Amends the Illinois Controlled Substances Act. Makes structural and other changes to the list of controlled substances. Adds xylazine as a Class III controlled substance. Provides that notwithstanding the scheduling of xylazine as a Schedule III controlled substance, xylazine shall not be considered a controlled substance when: (1) used by licensed Illinois veterinarians dispensing or prescribing for, or administering to, a nonhuman species of a drug containing xylazine that has been approved by the U.S. Food and Drug Administration; (2) used by licensed Illinois veterinarians dispensing or prescribing for, or administering to, a nonhuman species that is permissible under the Federal Food, Drug, and Cosmetic Act; (3) manufactured, distributed, or used as an active pharmaceutical ingredient for manufacturing an animal drug approved under the Federal Food, Drug, and Cosmetic Act; (4) used by a licensed certified euthanasia technician employed by a certified euthanasia agency; or (5) used by a wildlife biologist engaged in legal or authorized fieldwork under the indirect supervision of a veterinarian. Defines "isomer". Effective January 1, 2027.

Amends the Illinois Dental Practice Act. Makes changes concerning the definition of "patient of record", both for the Act and for the provisions concerning teledentistry. Defines "synchronous". Specifies that a dentist may delegate dental services using teledentistry to an Illinois-licensed dental hygienist. Provides that a dental hygienist may perform oral prophylaxis procedures; may apply fluoride treatments, but not any product used for the remineralization of teeth, including, but not limited to, silver diamine fluoride; and may process x-rays, as ordered by the supervising dentist, on a patient of record if an Illinois-licensed dentist has examined, diagnosed, and authorized such procedures using synchronous systems. Provides that a person is limited to 2 oral prophylaxis procedures performed by a licensed dental hygienist using teledentistry until an in-person examination by a licensed dentist has been completed. Provides that local anesthetics and nitrous oxide may not be used during an oral prophylaxis procedure in a teledentistry service by a dental hygienist. Sets forth requirements for the informed consent form. Provides that an initial screening may only be provided using teledentistry by an Illinois-licensed dentist to assess suitability of the patient for treatment at a dental facility or for certain conditions that present immediate harm or discomfort to the patient for which treatment cannot be postponed. Provides that a provider of dental services rendering care or providing a screening through teledentistry (instead of rendering emergent care or conducting an initial consultation through teledentistry) must direct the patient to receive appropriate in-person care after the provision of teledentistry services. Provides that an initial examination may be provided using teledentistry but shall only be conducted for the purpose of providing a consultation for specific services or for treating or assessing acute pain, infection, injury, or any intraoral or perioral condition that presents immediate harm or discomfort that cannot be postponed. Provides that an initial examination for new patients, excluding patients seeking orthodontic, sleep apnea, or snoring treatment or the functional and cosmetic replacement or treatment of teeth, may be conducted through teledentistry. Provides that an initial examination for orthodontia, sleep apnea, or snoring treatment or the functional and cosmetic replacement or treatment of teeth shall be performed in person only. Provides that in-person clinical examination shall be performed immediately before providing or authorizing services or treatments to patients that are not reversible or that otherwise result in an increased risk to the patient. Provides that, for ongoing dentist-patient relationships, dentists shall direct patients to be seen in person at least annually. Provides that nothing in the provisions shall be construed to expand the scope of practice for dental hygienists or establish independent hygiene practice. Makes other changes.

Amends the Pharmacy Practice Act. Provides that prescriptions for drugs in Schedules II, III, IV, and V (rather than Schedules III, IV, and V controlled substances) of the Illinois Controlled Substances Act may be transferred only once and may not be further transferred, consistent with federal regulations concerning the prescription, administering, and dispensing of controlled substances. Provides that upon a patient's request, a pharmacy must transfer the prescription to another pharmacy, including Schedule II controlled substances, if the prescription has been received but not yet filled. Provides that the transfer is not required if: (1) the prescriber prohibits transfer in writing on the prescription and documents a clinical reason prohibiting transfer on the prescription; or (2) the transfer is otherwise prohibited by federal law. Provides that transfers may occur electronically or by facsimile when permitted by federal law, and a licensed pharmacy technician may perform the transfer if delegated by a pharmacist. Amends the Illinois Controlled Substances Act. Provides that a prescriber shall not be required to issue prescriptions electronically: (1) prescriptions issued prior to January 1, 2028 that may need to be filled outside of typical retail pharmacy operating hours; or (2) prescriptions issued prior to January 1, 2028 that may be difficult to obtain because the prescriber knows of drug shortages or pharmacy inventory limitations.

Amends the Illinois Vehicle Code. Prohibits a person from driving or being in actual physical control of any vehicle within the State while the person has, within 2 hours of driving or being in actual physical control of a vehicle, a tetrahydrocannabinol concentration in the person's whole blood or other bodily substance, unless extenuating circumstances exist preventing the transportation of the driver from the scene to an authorized location where blood can be drawn due to the medical condition of the driver or safety issues at the accident location, but in no event shall the period exceed 3 hours after driving or being in actual physical control of a vehicle. Removes language providing that the 2-year time limit does not apply to the lawful consumption of cannabis by a qualifying patient who is in possession of a valid registry card, unless that person is impaired by the use of cannabis.

Amends the Toll Highway Act. Requires the Illinois State Toll Highway Authority to establish an option to pay with tangible legal United States currency at every toll plaza and toll location point.

Amends the Illinois Income Tax Act. Creates an income tax credit for taxpayers who are employed as an early childhood teacher or an early childhood assistant during the taxable year and who have a federal adjusted gross income for the taxable year of $75,000 or less. Provides that, for taxable years beginning on January 1, 2026 and beginning before January 1, 2027, the amount of the credit is $1,000. Provides that, for subsequent taxable years, the credit amount shall be adjusted by the percentage increase, if any, in the Consumer Price Index for the preceding calendar year. Effective immediately.

Amends the Environmental Protection Act. In provisions establishing greenhouse gas emission reduction deadlines and requirements for electric generating units and large greenhouse gas-emitting units that use gas as a fuel, that are not public GHG-emitting units, and that are located within a specified distance of an equity investment eligible community, specifies that the equity investment eligible community must have been designated by the Restore, Reinvest, and Renew Program Board as of January 11, 2024 and must be located in an R3 Area established under the Cannabis Regulation and Tax Act.

Creates the Transit-Oriented Overlay and Opportunity Retail Integration Zoning Act. Provides that the area located within a one-mile radius of a transit-oriented development is an ORI zone. Provides that the ORI zone is created automatically by operation of law. Provides that, if a conflict exists between the provisions of the ORI zone and a county or municipality, then the provisions of the ORI zone shall control. Provides that, within the ORI zone, the following uses shall be permitted by right: (1) retail, restaurant, and personal service establishments; (2) office, professional, medical, and administrative uses; (3) residential uses of all types, including single-family, multifamily, and mixed-use residential; (4) light manufacturing, research and development, storage warehousing, maker spaces, and innovation or technology-oriented industrial uses that do not involve heavy industrial processes; (5) institutional, educational, cultural, and governmental uses; (6) lodging and hospitality uses; (7) structured and accessory parking facilities; and (8) any other substantially similar use. Provides that a county or a municipality may enforce objective development standards applicable within the ORI zone. Provides that, if a county or municipality does not approve a proposal for a development in an ORI zone for a use that is permitted within an ORI zone within 90 days after receiving the application for the project, then the development proposal is deemed approved. Limits home rule powers. Effective January 1, 2026.

Creates the Prohibition on Bots Purchasing Tickets Act. Provides that a person shall not use or create a bot or employ any other method to: (1) purchase tickets in excess of posted limits for an online ticket sale; (2) use multiple Internet protocol addresses, multiple purchaser accounts, or multiple email addresses to purchase tickets in excess of the posted limit for any single online ticket sale; or (3) circumvent or disable an electronic queue, waiting period, pre-sale code, or other sales volume limitation system associated with an online ticket sale. Provides for enforcement by the Attorney General. Amends the Ticket Sale and Resale Act. Prohibits a ticket resale marketplace or ticket reseller from using a name, graphic, logo, image, or other intellectual property of, or stating or implying that the ticket resale marketplace or ticket reseller is affiliated with, an artist, team, event venue, or event organizer without express written consent. Provides that an operator of a venue or ticket issuer shall disclose the number of tickets for an event that are withheld from sale any time it offers tickets for that event for sale.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a consumer may opt out of the processing of personal data for the purpose of targeted advertising by submitting a request using the methods specified in a data processing controller's privacy notice. Sets forth the requirements of a controller's privacy notice. Provides that, if a controller processes personal data for purposes of targeted advertising or sells personal data to third parties for targeted advertising, the controller shall disclose the processing or sale in a privacy notice and provide access to a clear and conspicuous method outside the privacy notice for a consumer to opt out of the processing or sale. Makes other changes. Effective January 1, 2028.

Amends the Cemetery Oversight Act. In provisions concerning the Cemetery Relief Fund, provides that the Fund shall be used by the State Comptroller (instead of the Department of Financial and Professional Regulation) solely for the purpose of providing reimbursements (instead of grants) to units of local government, to cemeteries registered with the State Comptroller, and to not-for-profit organizations to clean up cemeteries that have been abandoned or neglected, are at risk of going into receivership, insolvency, or being abandoned, or are otherwise in need of additional care. Provides that, in the event there is a structural surplus in the Cemetery Oversight Licensing and Disciplinary Fund, the Department may transfer (instead of expend) moneys out of the Cemetery Oversight Licensing and Disciplinary Fund for the reimbursements.

Amends the Fair Contracting for Health Care Practitioners Act. Provides that, except as otherwise provided, a covenant not to compete entered into on or after the effective date of the Act is deemed contrary to the public policy and is void and unenforceable by an employer. Provides that an employer may enforce a covenant not to compete if the length of the covenant not to compete is no more than one year, provided that the health care practitioner was not dismissed by the employer. Sets forth provisions concerning the scope of the Act. Effective January 1, 2027.

Amends the Environmental Protection Act. In provisions regarding the regulation of greenhouse gases, defines "heat rate" as the gross amount of energy used by an electric generator or power plant, expressed in British thermal units (Btus), to generate one kilowatt hour (kWh) of electricity, as measured using a 12-month average. In provisions regarding electric generating units and large greenhouse gas-emitting units that have a heat rate greater than or equal to 7,000 Btus/kWh, requires each EGU and large GHG-emitting unit, by no later than January 1, 2035, to reduce its COe emissions by at least 50% from its existing COe emissions as measured using a 12-month gross average in 2034.

Appropriates $5,000,000 from the General Revenue Fund to the Illinois Arts Council for grants to public radio and television stations and related administrative expenses under the Public Radio and Television Grant Act. Effective July 1, 2026.

Amends the Toll Highway Act. Modifies powers of the Illinois State Toll Highway Authority in regard to: the appointment of attorneys (rather than assistant attorneys) for the Authority, who shall be under the control, direction, and supervision of the Authority (rather than the Attorney General); and the retention of special counsel, who shall be subject to the control, direction, and supervision of the Authority (rather than the Attorney General). Effective January 1, 2027.
