Amends the Line of Duty Compensation Act. Includes animal control officers and animal wardens within the scope of the Act. Defines terms.

Amends the Public Utilities Act. In provisions concerning the exercise of eminent domain powers by a public utility, provides that an owner or operator of a pipeline designed, constructed, and operated to transport carbon dioxide to which the Illinois Commerce Commission has granted a certificate under the Carbon Dioxide Transportation and Sequestration Act shall not seek or exercise eminent domain authority from the Commission. Amends the Carbon Dioxide Transportation and Sequestration Act. Provides that a certificate of authority does not grant an owner or operator of a carbon dioxide pipeline the authority to take and acquire an easement in any property or interest in property for the construction, maintenance, or operation of a carbon dioxide pipeline through the exercise of eminent domain power. Removes corresponding provisions concerning eminent domain.

Amends the Court of Claims Act. Creates an administrative process for uncontested claims for vendors arising from contracts with the State. Requires a State agency to confirm or reject an uncontested claim that is from a lapsed appropriation and valued at less than $2,500 within 30 days after being notified in writing by the Attorney General. Provides that if the State agency does not confirm or reject the claim within that 30-day period, then the State agency forfeits the right to reject or contest the claim. Requires the Comptroller, subject to appropriation, then issue payment to the vendor within 30 days of the court entering such an award. Provides that if the court determines that it is unable to process such an uncontested claim because the bill or invoice contains a defect, the court must notify the vendor in writing of the defect no later than 30 days after the bill or invoice was first submitted. Provides that if one or more items on a bill or invoice are disapproved, but not the entire bill or invoice, then the portion that is not disapproved must be transmitted to the Comptroller for payment. Changes the filing fees required under the Act as follows: a fee of $15 for a petition seeking more than $500 but less than $10,000; and $35 for a petition seeking more than $10,000 or more. Requires that the court must allow claimants to submit documentation to amend and cure defects. Makes other changes. Authorizes the Court of Claims to adopt rules to implement the Act.

Amends the Grant Accountability and Transparency Act. Provides that the advice and technical assistance provided to State grant-making agencies by the Governor's Office of Management and Budget for the purpose of ensuring compliance with the Act shall include training for State agency staff. Sets forth requirements for the training. Provides that a State grant-making agency that awards a grant must issue the grant agreement associated with the grant within 60 days after the grant's effective date. Sets forth requirements for the grant agreement.

Amends the College Campus Press Act. Makes a technical change in a Section concerning the short title.

Creates the Human Services Workforce Sustainability Act. Requires the Departments of Human Services, Children and Family Services, Juvenile Justice, and Public Health, and other specified State agencies, to complete, by June 30, 2027, a look-back calculation for each contracted human services organization that compares the funding amount awarded to the human services organization in State fiscal years 2026 and 2021 in order to identify the percentage change in funding, if any, to the human services organization between those fiscal years. Provides that based on the look-back calculations, each State agency shall identify the total aggregate amount of additional appropriations needed to ensure that grant amounts awarded by the State agency in State Fiscal Year 2028 are at least 25% more than the grant amounts awarded to grantees in State Fiscal Year 2021. Contains provisions concerning implementation of increased grant funding, subject to appropriation; additional percentage increases in grants amounts beginning in State Fiscal Year 2029; expenditure and certification requirements on contracted human services organizations that receive increased grant funding; oversight by the Department of Central Management Services; the adoption of administrative rules; and other matters. Effective July 1, 2026.

Creates the Let the People Lift the Ban Act. Includes legislative findings and purpose. Defines terms. Excludes specified types of residences and occupancies from the Act. Includes provisions relating to rental agreements, tenant and landlord rights and obligations, tenant and landlord remedies, security deposits, retaliatory conduct, lockouts, and conflict with other provisions of law. Amends the Rent Control Preemption Act. Provides that a prohibition on a unit of local government enacting, maintaining, or enforcing an ordinance or resolution that would have the effect of controlling the amount of rent charged for leasing private residential or commercial property does not apply if the voters of the unit of local government have approved a referendum allowing rent control. Adds provisions about local rent control regulation, including regulation within a district, precinct, ward, or other similar subdivision of a unit of local government. Changes the home rule preemption of the Act to concurrent exercise of home rule powers by a unit rather than exclusive exercise by the State. Repeals the Retaliatory Eviction Act. Effective immediately.

Amends the Illinois Horse Racing Act of 1975. Provides that the Illinois Racing Board, in lieu of obtaining a court reporter to make accurate transcriptions at each regular and special meeting and proceeding, shall create a verbatim record of each regular and special meeting in the form of an audio or video recording, unless an emergency situation precludes the creation of a transcript or recording. Allows the Board to refuse an occupation license to any person for any other just cause. Requires an applicant for an employment position as a pari-mutuel clerk, parking attendant, or security guard to include in the application whether the applicant has ever been convicted of any theft, fraud, wagering during the course of employment, touting, bookmaking, or any other act which is detrimental to the best interests of racing. Requires a licensee to forward a copy of the application form to the Board prior to extending an offer of employment to an applicant (rather than upon its decision to hire the applicant) and certify that it has checked the applicant's background. Removes language requiring the Board's review of an applicant to include an inquiry. Provides that no organization license may be granted to conduct a horse race meeting to any person who does not, at the time of application for the organization license, have plans certified by a licensed architect and confirmed financing for construction of a race track suitable for the type of racing intended to be held by the applicant and for the accommodation of the public on property that the applicant owns or has a contract or lease for possession of with completion scheduled before the meet applied for begins. Requires an application to conduct a horse race meeting to be delivered with a certified check or bank draft payable to the order of the Board for $10,000 (rather than $1,000). Allows the Board to impose civil penalties of up to $10,000 (rather than $5,000) for individuals and up to $25,000 (rather than $10,000) against licensees for each violation of the Act. Makes conforming and other changes. Effective immediately.

Amends the Unemployment Insurance Act. Provides that the Department of Employment Security shall make payments to beneficiaries under the Act based on the State's average unemployment rate. Effective January 1, 2027.

Amends the Genetic Information Privacy Act. Provides that the use of genetic testing, biomarker testing, or both (rather than only genetic testing), and the information derived from testing is confidential and privileged and may be released only to the individual tested and persons specifically authorized in writing by the individual tested to receive the information. Provides that an insurer may not seek information derived from genetic or biomarker testing (rather than only genetic testing) for use in connection with a policy of accident or health insurance (unless the individual voluntarily submits the results and the results are favorable to the individual), for nontherapeutic purposes, or for underwriting purposes. In provisions concerning the use of testing information by employers, provides that an employer may release genetic testing or biomarker testing information (rather than only genetic testing information) under specified circumstances. Limits an employer's use of genetic information, genetic testing, biomarkers, and biomarker testing (rather than only genetic information and genetic testing). In provisions concerning testing, provides that no person may disclose or be compelled to disclose the identity of any person upon whom a genetic test or biomarker test (rather than only genetic test) is performed or the results of a genetic test or biomarker test (rather than only genetic test) in a manner that permits identification of the subject of the test, except to the persons specified in the Act. Limits the concurrent exercise of home rule powers. Defines "biomarker" and "biomarker testing". Makes other and conforming changes.

Amends the Paid Leave for All Workers Act. Provides that the definition of "employee" does not include: (1) a student enrolled in and regularly attending classes in a college or university, who is employed for less than an average of 30 hours per week by an employer, and who is not a participant in an adult education and literacy program at that college or university; or (2) a student enrolled in and regularly attending high school classes, who is under 18 years of age, and who is employed on a temporary or less than full time basis.

Amends the Paid Leave for All Workers Act. Provides that the definition of "employee" does not include a worker participating in the H-2A temporary agricultural program. Effective immediately.

Amends the Volunteer Emergency Worker Job Protection Act. Provides that, in the case of an employee who is deployed to a disaster area as a volunteer emergency worker, the employer shall, upon the return of the employee, restore the employee to a position of similar seniority, status, and pay in which the employee would have been employed if the continuous employment of the employee had not been interrupted.

Amends the Animal Welfare Act. Provides that the animal shelter or animal control facility shall register a microchip in a national database with the adoptive owner's information at the time of adoption. Provides that the animal shelter or animal control facility shall retain documentation of the microchip and registration, and shall be searchable by microchip number. Provides that, if at any time after adoption, the adopted animal comes into the possession of an animal control agency, a law enforcement agency, another animal shelter, or a veterinarian, and that agency, shelter, or veterinarian requests information pertaining to the identity and location of the animal's adopter or the history of the animal, the adopting agency shall immediately provide that information to the requesting agency, shelter, or veterinarian. Provides that the information an animal shelter or animal control facility must provide to the adopter prior to the time of adoption shall include any behavior noted during interactions with the dog, including intake, walks, playgroups, socialization sessions, medical examinations, and other assessments; if the dog has killed a companion animal or livestock; and if the dog or cat has bitten any person at the facility or prior to admission. Provides that an animal shelter or animal control facility is prohibited from offering for adoption or transfer, giving away, rehoming, or placing any dog determined to be vicious or dangerous under the Animal Control Act.

Amends the Humane Care for Animals Act. Provides that a law enforcement officer who arrests the owner of a companion animal for a violation of the owner's duties may lawfully take possession of some or all of the companion animals in the possession of the owner. Allows a State's Attorney 30 days (rather than 14 days) after seizure of a companion animal to file a petition for forfeiture prior to trial, asking for permanent forfeiture of the companion animals seized.
