, rules, and regulations made, amended, or rescinded by the governor must be narrowly tailored to serve a compelling public health or safety interest. Provides that if the governor declares a state of disaster emergency, the state of disaster emergency expires not later than 14 days after the declaration and may not be renewed. Provides that the governor may suspend certain regulatory statutes only to the extent necessary to carry out certain emergency responses. Provides that the governor may not suspend any provision of any regulatory statute if that suspension infringes upon any right or protection guaranteed or provided in the Constitution of the United States or the Constitution of the State of Indiana. Provides that nothing may be construed to authorize the executive board of the Indiana department of health (department) to suspend any law, ordinance, or regulation enacted by the general assembly or other legislative body as part of a rule adopted by the executive board. Provides that the department may establish quarantine and may do what is reasonable and necessary for the prevention and suppression of disease if the department is authorized to do so in a declared disaster emergency. Provides that the department may order schools closed and forbid public gatherings when considered necessary to prevent and stop epidemics if the department is specifically authorized to do so in an emergency declaration. Provides that certain actions authorized by the commissioner of the department, local health boards, or local health officers may not be construed to authorize the commissioner, board, or officer to suspend any law or regulation enacted by the general assembly or other legislative body unless otherwise specifically authorized by a declared disaster emergency. Repeals provisions relating to the governor's authority to establish an energy emergency.

Use of fabricated media in elections. Defines "fabricated media" as any of the following that is created through a generative adversarial network or other generative artificial intelligence technology: (1) An altered facsimile of an audio or visual recording depicting an individual's speech, appearance, or conduct, the alteration of which: (A) is made without the individual's consent; (B) results in a materially inaccurate depiction of the individual's speech, appearance, or conduct; and (C) is such that a reasonable person would be unable to recognize that the recording has been altered. (2) An artificially generated audio or visual imitation of an individual that: (A) is created without the individual's consent; (B) is sufficiently lifelike that a reasonable person would be unable to distinguish the speech or appearance of the imitation from the speech or appearance of the individual; and (C) conveys a fictional depiction of the individual's speech, appearance, or conduct. (3) A depiction of the speech, appearance, or conduct of an artificially generated person, the appearance or speech of which is not a recognizable imitation of an identifiable individual. Prohibits a person from disseminating fabricated media, or entering into a contract or other agreement under which fabricated media is disseminated, if: (1) the person knows, or reasonably should know, that the media is fabricated media; (2) the fabricated media depicts an individual and the fabricated media is disseminated without the consent of the individual depicted in the fabricated media; (3) the fabricated media is disseminated less than ninety 90 days before an election; (4) the purpose of the dissemination is injuring a candidate in an election or influencing the outcome of an election; and (5) the fabricated media does not include a disclaimer that meets specified requirements. Provides that a person who knowingly and intentionally violates the prohibition commits: (1) a Class B misdemeanor; or (2) a Class A misdemeanor or a Level 5 felony under specified circumstances. Allows specified individuals to bring a civil action for injunctive relief against a person that violates the prohibition.
