Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that any public liability claim filed against the State of Illinois or any public liability claim filed against a State employee on the basis of an occurrence in the course of the employee's State employment must be approved by the Governor, in cases of settlements exceeding $250,000 (rather than $100,000).

Creates the Alpha-Gal Syndrome Reporting Act. Directs the Department of Public Health to adopt rules to track cases of alpha-gal syndrome within counties and statewide. Requires medical reporters to report diagnosed cases of alpha-gal syndrome to the Department. Provides that State reporting and tracking of cases of alpha-gal syndrome shall be independent from or concurrent with federal reporting or tracking, and that the Department has the duty to independently track cases in consultation and coordination with federal agencies. Directs the Department to adopt rules requiring a report of alpha-gal syndrome for an alpha-gal immunoglobulin E level of 0.1 kilounits per liter as a suspected case of alpha-gal syndrome through an electronic laboratory reporting system. Directs the Department to follow up on reported suspected cases. Directs the Department to submit an annual report to the Centers for Disease Control and Prevention and to publish the results of the tracking of cases of alpha-gal syndrome on the Department's website. Makes findings. Defines terms.

Authorizes the Director of Corrections to convey the real property and buildings of the former Tamms Correctional Center to Alexander County that is authorized to lease it for a public purpose of health.

Reinserts the provisions of the introduced bill with the following changes. Provides that the independent CPA firm retained by the responsible officials of Category 2 local governments shall complete all of the AUPs and electronically submit an agreed upon procedures report to the responsible officials and management of the Category 2 local government for review. Requires the Comptroller to develop, maintain, and publish the guidelines for circuit clerks, with the advice of the Local Government Advisory Board, the Administrative Office of the Illinois Courts, a Statewide organization representing circuit clerks, and a Statewide CPA organization. Makes changes to provisions concerning waivers the Comptroller may grant to governmental units. Defines terms. Further amends the Intergovernmental Cooperation Act. Provides that, for fiscal years beginning before January 1, 2028, the operations and fiscal activities of each municipal joint action water agency shall be subject to the Governmental Account Audit Act. Provides that, for fiscal years beginning after December 31, 2027, the operations and fiscal activities of each municipal joint action water agency shall be subject to the Government Reporting Enhancement and Transparency Act. Further amends the Governmental Account Audit Act. Provides that, on or after March 15, 2027, if a governmental unit fails to comply with the requirements of the Act or any other State law mandating the governmental unit to undergo an audit and is more than 63 days late in meeting its reporting obligations, after considering any extensions granted by the Comptroller, the Comptroller shall review the governmental unit's actions. Makes other and conforming changes. Effective immediately.

Creates the Healthy Soils Task Force Act. Establishes the Healthy Soils Task Force in the Department of Agriculture, with specified members. Provides timelines for initial appointments and the first meeting. Lists duties of the Task Force. Allows the Task Force to consult with specified agencies and entities. Requires the Task Force to submit a report on or before December 31, 2027. Dissolves the Task Force and repeals the Act on July 1, 2028. Makes findings. Defines terms.

Amends the School Code. Establishes within the State Board of Education the shortage differential salary incentive program to support licensed teachers who provide instruction in special education and hard-to-staff locations. Sets forth the various shortage differential grants under the program based on specified criteria. Provides that teachers who receive an annual shortage differential grant for being assigned to a position in a hard-to-staff location shall be assigned to a position in: (1) a complex area identified as a hard-to-staff location by a school district; (2) a complex area whose rate of teachers who have completed a State-approved educator preparation program has been below this State's average rate of teachers who have completed a State-approved educator preparation program for the last 3 years; (3) a geographically isolated complex area; or (4) a complex area whose combined number of vacant teaching positions and emergency hires was higher than 10% in the 2024-2025 and 2025-2026 school years.

Amends the Courses of Study Article of the School Code. In the provisions concerning disability history and awareness, requires a school district to also provide instruction on disability awareness and inclusion education. Provides that the instruction on disability history and awareness shall include: (1) grade-appropriate content on understanding different disabilities and accessible practices; (2) peer inclusion training and collaborative classroom projects promoting interaction between students with and without disabilities; (3) hands-on workshops; (4) school-wide programming during March; and (5) recognition systems for students, classes, and schools demonstrating exemplary inclusion practices.

Amends the Unified Code of Corrections. Provides that a person committed to the Department of Corrections who is paid wages performing a work assignment must receive a rate of compensation that is not less than the minimum wage required under the Minimum Wage Law.

Amends the Time Standardization Act. Exempts the State, after Iowa and Missouri are exempt, from daylight saving time under the exemption provisions of the federal Uniform Time Act of 1966 and declares the standard time in the State year-round to be United States standard central time. Makes findings.

Amends the Public Community College Act. Provides that as part of the required minimum 4-hour professional development leadership training, each voting member of a board of trustees shall complete a minimum of one hour of training covering the topic of diversity, equity, inclusion, and accessibility.

Amends the Workers' Compensation Act. Provides that an employee who is employed as a first responder and who suffers a serious bodily injury in the course of that employment shall be presumed to be entitled to permanent total disability benefits. Provides that the Workers' Compensation Commission shall accelerate any dispute regarding an employee's continuing entitlement to benefits under the provision.

Amends the Election Code. Provides that, beginning on January 1, 2028, a person convicted of a felony, or otherwise under sentence in a correctional institution, shall have his or her right to vote restored and shall be eligible to vote not later than 14 days following his or her conviction. Provides that a person who is serving a sentence in a correctional institution starting prior to January 1, 2027 shall have his or her right to vote restored not later than January 14, 2028. Provides that a person may not be denied the right to vote because of a past criminal conviction. Provides that each local election authority shall coordinate with the correctional institution, Illinois Department of Corrections, and other correctional agencies incarcerating eligible voters to facilitate voting by mail for those voters eligible to vote in that election jurisdiction who are incarcerated in the correctional institution. Provides that the Attorney General, any individual aggrieved by a violation of these provisions, any entity whose membership includes individuals aggrieved by a violation of these provisions, any entity whose mission would be frustrated by a violation of these provisions, or any entity that would expend resources in order to fulfill its mission as a result of a violation of these provisions may file an action in a court of competent jurisdiction. Provides that the Act is intended to benefit and protect the rights of individual voters and to provide a remedy for infringing on the rights granted under this Act. Amends the Re-Entering Citizens Civics Education Act. Changes the short title of the Act to the Reintegration and Civic Empowerment Act. Provides that the Department of Corrections shall conduct the civics peer education program each of the 3 sessions not less than twice a month at each correctional institution totaling not less than 6 sessions per month at each correctional institution. Provides that the civics peer education program and workshops must be made available to all committed persons regardless of the date they were first committed or the length of their sentence. Amends the Illinois Administrative Procedure Act and the Unified Code of Corrections to make conforming changes. Effective January 1, 2028.

Amends the Criminal Code of 2012. Provides that any person who violates the statute concerning dangerous animals is subject to a minimum fine of $300 if the violation does not result in severe injury or death to any person or damage to another person's property. Provides that, if the violation results in severe injury or death to any person, then any person violating this provision is guilty of a Class C misdemeanor and subject to a fine of not less that $1,000 and not to exceed $10,000. Provides that, if the violation results in damage to another person's property, then any person violating the provision is guilty of a Class C misdemeanor and subject to a fine not less than $300 and not to exceed $1,000.

Amends the Illinois Finance Authority Act. In provisions concerning bond authorization and financing limits for clean coal projects, coal projects, energy efficiency projects, PACE projects, and renewable energy projects, provides that the limitations apply to outstanding bonds (instead of issued bonds). Provides that those limitations do not include bonds issued to refund the bonds of the Illinois Finance Authority or bonds of predecessor authorities. Provides that no member, officer, or employee of the Illinois Finance Authority may be in any manner financially interested in any contract or agreement upon which that person may be called to act or vote. Requires those members, officers, and employees to abstain from deliberating or voting on the award or material modification of any contract or agreement in which that person holds a financial interest. Provides that no member, officer, or employee of the Illinois Finance Authority may take or receive, or offer to take or receive, any money or other thing of value as a gift, bribe, or means of influencing that person's vote or action in that person's official capacity. Amends the Public Officer Prohibited Activities Act. Provides that certain provisions do not apply to the members and officers of the Illinois Finance Authority. Makes other changes.

Reinserts the provisions of the introduced bill with the following changes. Replaces references to abortion care services and abortion services with "abortions". Removes provisions concerning rulemaking and disclosure requirements for the Department of Public Health in provisions creating the Abortion Access Fund Grant Program. Requires specified moneys to be remitted to the Department of Insurance (rather than transferred directly to the Abortion Access Fund), and requires all specified moneys remitted to the Department of Insurance to be deposited into the Abortion Access Fund. Makes other changes. Effective immediately.
