Ballot access for major and minor parties. Provides, for purposes of certain laws, that the term "major political party" refers to: (1) with respect to the state, any of the parties whose nominees received more than 2,500 votes statewide for secretary of state in the last election; or (2) with respect to a political subdivision, any of the parties whose nominees received more than 250 votes in that political subdivision for secretary of state in the last election. Provides that a political party whose nominee received at least 2,500 votes but less than 25% of the votes cast for secretary of state at the last election shall nominate the party's candidates at a state convention and for certain local offices at a county convention. Permits a petition of nomination for an independent or minor political party to be signed by 250 registered voters in the election district that the candidate seeks to represent.

Entertainment zones. Establishes entertainment zones within a consolidated city. Provides that the city-county council may establish a public safety plan for all or a designated part of an entertainment zone. Provides that a public safety plan for an entertainment zone may include a restriction on the possession of firearms within the entertainment zone, or within a particular area of the entertainment zone designated by the public safety plan, during certain hours. Establishes procedures for approving the public safety plan.

Hair loss treatment coverage. Requires a state employee health plan, a policy of accident and sickness insurance, and a health maintenance organization contract to provide coverage for scalp cooling items for certain individuals.

Speed limits. Increases the maximum speed limit, from 70 to 75 miles per hour, on: (1) a highway on the national system of interstate and defense highways located outside of an urbanized area with a population of at least 50,000; and (2) a highway that is the responsibility of the Indiana finance authority; for a bus or other vehicle that has a gross weight that does not exceed 26,000 pounds.

Building regulation. Defines, for purposes of the unsafe building law, a "building or structure". Increases from $10,000 to $25,000 the estimated cost of work required by an order of a unit's enforcement authority which the unit's enforcement authority may perform using its own workers and equipment. Provides, with certain exceptions, that a governmental body may not regulate or restrict, by regulation or otherwise, the continued residential use of a mobile home, a manufactured home, or an industrialized residential within a mobile home community based on certain characteristics of the structure. Provides that a mobile home, manufactured home, or industrialized residential structure on private property constituting a legal, nonconforming use, may not be replaced with a mobile home, manufactured home, or industrialized residential structure that is older or smaller than the legal, nonconforming structure being replaced. Makes certain changes to local planning and zoning standards and requirements relating to manufactured homes.

Sales tax exemption for utility service. Provides a sales tax exemption for the sale or furnishing of the following services or commodities by a power subsidiary or a person engaged as a public utility to a person for commercial or domestic consumption: (1) Electrical energy. (2) Natural or artificial gas. (3) Water. (4) Steam. (5) Steam heating service.

Local government matters. Reduces the membership of the board of directors of the Indiana stadium and convention building authority (board) from seven members to three members. Provides that the director of the budget agency or the director's designee serves as chair of the board. Authorizes the solid waste management district of Vanderburgh County to make grants and loans for certain purposes. Provides that with certain exceptions a governmental entity is prohibited from requiring that a Class 2 structure or a residential onsite sewage system be inspected when a property is sold or transferred. Allows a governmental entity to require certain inspections of properties located in that part of St. Joseph County containing a designated sole source aquifer only if it has been more than 15 years since: (1) the property was last sold or transferred; or (2) the Class 2 structure or system was constructed or installed. Provides, for purposes of posting a license bond, that a political subdivision may not impose any requirement for the political subdivision to be identified as an obligee on the license bond other than the requirement in statute. Provides that certain obligors may initiate a civil action against a political subdivision that does not recognize or does not allow an obligor to post a license bond that satisfies certain requirements. Provides that, if the obligor prevails in the action, the obligor shall be awarded an amount equal to: (1) 300% of the cost of obtaining the license bond; (2) compensatory damages; and (3) reasonable attorney's fees. Provides that if a contractor: (1) has posted a license bond to obtain one license from a political subdivision; and (2) is required to obtain another license from the political subdivision to perform work that the contractor intends to perform; the contractor may not be required to post a second license bond as a condition of obtaining the second license if the type of work that the first license authorizes the contractor to perform is so closely related to the type of work that the second license will authorize the contractor to perform that both types of work are typically involved in a single residential construction project. Provides that a city, town, or county that requires a building permit for the construction of a Class 2 structure may provide for the inspection to be conducted by: (1) an individual employed by the city, town, or county, or by another city, town, or county, as a building inspector; (2) a registered architect; (3) a registered professional engineer; (4) a certified building official; or (5) a licensed home inspector.

Loan brokers. Removes references to principal manager and principal manager license from the Indiana Code. Makes conforming changes.

Social media use by minors. Provides that a social media service may not allow an Indiana resident who is a minor to hold an account with the social media service unless the social media service receives written consent to the minor's use of the social media service from the minor's parent or guardian. Requires a social media service to configure the account of a registered user that the social media service knows, or reasonably should know, is: (1) a minor; and (2) an Indiana resident; in a specified manner. Provides that a social media service that violates these provisions is subject to: (1) an enforcement action by the attorney general; and (2) a civil action by the parent or guardian of the minor with regard to whom the violation pertains. Provides for restrictions on the retention, use, and collection of personal information for purposes of age verification by a social media service and provides that a social media service is subject to a civil action by an individual with regard to whom the social media service violates the restrictions.

Indiana vaccination adverse event reporting system. Requires the Indiana department of health (department) to establish an Indiana vaccination adverse event reporting system (IVAERS) for reporting the occurrence of adverse events relating to childhood vaccines. Provides that IVAERS must enable a health care provider to report the occurrence of an adverse event experienced by a child residing in Indiana who is under the care of the health care provider. Requires the department to create a searchable Internet data base for publishing information reported through IVAERS. Provides that the health information of a particular individual is confidential. Specifies to whom and the requirements for releasing health information of a particular individual. Provides that a person who knowingly, intentionally, or recklessly discloses confidential information received through IVAERS in violation of the statute commits a Class A misdemeanor. Authorizes the department to adopt rules concerning IVAERS. Makes an appropriation.

Administrative rules. Removes the requirement that a proposed agency rule, proposed provisional rule, or proposed interim rule that adds or amends language to increase or expand application of a fee, fine, or civil penalty or a schedule of fees, fines, or civil penalties must be submitted to the budget committee for review. Establishes the administrative rules oversight committee to receive complaints regarding a rule or practice of an agency and review certain agency rules.

Education matters. Requires the office of management and budget to establish a kindergarten through grade 12 data governance team. Establishes the duties of the data governance team, including the submission of a report to legislative council. Requires, not later than July 1, 2024, the department of education (department) to: (1) establish an online, self-paced professional development module with regard to mathematics; (2) develop math descriptions correlated to proficiency level descriptors to track proficiency at the student level; (3) create and identify dedicated math resources to assist with intervention and enrichment opportunities and instructional strategies; and (4) post the resources on the department's website. Requires, not later than December 1, 2024, the department to submit a plan to the legislative council that includes: (1) strategies for the early identification of students who are at risk of not meeting grade level proficiency in mathematics; and (2) recommendations for high quality intervention policies for mathematics. Defines "literacy coach" and requires literacy coaches to prioritize certain duties. Provides for the availability of certain grants for literacy coaches. Establishes a mastery based education program (program) administered by the department. Provides that school corporations and charter schools may apply to participate in the program. Requires the budget committee to review the program, and the department to make a presentation to the budget committee regarding the progress and results of the program. Provides for the expiration of the program. Establishes certain restrictions and requirements regarding visiting teacher licenses. Requires the department and the commission for higher education, in conjunction with the state board of education (state board), to partner with teacher preparation programs to receive an outside evaluation of teacher preparation reading instruction programs. Requires the department to develop guidelines regarding the use of curriculum or content that prepares elementary school teacher candidates in math instruction. Provides that a student's latest statewide assessment program test results are included on the student's transcript upon request of the student. Provides that successful completion of an International Baccalaureate diploma program course (course) shall count for high school credit. Provides that any rule adopted by the state board or the department concerning certain diplomas must provide that successful completion of a course is credited toward fulfilling the requirements of certain diplomas. Provides that high school students who have taken a course examination and received a score of four or higher on the examination are entitled to postsecondary academic credit at state educational institutions under certain conditions. Amends the requirements to receive a literacy endorsement.

School athletic events. Requires an association to offer a cash payment option at athletic events beginning July 1, 2024.

Cosmetology licensure compact. Establishes the cosmetology licensure compact (compact). Provides the requirements states must follow in order to participate in the compact. Provides that a cosmetologist may practice in member states so long as the cosmetologist meets certain criteria. Establishes a governing commission and sets out its powers, duties, financing, and liability. Provides various mechanisms for the member states and the governing commission to regulate the interstate practice of cosmetology. Provides for various contingencies, including the process to effect, amend, enforce, withdraw from, or terminate the compact.

Recording of false liens. Makes the filing of a false lien a Level 6 felony, and increases the penalty to a Level 5 felony if the false lien is filed against a public official.
