Amends the Firearm Concealed Carry Act. Provides that the prohibition against a licensee carrying a firearm into any building, parking area, or portion of a building under the control of an officer of the executive or legislative branch of government does not apply to any rest areas under the control of the Department of Transportation or to buildings located in rest areas under the control of the Department of Transportation. Eliminates a provision that a licensee shall not knowingly carry a firearm on any bus, train, or form of transportation paid for in whole or in part with public funds, and any building, real property, and parking area under the control of a public transportation facility paid for in whole or in part with public funds. Eliminates a provision that a licensee shall not knowingly carry a firearm in any public park, athletic area, or athletic facility under the control of a municipality or park district. Effective immediately.

Amends the Unified Code of Corrections. Creates the Tamms Minimum Security Unit Task Force. Provides for membership on the Task Force. Provides that the Task Force shall study the subject of a practical, efficient, and beneficial repurposing of the Tamms Minimum Security Unit and its property for the benefit of the public, including the possibility of providing mental health services, health services, public safety, law enforcement training purposes, fire services, medical training and any other option for repurposing that the Task Force deems appropriate. Provides that each member of the Task Force shall serve without compensation. Provides that the Task Force shall meet 2 times per year or at the call of the Chairperson. Provides that the Department of Corrections shall provide administrative support to the Task Force. Provides that the Task Force shall submit a report to the Governor and the General Assembly on or before December 31, 2027 with its recommendations and is dissolved on January 1, 2028. Repeals these provisions on January 1, 2029. Effective immediately.

Amends the Environmental Protection Act. Creates the PFAS Biosolids Testing and Land Application Standards Title within the Act. Provides that a facility that intends to land apply biosolids in the State must collect and analyze at least one representative sample of finished biosolids for PFAS before land application in each calendar year, with required submission to the Environmental Protection Agency at least 14 days before land application on a farm or parcel of land. Provides that, for biosolids designated as Exceptional Quality (EQ), sampling and submission must be quarterly. Sets conditions for land application pursuant to the results of the PFAS test based on PFAS concentration. Requires written notification to the landowner or person responsible for the land, and retention of records by the facility. Requires the Agency to propose and the Pollution Control Board to adopt rules. Contains findings. Defines terms. Effective immediately.

Amends the Illinois Vehicle Code. Provides that if a person who is convicted of violating a speed restriction is found to have driven a vehicle upon a highway at a speed greater than 100 miles per hour, the court shall order that the person have installed an intelligent speed assistance device in any motor vehicle owned or operated by the person for at least 12 months or for the duration of the license suspension or revocation, whichever is longer. Requires the person to provide proof of installation. Requires the person to request permission to remove the intelligent speed assistance device at the end of the mandated period of use. Provides that the cost of installing and maintaining an intelligent speed assistance device shall be incurred by the person subject to the requirement unless the court or the Secretary of State determines that the person is financially unable to afford the cost, in which case the cost may be waived. Requires the Secretary to create a list of approved intelligent speed assistance devices and a list of service providers that are qualified to install, service, inspect, and remove an approved intelligent speed assistance device. Prohibits a person from tampering with or circumventing an otherwise operable intelligent speed assistance device. Provides that violating the provisions, or assisting another person to violate the provisions, is a Class A misdemeanor. Requires the Secretary to submit a report every 24 months to the Governor and the General Assembly with information about the intelligent speed assistance device mandates. Creates the Indigent Intelligent Speed Assistance Device Fund. Sets forth exemptions for a person who is required to use an intelligent speed assistance device and must drive an employer-owned vehicle in the course of the person's employment duties. Makes a conforming change in the State Finance Act.

Provides that the State shall not expend or invest any public funds in any organization, nonprofit organization, religious organization, or any other entity to be used for conversion therapy. Provides that the State shall not enter into any contract for the provision of conversion therapy. Provides that any contract entered into or renewed after the effective date of the amendatory Act that is used or will be used for conversion therapy shall be void and unenforceable as contrary to public policy. Defines "conversion therapy".

Amends the Hotel Operators' Occupation Tax Act. Defines "hotel marketplace" and "hotel marketplace facilitator". Provides that hotel marketplace facilitators that meet specified tax remittance thresholds are considered to be hotel operators for the purposes of the taxes under the Act. Provides that a marketplace facilitator that is considered a hotel operator is required to remit the applicable taxes under the Act and any local hotel operators' occupation taxes administered by the Department of Revenue on all rentals, leases, or lettings of Illinois hotel rooms made by the hotel marketplace facilitator or facilitated for marketplace hotel operators to guests. Effective July 1, 2026.

Amends the Courses of Study Article of the School Code. Provides that, as a prerequisite to receiving a high school diploma, each pupil entering the 9th grade beginning with the 2028-2029 school year must successfully complete either 2 years of foreign language courses or at least 2 years of coursework that has been authorized by the State Board of Education as meeting the requirements for an approved career and technical education course (rather than requiring the successful completion of 2 years of foreign language courses). Provides that a pupil who satisfies either course requirement is deemed to have satisfied the requirement for one year of music, art, foreign language, career and technical education, or forensic speech. Effective immediately.

Amends the Illinois Income Tax Act. Provides that a taxpayer that incurs qualified infrastructure costs in connection with the sale at a qualified retail motor fuel facility in the State of biodiesel, higher blends of ethanol fuel, and renewable diesel is allowed an income tax credit in an amount equal to 30% of those qualified infrastructure costs. Provides that the credit may not exceed $200,000 per qualified facility and $1,000,000 per taxpayer per taxable year. Effective immediately.

Amends the Adult Protective Services Act. Expands the list of mandated reporters under the Act to include investment advisers and investment adviser representatives as defined in the Illinois Securities Law of 1953, dealers and salespersons as defined in the Illinois Securities Law of 1953, and employees of financial institutions who serve as branch managers or members of the compliance team. Provides that the term "financial institution" is limited to a federally or State-chartered bank, savings bank, savings and loan association, or credit union. Requires the Department on Aging to develop by joint rulemaking with the Department of Financial and Professional Regulation minimum training standards which shall be used by financial institutions for its employees. In provisions granting specified persons with access to Department records concerning reports of financial exploitation and other forms of abuse or neglect, extends such access to: (i) a court appointed executor or administrator (rather than an executor or administrator) of the estate of an eligible adult who is deceased, unless the executor or administrator is the abuser or the alleged abuser; and (ii) any court of competent jurisdiction with a valid court order for an in camera inspection (rather than a probate court with jurisdiction over the guardianship of an alleged victim). In cases where a coroner or medical examiner has reason to believe that an eligible adult has died as the result of abuse, abandonment, neglect, financial exploitation, or self-neglect, requires the Department (rather than the provider agency) to provide the coroner or medical examiner with all records pertaining to the eligible adult as soon as practicable. Provides that the Department, at its discretion, may provide its report records to any professional licensing board or commission, investigatory unit, prosecutorial unit, or similar disciplinary body if any substantiated abuser falls under its purview. Provides that all records not generated by the Department but obtained during the course of an Adult Protective Service investigation or related to an Adult Protective Service case, including, but not limited to, financial records and medical records, shall be confidential and shall not be disclosed except at the Department's sole discretion. Provides that such records may be obtained through intergovernmental agreements with the Department and are exempt from disclosure under the Freedom of Information Act. Requires the Department to establish, by July 1, 2028, a web-based portal to receive alleged or suspected reports of financial exploitation as well as other reports of alleged or suspected abuse, abandonment, neglect, or self-neglect. Amends the Illinois Securities Law of 1953. Provides that dealers, salespersons, investment advisers, and investment adviser representatives may issue an initial transactional hold when they have a reasonable suspicion that a transaction or disbursement from an account of an eligible adult may involve, facilitate, result in, or contribute to financial exploitation of that eligible adult. Grants criminal, civil, and administrative immunity to dealers, salespersons, investment advisers, and investment adviser representatives who hold a transaction in good faith or who contact or elect not to contact an eligible adult's trusted contact person when they have a reasonable suspicion that a transaction or disbursement from the eligible adult's account may involve, facilitate, result in, or contribute to financial exploitation of that eligible adult. Contains provisions concerning the duration of initial transactional holds and extended transactional holds; transactional hold notice requirements; and other matters. Makes conforming changes to the Illinois Banking Act, the Savings Bank Act, and the Illinois Credit Union Act. Effective July 1, 2027.

Amends the Illinois Vehicle Code. Provides that a violation of aggravated driving under the influence of alcohol, other drug or drugs, or intoxicating compounds, or any combination thereof, involving a motor vehicle, snowmobile, all-terrain vehicle, or watercraft accident that results in the death of one person and great bodily harm or permanent disability or disfigurement of one or more other persons is a Class 2 felony punishable by a term of imprisonment of not less than 4 years and not more than 20 years. Provides that the Act may be referred to as Lindsey's Law.

Provides that a person commits disorderly conduct when he or she knowingly transmits or causes to be transmitted in any manner a threat of destruction of a child care institution or day care center building or property, or a threat of violence, death, or bodily harm directed against persons at a child care institution or day care center, a child care institution or day care center function, or a child care institution or day care center event, whether or not the child care institution or day care center is in session. Provides that a violation is a Class 4 felony. Effective immediately.
