Amends the Illinois Identification Card Act. Changes references from "electronic credential" to "mobile identification card". Provides that no relying party, including law enforcement, may take physical possession of a mobile identification card holder's mobile device for purposes of verifying the mobile identification card holder's identity. Amends the Healthy Forests, Wetlands, and Prairies Act. Provides that all grants issued under the Act shall be cost-share grants. Provides that the cost-share approved by the Department of Natural Resources may include in-kind contributions of the applicant. Provides that grants issued under the Act may be used as matching funds for federal grant awards whose purpose is in line with the Act.

Amends the Department of Natural Resources Act. Creates the Illinois State Museum Collection Trust Fund as a nonappropriated trust fund in the State treasury. Provides that the Illinois State Museum Collection Trust Fund shall receive all moneys from the deaccession of objects of scientific, historic, and artistic value in the possession of the State Museum and may receive moneys from other sources. Provides that the moneys in the Fund shall be used by the Department of Natural Resources for the State Museum to purchase and maintain objects for the State Museum. Amends the Illinois Procurement Code. Exempts from specified requirements of the Code expenditures from the Illinois State Museum Collection Trust Fund that are authorized by the Department. Makes other changes.

Amends the Public Utilities Act. In provisions concerning the valuation of water and sewer utilities, provides that a large public utility that acquires a water or sewer utility may recommend that the large public utility adopt the existing rates of the water or sewer utility. Provides that the contractor or subcontractor shall submit evidence of meeting the requirements to be a responsible bidder to the large public utility (rather than water or sewer utility). Provides that the provisions are repealed on June 30, 2038 (rather than June 1, 2028). Provides that a large public utility, in its application to acquire a water or sewer utility or any other application requesting approval of an acquisition of a water or sewer utility, may request that the Illinois Commerce Commission expedite its review and issue an order within an expedited timeframe. Provides that, if, in its application, a large public utility requests an expedited review, the Commission shall issue a ruling approving or denying expedited review within 30 days of the filing of the application if the large public utility provides ample evidence supporting the need for expedited review. Provides that the large public utility, in its application, shall establish evidence that the expedited review is necessary which may include certain factors. Provides that, upon granting expedited review, and subject to the Commission's rules on interlocutory review, the Commission shall issue its final order no later than 5 months after the date the expedited review was granted. Makes other changes. Effective immediately.

Reinserts the provisions of the introduced bill with the following changes. Provides that "physician assistant practice" means the performance of any medical service (rather than any legal medical service) for which the physician assistant has been prepared by the physician assistant's education, training, and experience and is competent to perform as determined through an employment agreement or the credentialing and privileging system of a licensed facility. Provides that no physician assistant shall use the title of doctor, physician, or associate with his or her name or any other term that would indicate to other persons that the physician assistant is a licensed physician (rather than a title or term that would indicate to other persons that he or she is qualified to engage in the general practice of medicine). Provides that no person shall use the title physician assistant, physician associate, PA, PA-C, or any other term that would indicate to other persons that the person is a licensed or board-certified physician assistant unless the person is licensed as a physician assistant under this Act. In a provision concerning continuing education for physician assistant license renewal, provides that continuing education programs shall be relevant to physician assistant practice (rather than shall be in the physician assistant's area of practice) and may be conducted or endorsed by educational institutions, hospitals, professional associations, or other organizations approved to offer continuing education under the Act or rules. Provides that a physician assistant with optimal practice authority may prescribe Schedule II narcotic drugs only in a consultation relationship with a physician. Provides that the consultation relationship shall be recorded on the Prescription Monitoring Program website, pursuant to the Illinois Controlled Substances Act, by the physician and the physician assistant with optimal practice authority, and is not required to be filed with the Department of Financial and Professional Regulation. Provides that at least monthly, the physician assistant with optimal practice authority and the physician must discuss the condition of any patients for whom a Schedule II narcotic drug is prescribed. Provides that the consultation relationship shall provide for physician availability for consultation on complex clinical cases and prescribing decisions, but shall not require the physical presence of the physician or constitute a written collaborative agreement (rather than a supervisory or collaborative agreement). In a provision concerning limitations, removes the prohibition that, pursuant to the Professional Service Corporation Act and the Medical Corporation Act, a person licensed under the Physician Assistant Practice Act of 1987 may not own a corporation for the purposes of practicing medicine. Removes the prohibition that, pursuant to the Professional Limited Liability Company Act, a person licensed under the Physician Assistant Practice Act of 1987 may not own a professional limited liability company for the purposes of practicing medicine. Makes other changes.

Amends the Illinois Income Tax Act. Provides that, for taxable years beginning on or after January 1, 2026, the additional standard exemption for taxpayers who have attained the age of 65 before the end of the taxable year and their spouses is $2,000 (currently, $1,000). Effective immediately.

Amends the Grocery Initiative Act. Provides that the Act also includes grants and financial assistance for mobile farmers markets and online farmers markets. Provides that, in addition to other purposes, the Department of Commerce and Economic Opportunity may award grants under the Act for technology upgrades, including software and point-of-sale systems.

Amends the Counties Code. Provides that any purchase by a county with fewer than 2,000,000 inhabitants, or an elected official in a county with fewer than 2,000,000 inhabitants, including an elected official with control of the internal operations of the office, of services, materials, equipment, or supplies in excess of $60,000 (rather than $30,000), other than professional services, shall be contracted (1) by a contract let to the lowest responsible bidder after advertising for bids in a newspaper published within the county or, if no newspaper is published within the county, then a newspaper having general circulation within the county; (2) by a contract let without advertising for bids in the case of an emergency if authorized by the county board; or (3) by a contract let without advertising for bids in the case of the expedited replacement of a disabled, inoperable, or damaged patrol vehicle of the sheriff's department if authorized by the county board.

Amends the Mental Health and Developmental Disabilities Administrative Act. Requires the Department of Human Services to file an amendment to the Home and Community-Based Services Waiver Program for Adults with Developmental Disabilities that shall include an increase in the rate methodology sufficient to provide for a wage rate of 150% of the statewide, regional, or local minimum wage for services delivered on or after January 1, 2027, for all direct support personnel and all other frontline personnel who are not subject to the Bureau of Labor Statistics' average wage increases and who work in residential and community day services settings. Provides that for services delivered on or after January 1, 2027, the rates shall include adjustments to employment-related expenses as defined by rule by the Department. Requires the Department to adopt rules, including emergency rules, to implement the rate increases. Contains provisions on benchmark rates for therapy and counseling for adults with intellectual and developmental disabilities; tiered rates for community day services; community integration supports for community day services; and benchmark rates for CILA transportation cost and for the supported employment program for adults with intellectual and developmental disabilities. Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to submit a Title XIX State Plan amendment to the federal Centers for Medicare and Medicaid Services that shall include an increase in the rate methodology sufficient to provide for a wage rate of 150% of the statewide, regional, or local minimum wage for services delivered on or after January 1, 2027, for all direct support personnel and all other frontline personnel at ID/DD and MC/DD facilities. Provides that the State Plan amendment shall provide wage increases for all residential non-executive direct care staff. Effective immediately.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that for dates of service starting January 1, 2027, reimbursement calculations and direct payments for services provided by facilities licensed under the ID/DD Community Care Act are the responsibility of the Department of Healthcare and Family Services. Provides that appropriations for facilities licensed under the ID/DD Community Care Act must be shifted from the Department of Human Services to the Department of Healthcare and Family Services. Provides that nothing in the amendatory Act shall prohibit the Department of Healthcare and Family Services from paying more than the rates specified in the amendatory Act. Provides that nothing in the amendatory Act shall affect certain reporting requirements under the ID/DD Community Care Act.

Reinserts the provisions of the introduced bill with the following changes. Adds definitions of the terms "construction industry", "employee", and "employer". Makes changes in provisions that establish sanitary safety standards for construction workers who menstruate, express milk, or both. Adds provisions that make it unlawful for an employer to take retaliatory actions or to use a request for an accommodation under the Act as the basis for an adverse employment action. Makes changes in provisions concerning penalties. Specifies that an employer that in good faith provides menstrual products in sealed packaging for employee use as required under the Act shall not be liable in any civil action for injuries resulting from the use of the product, except for willful or wanton conduct by the employer. Provides that the amendatory Act takes effect January 1, 2027 (rather than immediately).

Amends the Firearm Owners Identification Card Act. Provides that a person who has had the person's Firearm Owner's Identification Card revoked or denied under certain provisions because the person was a patient in a mental health facility shall not be permitted to obtain a Firearm Owner's Identification Card, after the 5-year period has lapsed, unless the person has received a mental health evaluation by a licensed clinical mental health professional (rather than a physician, clinical psychologist, or qualified examiner as those terms are defined in the Mental Health and Developmental Disabilities Code). Provides that the person receiving a mental health evaluation shall share all collateral records with the licensed clinical mental health professional making the certification and shall attest that all collateral records have been provided before the evaluation. Provides that the licensed clinical mental health professional shall attest that the licensed clinical mental health professional has requested, received, reviewed, and considered all of the person's collateral records in making the licensed clinical mental health professional's determination that the person is not a clear and present danger to self or others. Provides that the licensed clinical mental health professional shall identify the types of collateral records received. Requires the licensed clinical mental health professional to make all reasonable attempts to obtain collateral records, and, if no collateral records are obtained, requires the licensed clinical mental health professional to document the efforts used to obtain such collateral records. Provides that the results of the mental health evaluations that are performed on or after the effective date of the amendatory Act shall be transmitted to the Illinois State Police. Defines terms.

Reinserts the provisions of the introduced bill with the following changes. Provides that, on or before August 1, 2027, each higher education institution shall update its comprehensive policy to ensure compliance with the amendatory Act. Requires each higher education institution to act in accordance with its comprehensive policy. Provides that, beginning August 1, 2027, any party that is aggrieved by the failure of a higher education institution to respond to conduct that violates the higher education institution's comprehensive policy or the substantial failure of a higher education institution to act in accordance with its comprehensive policy may bring a civil lawsuit. Provides that the lawsuit must be brought no later than 7 years after the alleged violation of the comprehensive policy or 7 years after the date the aggrieved party becomes aware of the alleged violation, whichever is later. Provides that a higher education institution may consolidate complaints by a complainant against more than one respondent or by more than one complainant against one or more respondents if the allegations arise out of the same facts or circumstances and if the higher education institution provides the complainant with a timely written notice of its intent to consolidate and offers the complainant a reasonable opportunity to respond. Changes references to "protective measures and accommodations" to references to "protective and supportive measures". Provides that each request for protective and supportive measures must be evaluated on an individualized basis to determine the reasonableness of the request, and, if the original request is determined to be unreasonable, the higher education institution must consider alternative reasonable protective and supportive measures to address the party's needs. Removes provisions concerning a cause of action under the Act and the relief to which a prevailing survivor is entitled. Makes other changes. Effective July 1, 2027.
