Creates the Custody Relinquishment Prevention Involving Children with Developmental Disabilities Act. Provides that the Act establishes a pathway for families on the verge of seeking services for their child's developmental disability through relinquishment of parental custody to the Department of Children and Family Services, despite the absence of abuse or neglect, to receive services through the appropriate State child-serving agency. Requires the Department of Children and Family Services, the Department of Human Services, the Department of Healthcare and Family Services, the Illinois State Board of Education, the Department of Juvenile Justice, and the Department of Public Health to enter into an interagency agreement for the purpose of preventing children and youth with developmental disabilities who are not otherwise abused or neglected from entering the custody or guardianship of the Department of Children and Family Services solely for purposes of receiving specialized services and supports to address the child's or youth's needs. Provides that under the interagency agreement, the listed agencies shall establish an interagency clinical team to review cases of children and youth with developmental disabilities who live at home with their families and are at risk of relinquishment, and to connect the child or youth and his or her family with the appropriate services, treatment, and support to prevent custody relinquishment to the Department of Children and Family Services. Contains provisions on what issues must be addressed in the interagency agreement; annual outcomes and data reports to the General Assembly; and other matters. Requires the listed agencies to adopt rules providing that any employee of that Department who encourages a parent, guardian, or other responsible adult to relinquish custody of a child with a developmental disability solely to access specialized services and supports through the appropriate State child-serving agency, despite the absence of abuse or neglect, is subject to termination.

Reinserts the provisions of the introduced bill with the following changes. Deletes provisions regarding statements of unresponsiveness by the Joint Committee on Administrative Rules. Provides that the Joint Committee on Administrative Rules may agree to a second extension of the second notice period for a period not to exceed 45 days. Specifies that this additional second notice period is not to be used for calculating the one-year deadline for specified rulemaking actions. Effective immediately.

Amends the Illinois Insurance Code. Provides that a health insurance issuer that delivers, issues for delivery, or renews in this State a health insurance policy shall not discriminate with respect to participation under the health insurance policy against a health care professional who is acting within the scope of the health care professional's license or certification under applicable State law. Provides that a health insurance issuer is not required to contract with any health care professional willing to abide by the terms and conditions for participation established by the health insurance issuer. Provides that a health insurance issuer is not prohibited from establishing varying reimbursement rates based on quality or performance measures.

Creates the Local Government Essential Services Act. Defines "emergency medical services". Provides that emergency medical services shall be deemed an essential service in the State. Provides that the governing body of each municipality and county in the State shall ensure the availability of emergency medical services to provide for the needs of its population. Provides that the governing body of each municipality and county may provide emergency medical services by (1) providing a license or franchise to a private company; (2) contracting with a public, private, or nonprofit entity for emergency medical services; (3) entering into agreements with other units of local government; or (4) entering into agreements with hospitals, clinics, or any medical facility.

Amends the Illinois Vehicle Code. Provides that the description of a vehicle in a certificate of title for a specially constructed vehicle containing a motor shall state how the vehicle was constructed, including the origin, make, model, year, and identification numbers of the major component parts used to construct the specially constructed vehicle.

Amends the State Universities Article of the Illinois Pension Code. Provides that "stakeholder" includes any organization that is a nonprofit organization that represents or serves at least 10% of either participants or annuitants of the System and whose primary purpose is as a membership organization serving either participants, annuitants, or both. Provides that the Board of Trustees of the System shall make an annual report available to stakeholders that includes a list of: (1) the name of each annuitant, the annuitant's last employer, and the zip code associated with the annuitant's address on file; and (2) the name of each active participant, the participant's current employer, and a zip code associated with the participant's address on file. Requires the report to be delivered electronically to stakeholders on August 1 of each year.

Amends the Video Gaming Act. Provides that an applicant or licensee is not in violation of the Act or certain Illinois Gaming Board rules and shall not be subject to disciplinary action, delay of any Board consideration, or denial of any license for operating a gaming device if operation of the gaming device is in compliance with, and not considered gambling under, the Criminal Code of 2012. Removes language providing that nothing shall be deemed to prohibit the use of a game device only if the game device is used in an activity that is not gambling under the Criminal Code of 2012. Provides that of the tax collected on net terminal income, 80.84% (rather than 83.7%) shall be deposited into the Capital Projects Fund and 17.16% (rather than 14.3%) shall be deposited into the Local Government Video Gaming Distributive Fund. Repeals a provision regarding the prohibition of video gaming by political subdivisions. Amends the Criminal Code of 2012. Provides that a gambling offense involving a vending or other electronic machine or device, is a Class 4 felony. Makes other and conforming changes.

Amends the Sports Wagering Act. Specifies that, for purposes of the Act, the term "sports event" includes any awards show. Provides that "awards show" means the Emmy Awards Show, the Grammy Awards Show, the Academy Awards Show, the Tony Awards Show, or any other live competition or talent contest. Grants rulemaking and emergency rulemaking powers to the Illinois Gaming Board to authorize wagering on awards shows. Amends the Illinois Administrative Procedure Act to make conforming changes. Effective immediately.

Amends the Property Tax Code. Provides that a homestead exemption is granted for property that (i) is located in a county with 1,000,000 or more inhabitants and (ii) is owned and occupied as a principal residence during the taxable year by a qualified municipal worker. Provides that the amount of the homestead exemption shall be a reduction from the equalized assessed value of the property in an amount equal to 5% of the equalized assessed value of the property. Effective immediately.

Creates the Home Construction Cost Reduction Act. Provides that the Act shall only apply to single-family homes. Provides that municipalities may not prohibit factory-built, single-family homes that comply with (1) a national building safety code; (2) rules adopted by State agencies that satisfy the requirements of the Act; and (3) all local architectural, aesthetic, and design standards applicable to site-built homes in the same district. Provides that a State agency may not impose requirements on home construction that are inconsistent with any national building safety code unless the State agency provides (i) a housing cost impact statement; (ii) a compelling public safety concern that would be addressed by the additional requirements; and (iii) notice to the General Assembly in the manner specified in the Act. Provides that each housing cost impact statement shall include (1) an estimate, in dollars, of how the proposed rule would increase the cost to construct a single-family home or factory-built home; (2) an estimate of how the proposed rule would increase the time required to construct a single-family home or factory-built home; (3) a description of how the proposed rule deviates from national building safety codes; (4) whether a lower-cost compliance alternative to the proposed rule exists; and (5) whether the requirements of the proposed rule would disproportionately affect rural or low-income homebuyers. Provides that a rule adopted after the effective date of the Act without a housing cost impact statement is void. Provides that, if a State agency fails to approve or deny a construction-related permit within 45 days, then the permit is deemed approved. Provides that the State shall waive all State-level permitting, inspection, and plan review fees for the construction of starter homes. Provides that a State agency may not increase any permitting, inspection, or plan review fee applicable to the construction of single-family homes for 5 years following the effective date of the Act. Provides that, on or before January 31 of each year, the Department of Commerce and Economic Opportunity shall submit a written report containing specified information to the General Assembly. Provides that the Act is repealed 5 years after the effective date of the Act. Effective immediately.

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that notwithstanding any other law or rule to the contrary, a State-operated developmental center funded, certified, or licensed by the Department of Human Services shall readmit, upon request, any former resident who transferred to and currently receives services at a licensed community-integrated living arrangement, if the former resident consents or if the former resident has a guardian with placement authority and that guardian consents based on a determination that the former resident's medical needs cannot be met by the program of services administered by the community-integrated living arrangement. Effective immediately.

Amends the Higher Education Student Assistance Act. Provides that the Post-Master of Social Work School Social Work Professional Educator License scholarships may also be known as School Social Work scholarships. Includes, as a qualified applicant subject to meeting the other requirements, (i) a person who is pursuing a clinical social work license or social work license and (ii) a person who will obtain a master's degree in social work from an approved program before enrolling the academic program that the scholarship would support. Allows scholarships to be applied to the payment of tuition and mandatory fees at a private, not-for-profit institution of higher education in the State that prepares students to obtain an Illinois Professional Educator License with an endorsement in School Social Work. Provides that a scholarship for a recipient attending a private, not-for-profit institution shall not exceed the maximum grant payable to a student enrolled in the most expensive comparable program of study at a public university in the State. Effective July 1, 2026.

Amends the Illinois Power Agency Act. In provisions concerning colocation of photovoltaic community renewable generation projects, changes references from "community renewable generation project" to "photovoltaic community renewable generation project" and "community solar projects" to "photovoltaic community renewable generation projects". Requires a project labor agreement for the new construction of certain facilities related to community-driven community solar projects. In a provision applying prevailing wage requirements to facilities for which a renewable energy credit delivery contract is signed, removes an exception for multi-family residential buildings with aggregate geothermal system tonnage, including colocated projects, of no more than 29 tons. Amends the Energy Transition Act. Provides that the Department of Corrections and the Department of Commerce and Economic Opportunity shall jointly develop activities to support the recruitment of eligible candidates to the Illinois Climate Works Preapprenticeship Program. Provides that the activities shall include coordinating on sharing with community-based providers the contact information of persons preparing to be released into the community, including names, addresses, phone numbers, and email addresses, if the person preparing to be released consents to the person's contact information being shared. Makes other changes.

Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Department of Public Health shall allow for an alternative rural staffing model for vehicle service providers that serve a rural or semi-rural population of 10,000 or fewer inhabitants and exclusively use volunteers, paid-on-call, or part-time employees, or a combination thereof (now, the use of part-time employees is not an option). Effective immediately.

Amends the State Finance Act. Creates the Local Road Use Fund. Provides that moneys in the fund shall be used exclusively for local transportation-related purposes, including, but not limited to, costs for construction, maintenance, repair, and betterment of highways, roads, streets, and bridges. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. In provisions concerning the apportionment of moneys in the Road Fund, provides that 85% of the moneys shall be apportioned into the Public Transportation Fund, 10% of the moneys (rather than 15% of the moneys) shall be apportioned into the Downstate Public Transportation Fund, and 5% of the moneys shall be apportioned into the Local Road Use Fund.
