Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Department of Public Health shall issue an annual Freestanding Emergency Center license to a facility if the facility complies with specified requirements, except that: (i) the Freestanding Emergency Center may be located in a municipality with a population greater than 50,000 inhabitants and (ii) the Freestanding Emergency Center may, if operated as provider-based under specified federal regulations, describe itself or hold itself out to the general public as a hospital emergency department in its advertising and marketing activities.

Amends the Criminal Code of 2012. Provides that the offense of endangering the life or health of a child, includes leaving a child under 12 years of age unattended. Provides that, for the offense of endangering the life or health of a child, defines "unattended" as either: (1) not accompanied by a person 12 (rather than 14) years of age or older; or (2) if accompanied by a person 12 (rather than 14) years of age or older, out of sight of that person.

Creates the Consumer Data Privacy Act. Sets forth provisions concerning agreements between personal data processors and controllers. Provides for consumer personal data rights, including the right to opt out of the processing of personal data concerning the consumer for purposes of targeted advertising, the sale of personal data, or profiling in furtherance of automated decisions that produce legal effects. Sets forth provisions concerning the responsibilities of controllers; requirements for small businesses; and data privacy and protection assessments. Provides for civil penalties. Preempts home rule. Amends the Freedom of Information Act to make a conforming change. Effective January 1, 2027.

Adds a Failure to Pay for Lodging Part to the Eviction Article of the Code of Civil Procedure. Provides that an occupant who fails to pay the full amount of lodging charges for the rental, usage, or occupation of a room or unit in a hotel when due and who remains on the hotel premises without the consent of the operator is a trespasser and not a tenant. Allows the operator of the hotel to remove the occupant after providing written notice to vacate. Authorizes a peace officer to remove the nonpaying occupant as a trespasser under certain conditions and to arrest the occupant for criminal trespass to real property if the occupant refuses to vacate after the notice. Provides that nothing in the Act may be construed to affect the rights or remedies of an occupant who is a tenant under a lease agreement governed by Illinois landlord and tenant law. Exempts from the definition of "hotel" any facility that provides emergency shelter or emergency housing to persons who are unhoused or unsheltered if (1) a person's admission to the facility is limited to a single overnight stay or is renewable on a daily basis and (2) the facility does not require the payment of any fees by these persons for admission to the facility. Provides that the new provisions do not apply to any occupant placed in a hotel under a government-funded emergency, disaster relief, or transitional housing program under certain conditions. Provides that an operator or employee acting in good faith and in substantial compliance with the Act is not civilly or criminally liable for requesting law enforcement assistance or for the peaceful removal of a nonpaying occupant. Provides that an operator may not remove an occupant until 90 days after its effective date if the occupant is occupying a room or unit in a hotel on the effective date and has failed to pay the full amount of lodging charges when due. Provides that an operator must provide such an occupant written notice of the operator's intent to remove the occupant not less than 30 days before the expiration of that 90-day period. Limits home rule powers. Effective January 1, 2027.

Amends the Illinois Municipal Code. Provides that, if a municipality adopts zoning regulations, then the zoning regulations adopted by the municipality must include a minimum of 5 of 14 specified housing strategies, applicable to the majority of the area where residential development is permitted in the municipality. Provides that, if a municipality has adopted one of the specified housing strategies before the effective date of the amendatory Act, then the housing strategy is considered adopted. Provides that, if a municipality adopts a housing strategy that satisfies 2 or more of the specified housing strategies, then only one strategy may be considered to have been adopted for purposes of compliance with the requirements added by the Amendatory Act.

Amends the Code of Civil Procedure. Provides that an electronic filing system approved by or maintained by the Supreme Court of Illinois, a State agency, or a unit of local government may be used for the filing of documents. Provides that, as soon as reasonably practicable after an electronic filing system receives and files a document, the system shall electronically notify the court, State agency, or unit of local government in which the document was filed of the filing, the person who requested the document to be filed, and the persons and entities on whom the document was served by the system. Provides that the electronic notice is proof of filing and service of that document, and no additional proof of filing or service of that document is required. Provides that proof of service of documents on persons or entities who do not receive service from the electronic filing system shall be as otherwise required by law.

Amends the Illinois Vehicle Code. Provides that only tow truck operators holding a valid current license or registration issued by the Illinois Commerce Commission may obtain registration plates for tow trucks, as long as: (1) each light-duty tow truck is equipped as a self-loader or a flatbed truck; (2) each medium-duty tow truck is equipped as a wrecker, a flatbed or a self-loader or combination truck; and (3) each heavy-duty tow truck or tractor is equipped as a wrecker truck. Provides that upon revocation of any such license or registration issued by the Illinois Commerce Commission, the tow truck operator shall immediately surrender the registration plates to the Secretary of State.

Amends the Workers' Compensation Act. Provides that any corporation, limited liability company, or partnership in the business of selling or transporting goods, or in facilitating or brokering transportation services that contracts with a person or entity engaged in any business or enterprise related to the provision of transportation services, is liable to pay compensation to its own immediate employees in accordance with the provisions of the Act. Makes conforming changes.

Reinserts the provisions of the introduced bill with the following changes. In provisions amending the Illinois Insurance Code, provides that "diagnosis of autism spectrum disorder" includes one or more tests, evaluations, and assessments to diagnose whether an individual has autism spectrum disorder that are prescribed, performed, or ordered by a licensed speech-language pathologist with expertise in diagnosing autism spectrum disorders in children under age 3 (rather than by a licensed speech-language pathologist with expertise in diagnosing autism spectrum disorders). In provisions amending the Illinois Speech-Language Pathology and Audiology Practice Act, makes changes to the requirements necessary for a speech-language pathologist to diagnose autism spectrum disorders. In provisions amending the Illinois Public Aid Code, provides that treatment of autism spectrum disorders through applied behavior analysis shall be covered under the medical assistance program for children diagnosed with autism spectrum disorder when ordered by a speech-language pathologist licensed by the Department of Financial and Professional Regulation so long as the diagnosis by the speech-language pathologist occurs as part of the Illinois Early Intervention Program (rather than covering treatment by applied behavior analysis for children diagnosed with autism spectrum disorder by a speech-language pathologist licensed by the Department). Effective immediately.

Amends the School Code. For websites that are blocked from being accessed by a student on a school-issued electronic device, requires each school board to develop an appeal process by which a student, at the request of the student's parent or guardian, may access a blocked website if the website is reasonably related to the student's education or pursuit of work opportunities during or after high school.

Creates the Social Media Data Clean Slate Act. A social media platform shall provide a clear and conspicuous button that enables a user to delete the user's account that satisfies specified requirements. Provides that the social media platform shall, when the button is clicked, provide a user with the steps necessary to complete an account deletion request, which shall include deletion of the user's personal information. Sets forth additional provisions concerning the account and personal information deletion process. Provides that any waiver of the rights provided under the Act shall be void and unenforceable. Provides that the Attorney General shall adopt rules necessary to implement and enforce the Act. Effective January 1, 2027.

Amends the Illinois Income Tax Act. Creates an income tax credit for a taxpayer who owns, operates, or manages a hotel. Provides that the amount of the credit is equal to 25% of the qualified renovation expenditures incurred during the taxable year, subject to specified limitations. Effective immediately.

Reinserts the provisions of the introduced bill with the following changes. Provides that the Governor shall appoint to the Illinois Early Learning Council (i) a representative of a statewide advocacy organization that represents multiple Head Start and Early Head Start providers and (ii) the State Director of Head Start Collaboration. Removes a provision that requires the Governor to request that the Region V office of the U.S. Department of Health and Human Services' Administration for Children and Families appoint a member to the Council to represent federal children's programs and services.

Amends the Language Equity and Access Act. Makes a technical change in a Section concerning the short title.

Amends the School Code. Requires the State Board of Education to, on or before January 1, 2027, submit a report to the General Assembly regarding the status and availability of agricultural education programs in the State. Effective immediately.
