Amends the Bingo License and Tax Act. Allows a volunteer who is not a paid bona fide member of the sponsoring organization to participate in the management or operation of bingo. Increases the maximum price for a single card to $1.79 (instead of $1).

Amends the Counties Code and the Illinois Municipal Code. Provides that coroners are first-responders for the purposes of provisions requiring a county that is a self-insurer for purposes of providing health insurance coverage for its employees to include mental health counseling for any county employee who is a first responder without imposing a deductible, coinsurance, copayment, or any other cost-sharing requirement on the coverage provided.

Amends the Assisted Living and Shared Housing Act. Provides that the comprehensive assessment of a patient prior to the patient's admission to an establishment shall be completed by a physician or a nurse practitioner or physician assistant. In provisions concerning licensure of an establishment, changes education requirements for the full-time director of an establishment. Makes changes to the definition of "medication administration" in provisions concerning service requirements. Provides that a licensed health care professional may be employed (instead of may not be employed) by the owner or operator of the establishment, its parent entity, or any other entity with ownership common to either the owner or operator of the establishment or parent entity, including, but not limited to, an affiliate of the owner or operator of the establishment, if the resident chooses to utilize the services of the licensed health care professional working within the scope of the professional's practice. Sets forth provisions concerning an emergency plan and disaster preparedness. Provides that incidents must be reported to the Department of Public Health within 24 hours after the incident or by the end of the next business day. Provides that staff in an establishment may be trained to assist in a nonemergency lift of a resident. Provides that repeated technical infractions by an establishment within a calendar year may result in a Type 3 violation.

Amends the Illinois Highway Code. Allows a unit of local government to place a pavement marker on any highway, street, or road to mark the location of a fire hydrant or water supply on the side of the highway, street, or road near the fire hydrant or water supply. Provides that the blue pavement markings shall consist of a 4-inch square. Prohibits a unit of local government from placing a pavement marker on a highway unless it first obtains an encroachment permit from the agency having jurisdiction over the highway.

Amends the Natural Resource Restoration Trust Fund Act. Provides that the Department of Natural Resources shall establish the Natural Resource Restoration Trust Grant Program to make grants to applicants for the restoration or replacement of injured or damaged natural resources resulting from claims pursued under the laws of the United States, the laws of this State, other statutory laws, or common law. Provides that the following entities may apply for grants under the Act: (i) units of local government; (ii) soil and water conservation districts; (iii) area-wide agencies, including counties, regional planning agencies, or both; (iv) nonprofit organizations; (iv) public or private institutes of higher education; (v) port authorities; and (vi) federally recognized tribes. Provides that the Department shall issue grants if (i) the requested grant complies with the purpose for which the Department was to provide funds and is subject to the requirements of all applicable court orders and (ii) the grant complies with the criteria established by administrative rule for the issuance of the grant. Provides that grants shall not be awarded to a grantee that is responsible for the pollution event that is the subject or basis for the issuance of the grant. Effective July 1, 2027.

Amends the Public Utilities Act. Requires the Illinois Commerce Commission to establish a process for the review of disposal fees, fuel surcharges, and other fees imposed by the owners and operators of sanitary landfills for the disposal of solid waste to ensure that the fees are just and reasonable. The Commission shall adopt any rules necessary to administer the provisions of this Section.

Amends the Illinois Drainage Code. Provides that each commissioner of a drainage district shall receive for the commissioner's services either (i) a sum not to exceed $30 per day for each day the commissioner is actually engaged in the business of the commissioner's office or (ii) a fixed monthly payment in an amount that is set by the county board and that does not exceed $30 multiplied by the number of business days in the applicable month (rather than a sum not to exceed $30 per day for each day the commissioner is actually engaged in the business of the commissioner's office).

Amends the Unified Code of Corrections and the Code of Civil Procedure. Restores language (which was deleted by Public Act 101-235) providing that committed persons shall be responsible to reimburse the Department of Corrections for the expenses incurred by their incarceration at a rate to be determined by the Department. Effective immediately.

Amends the Illinois Income Tax Act. Creates the Welcome Home Illinois tax credit. Provides that each taxpayer who is a first-time homebuyer of a principal residence in the State during the taxable year is entitled to an income tax credit in an amount equal to $500. Effective immediately.

Amends the Illinois Power Agency Act. In provisions concerning the Planning and Procurement Bureau, provides that the Illinois Power Agency shall conduct an initial energy storage procurement that results in electric utilities that served more than 300,000 customers in the State as of January 1, 2019 contracting for at least 1,038 megawatts of cost-effective stand-alone energy storage systems, excluding hydrogen batteries, that can achieve commercial operation on or before December 31, 2029 or an alternative date proposed by the Agency that is no later than December 31, 2030. Amends the Counties Code. In provisions concerning energy storage systems, provides that a county may require an energy storage facility to comply with the version of NFPA 855 "Standard for the Installation of Stationary Energy Storage Systems", or, for hydrogen batteries, the version of NFPA 853 "Standard for the Installation of Stationary Fuel Cell Power Systems", in effect on a certain date. Provides that a facility owner's decommissioning plan may include all requirements for decommissioning plans in NFPA 855 or NFPA 853 for hydrogen batteries. Amends the Public Utilities Act. In provisions concerning net electricity metering, provides that each electricity provider shall modify its tariffs to allow net metering for an energy storage system, except for hydrogen batteries, or vehicle storage system energized after a certain date with a nameplate capacity of not more than 5,000 kilowatts. In provisions concerning distributed generation rebates, provides that an energy storage system, except for hydrogen batteries, whether or not paired with distributed generation, shall be separately compensated at a base payment of $300 per kilowatt-hour of nameplate capacity until the threshold date. Provides that, after the threshold date, a stand-alone energy storage system, except for hydrogen batteries, shall be compensated with a rebate of $250 per kilowatt-hour of nameplate capacity. In provisions concerning the resolution of disputes between facility owners and units of local government related to the siting of qualified energy facilities, provides that an energy storage system, except for hydrogen batteries, shall be in compliance with provisions of the Counties Code concerning energy storage systems. Makes other changes.

Amends the Illinois Power Agency Act. Establishes the data center self-direct program to allow for customers taking service under the data center tariff to receive a reduction in the charges collected for the procurement of renewable energy resources. Provides that the reduction in charges available to the customer shall increase based on the energy or capacity value of the new additive clean energy generation's contribution pursuant to the specified requirements. Provides that the Illinois Power Agency may require that participating customers provide annual reports related to facility operation and performance, customer electricity consumption and load profiles, and other information as necessary. Amends the Public Utilities Act. On and after January 1, 2027, requires all data centers operating within the State and discharging water to a wastewater treatment plant to identify likely pollutants in the data center's water discharges to monitor the data center's water discharges for the likely pollutants and to maintain data on the pollutant levels in water discharges. Requires the Environmental Protection Agency to analyze and assess all data center water pollutant discharge level disclosure data. On and after January 1, 2027, requires all data centers operating within the State to maintain water consumption data to submit annual disclosures of the data center's water usage to the Department of Natural Resources. Requires the Department of Natural Resources to make an aggregated and anonymized form of data disclosed to it available on a publicly accessible website. Provides that data centers that fail to comply with any disclosure requirements under the Act may be subject to fines of up to $10,000 per violation. Requires the Department of Natural Resources and the Illinois Commerce Commission to adopt implementing rules. Requires a specified electric utility to, no later than 90 days after the effective date of the amendatory Act, make a filing with the Commission that proposes revenue-neutral tariff changes, which shall present the Commission with an opportunity to suspend the tariffs and consider revenue-neutral tariff changes related to rate design. Amends the Water Use Act of 1983. Makes changes in provisions concerning water conflict resolution and groundwater emergency restrictions. Sets forth requirements for data centers under the Act. Makes other changes. Effective immediately.

Creates the Illinois Hemp Act. Prohibits the sale, distribution, manufacture, or production of hemp products without authorization or required licensing. Provides for penalties and recalls, as well as enforcement under the Consumer Fraud and Deceptive Business Practices Act. Creates the Illinois Hemp Regulatory Fund. Dissolves the Industrial Hemp Regulatory Fund. Limits home rule powers. Amends various Acts, including the Department of Professional Regulation Law, the Criminal Identification Act, the State Finance Act, the Illinois Procurement Code, and various tax Acts, to make conforming and technical changes related to cannabis and hemp taxation and regulation. Amends the Compassionate Use of Medical Cannabis Program Act. Makes changes in provisions concerning definitions, patients and caregivers, confidentiality, dispensing organizations, identification cards, and taxes. Adds references to infuser organizations. Repeals provisions concerning the Social Equity Justice-Involved Medical Lottery. Amends the Cannabis Regulation and Tax Act. Updates definitions and modifies provisions regarding social equity loans and grants, possession limits, age restrictions, licenses, operational requirements, penalties, laboratory testing, confidentiality, and taxes. Authorizes the Department of Financial and Professional Regulation to issue or update medical and adult-use dispensing organization licenses and to issue cease and desist orders. Eliminates the repeal date for the Community College Cannabis Vocational Program. Requires warning labels for medical cannabis and repeals certain cultivator and craft grower tax provisions. Amends the Industrial Hemp Act, changes definitions and requirements, and provides for the repeal of the Act. Makes related changes to the Illinois Vehicle Code, the Cannabis Control Act, and the Tobacco Accessories and Smoking Herbs Control Act. Amends the Consumer Fraud and Deceptive Business Practices Act. Incorporates violations of the Illinois Hemp Act and related cannabis provisions. Makes other changes. Effective immediately, except that creation of the Illinois Hemp Act and repeal of the Industrial Hemp Act take effect November 12, 2026.
