Amends the State Prompt Payment Act. Makes technical changes to eliminate obsolete provisions. Provides that, if an agency incurs an interest liability that cannot be charged to the same expenditure authority account to which the related goods or services were charged due to federal prohibitions, the agency may pay the interest from any moneys appropriated to the agency that are not otherwise prohibited to be used for the purpose of paying interest. Provides that, when a State official or agency responsible for administering a contract receives a bill or invoice from a contractor, that State official or agency shall confirm the date on which the bill or invoice was received within 15 business days of receipt and shall transmit any approved amount to the Comptroller within 30 days of receipt. Provides that a State official or agency that is responsible for administering a contract submits a voucher to the Comptroller for payment, the official or agency shall make available electronically the voucher number, the date of the voucher, and the amount of the voucher within 15 days after submitting the voucher to the Comptroller (currently, that information shall be made available promptly).

Amends the Illinois Dental Practice Act. In provisions concerning the qualifications of applicants for dental licenses and dental hygienist licenses, provides that each applicant shall present satisfactory evidence that the applicant has passed the integrated National Board Dental Examination administered by the Joint Commission on National Dental Examinations and has successfully completed an examination conducted by the Central Regional Dental Testing Service, Inc. (CRDTS) or the American Board of Dental Examiners (ADEX). Provides that an applicant who has passed the integrated National Board Dental Examination or the National Board Dental Hygiene Examination, respectively, and who has, prior to January 1, 2026, successfully completed an examination conducted by the States Resources for Testing and Assessments, Inc. (SRTA) (formerly, Southern Regional Testing Agency, Inc.), the Western Regional Examining Board (WREB), the Commission on Dental Competency Assessments (CDCA), or the North East Regional Board of Dental Examiners (NERB) shall be eligible to apply for licensure. In provisions concerning examinations for dental licensure, provides that both theoretical and psychomotor (rather than practical) examinations shall be of a character to give a fair test of the qualifications of the applicant to practice dentistry. In provisions concerning expanded function dental assistants, provides that a dental assistant may perform certain services if the dental assistant has completed the training requirements for the service or services. Makes other changes. Effective July 1, 2026.

Appropriates the sum of $2,100,000 from the General Revenue Fund to the Department of Healthcare and Family Services for a grant to Safer Pathways to support the Supportive Reentry Network Collaborative. Effective July 1, 2026.

Appropriates $18,000,000 from the General Revenue Fund to the Illinois Emergency Management Agency and Office of Homeland Security for deposit into the IEMA State Projects Fund for grants and operational expenses associated with the administration of Illinois' Not-For-Profit Security Grant Program. Effective July 1, 2026.

Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Extends the estimated date of completion of a redevelopment project and the retirement of obligations issued to finance redevelopment project costs for an ordinance adopted on August 10, 2010 by the Village of Bedford Park to create the 65th Street TIF District. Effective immediately.

Amends the Illinois Marriage and Dissolution of Marriage Act. Creates the Deployed Parents Allocation of Parental Responsibilities Part. Requires a deploying parent to notify the other parent of a pending deployment not later than 7 days after receiving notice of deployment unless reasonably prevented from doing so by the circumstances of service. Requires each parent to provide the other parent with a plan for fulfilling the parent's share of parental responsibilities during deployment. Requires an individual to whom parental responsibilities have been granted during deployment to notify the deploying parent and any other individual with parental responsibilities of a child of any change of the individual's mailing address or residence until the grant is terminated. Prohibits a court from considering a parent's past deployment or possible future deployment in itself in determining the best interests of the child in a proceeding for the allocation of parental responsibilities of a child of a service member. Allows the parents of a child to enter into a temporary agreement granting parental responsibilities during deployment of a deploying parent. Allows a court to issue a temporary order granting parental responsibilities after a deploying parent receives notice of deployment and until the deployment terminates. Allows a court to grant caretaking functions, significant decision-making, or limited contact to a non-parent who is an adult family member of the child or an adult with whom the child has a close and substantial relationship on the motion of a deploying parent. Allows the court to enter a temporary order for child support if the court has issued a temporary order granting parental responsibilities under the Part. Sets forth the termination procedures of an agreement or temporary order under the Part. Makes other changes.

Reappropriates $1,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to Rosalind Franklin University of Medicine and Science for costs associated with the Community Care Connection (CCC) Mobile Health Program. Effective July 1, 2026.

Amends the Property Tax Code. Provides that there shall be printed on each property tax bill the dollar amount of tax due that is used to fund a Veterans Assistance Commission.

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that special purpose levies made for the purpose of funding a Veterans Assistance Commission are not included in a taxing district's aggregate extension.

Appropriates $300,000 from the General Revenue Fund to the Department of Public Health for grants to the Les Turner ALS Foundation for research on Amyotrophic Lateral Sclerosis (ALS) and for care of those persons affected by the disease. Effective July 1, 2026.

Amends the Probation and Probation Officers Act. Provides that the Division of Probation Services shall reimburse the county or counties for 100% of the salary for all probation officer and supervisor positions approved for reimbursement by the division to meet pretrial services programs and specialty court programs. Provides that for the remaining probation officer positions engaged in basic services and new or expanded services approved of the total statewide number as of July 1, 2023, beginning on July 1, 2027, 20% of that number shall be transferred to those requiring 100% salary reimbursement. Each subsequent July 1, another 20% of the July 1, 2023 population shall also be transferred under described circumstances.

Amends the Cannabis Regulation and Tax Act. Specifies that the purchaser education support policies that are maintained by dispensing organizations must include information on the use of locked storage bags to prevent access to cannabis by children. Requires any dispensing organization that sells edible cannabis-infused products to display a placard that, among other things, states: "Cannabis products should be kept away from children and safely stored in a locked storage container." Requires dispensing organizations that are authorized to serve registered qualifying patients, caregivers, or purchasers and that offer cannabis-infused products or cannabis-infused products intended for topical use to stock for sale lockable, opaque storage containers designed to prevent access to cannabis products by children. In provisions regarding required warnings for cannabis-infused products, adds a required warning that the product must be stored out of reach of children and should be in a locked container and that provides the phone number to the Illinois Poison Center in case of accidental use.

Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning construction of the Code.

Amends the Children and Family Services Act. Requires the Department of Children and Family Services to submit, beginning June 1, 2027, annual reports to the General Assembly on the total number of youth in care who were classified by the Department as missing during the previous calendar year and, from that reported number, the total number of missing youth who were later located or recovered. Requires the annual reports to include for each youth who was classified as missing: information on the youth's age and gender, the type of placement the youth was placed in before the youth was classified as missing, the total length of time the youth has been under the Department's custody or guardianship, the date upon which the youth was first classified as missing, the circumstances leading up to the Department classifying the youth as missing, actions the Department has taken to locate or recover the youth, and, if applicable, the date on which the Department located or recovered the youth. Requires the Department to follow all State and federal privacy laws and regulations when collecting, sharing, storing, or reporting the data and information on missing youth in care.

Amends the Criminal Code of 2012 and the Unified Code of Corrections. Provides that the 15-year penalty enhancement for committing various offenses with a firearm, applies only if the person committed the offense while personally armed with the firearm.
