Provides that Act may be referred to as the Guardianship Advocacy in Litigation Act (the GAIL Act). Amends the Probate Act of 1975. Makes a technical change in a Section concerning contesting the admission of a will to probate.

Specifies that the amendatory Act may be referred to as the Reducing Expenses and Advancing Local (REAL) Housing Act. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Middle Housing Incentive Program. Amends the Department of Labor Law of the Civil Administrative Code of Illinois. Authorizes the Department to establish workforce development initiatives. Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Extends the Veteran Property Tax Relief Reimbursement Pilot Program to July 1, 2030 (rather than July 1, 2028). Describes administrative responsibilities of the Department. Amends the State Finance Act. Creates the Veterans Property Tax Relief Reimbursement Pilot Program Fund and the Middle Housing Incentive Program Fund as special funds in the State treasury. Amends the Illinois Municipal Code and the Counties Code. Provides that a county or municipality may opt in, by resolution, to participate in the receipt of Local Government Distributive Fund revenues exceeding 8% of State income tax collections. Authorizes by-right overlay districts for middle housing and other housing-related innovations. Amends the Tax Increment Allocation Redevelopment Act. Makes changes to the definition of "redevelopment costs." Amends the Use Tax Act, the Services Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Changes the rate of tax on qualified residential development building materials to 1.25% (rather than 6.25%). Amends the Property Tax Code. Makes changes concerning the distribution of moneys collected from the Real Estate Transfer Tax. Amends the Prevailing Wage Act. Modifies the definition of "public works". Amends the Illinois Housing Development Act. Establishes grant-making and reporting requirements for the Illinois Housing Development Authority. Amends the Real Estate License Act of 2000. Limits commissions charged in residential real estate transactions. Amends the Security Deposit Return Act, the Security Deposit Interest Act, and the Landlord and Tenant Act. Makes changes regarding screening reports of prospective tenants and upfront rental costs of residential units. Makes conforming changes in the Condominium Property Act and the Common Interest Community Association Act regarding middle housing. Makes other changes. Effective January 1, 2028.

Appropriates $33,244,600 to the Illinois Mathematics and Science Academy to meet its ordinary and contingent expenses for the fiscal year ending June 30, 2027. Effective July 1, 2026.

Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois and the Department of Natural Resources World Shooting and Recreational Complex Act. Provides that, subject to the requirements of State and federal law, the Department of Natural Resources may sell ammunition at the World Shooting and Recreational Complex and may contract the right to sell ammunition to a contractor in a public-private agreement. Directs that revenue from the sale of ammunition at the World Shooting and Recreational Complex by the Department or its contractor under a public-private agreement, except for operating and non-operating costs and expenses related to the sale of ammunition, shall be deposited into the State Parks Fund to the credit of a special account designated as the World Shooting and Recreational Complex Ammunition Account. Specifies that all moneys credited to the World Shooting and Recreational Complex Ammunition Account shall be used for any purposes related to the World Shooting and Recreational Complex and for no other purpose.

Appropriates $3,500,000 from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Family YMCA of Northwest Illinois for the costs associated with the purchase of a building and other capital improvements. Effective July 1, 2026.

Creates the On-Premise Cannabis Consumption Act. Provides that a county or municipality may issue licenses for temporary events and cannabis hospitality venues that will allow for the consumption of cannabis or cannabis-infused products and for the sale of cannabis paraphernalia at such temporary events or venues. Requires ordinances with specified requirements for such temporary events and cannabis hospitality venues before any licenses are issued. Limits home rule powers. Makes conforming changes in the Smoke Free Illinois Act. Effective immediately.

Appropriates $5,000,000 from the General Revenue Fund to the Department of Human Services for a grant to Youth Guidance for costs associated with contingent and operational expenses. Effective July 1, 2026.

Amends the Freedom of Information Act. Provides that records containing law enforcement in-car camera and officer-worn body camera video and audio recordings that a public body received from another public body are exempt from inspection or copying under the Act. Provides that records concerning the work of the threat assessment team of a law enforcement agency are exempt from inspection or copying under the Act. Provides that criminal history records are exempt from inspection or copying under the Act. Provides that personal and private information submitted to and maintained by the Illinois State Police under the Criminal Identification Act is exempt from inspection or copying under the Act. Provides that, if a public body received more than 1,000 requests under the Act in the preceding year, then (i) the public body shall either comply with or deny a request for a record that includes video records within 30 business days (rather than 5 business days) after its receipt of the request and (ii) the time for response to any request the public body receives may be extended by not more than 10 business days (rather than 5 business days) from the original due date for specified reasons. Provides that, if a request is made for an audio or video file that is maintained in an electronic format, then the public body may not charge for the first 60 minutes of staff time to prepare the response, including conducting necessary research regarding the request, as well as locating, collecting, reviewing, and redacting any responsive audio or video files. Provides that, after the first 60 minutes of staff time, the public body may charge the preparation costs of the public body's lowest paid staff member employed in a position that performs the work to prepare the response (rather than charging specified dollar amounts for specified megabytes of data). Makes technical and other changes. Effective January 1, 2027.

Amends the Election Code, the Counties Code, the Township Code, the Illinois Local Library Act, the School Code, and the Public Community College Act. In provisions concerning the issuance of bonds, provides that the affected bond referenda must be held at a general election (rather than at a regularly scheduled election).

Creates the Home for Good Act. Provides that the Home for Good Program is created as a statewide coordinated program designed to provide housing and services to persons released from an Illinois Department of Corrections facility on or after January 1, 2027 (targeted population). Provides that, beginning January 1, 2027, the Illinois Housing Development Authority (IHDA) shall be responsible for providing appropriate resources to potential applicants to acquire, develop, and rehabilitate permanent affordable housing units and transitional housing units that are designated exclusively for the targeted population. Provides that the granting and application process shall follow the existing program model of the Housing for Justice Involved Individuals Program. Requires IHDA to be responsible for providing site-based rental housing subsidies to community-based organizations who work with the targeted population. Requires the Illinois Criminal Justice Information Authority (ICJIA), beginning January 1, 2027, to provide appropriate resources to community-based organizations who work with the targeted population. Provides that such resources shall be used to provide case management and reentry navigation services to Program participants; and to make supportive services available to Program participants. Provides that, beginning January 1, 2027, the Executive Director of ICJIA shall ensure that regional networks of participating community-based organizations and housing providers are established to collaborate and provide services and housing to the targeted population. Contains provisions requiring a housing needs assessment tool be administered to all individuals who are exiting Illinois Department of Corrections custody; that on January 1, 2027, or as soon thereafter as reasonably possible, the Executive Director of IHDA create a Home for Good Institute to provide training and technical assistance to community-based organizations who intend to acquire, develop, rehabilitate, or operate permanent and transitional housing units for the targeted population; the establishment of the Interagency Reentry Workgroup; the establishment of the Home for Good Advisory Committee; reporting requirements; rulemaking authority to implement the Act; and other matters. Effective immediately.

Appropriates $5,000,000 to the Department of Agriculture for grants to Illinois public institutions of higher education for research and development focused on alternative protein research. Effective July 1, 2026.

Amends the Illinois Certified Community Behavioral Health Clinics Act. Establishes a limited and targeted expansion mechanism to admit certain federally certified Community Behavioral Health Clinics into the Illinois Certified Community Behavioral Health Clinic Medicaid Demonstration program. Provides that the Illinois CCBHC prospective payment system methodology, as specified, shall be used to reimburse providers under the program. Prohibits the general expansion of the Illinois Certified Community Behavioral Health Clinic Medicaid Demonstration program beyond providers meeting the established eligibility criteria. Grants the Department of Healthcare and Family Services rulemaking authority, so long as the rules do not impose additional eligibility requirements beyond those expressly stated. Effective immediately.

Appropriates $500,000 from the General Revenue Fund to the Department of Early Childhood for grants and administration expenses associated with support for the inclusion of children ages 3 to 5 with developmental delays and disabilities in school and community-based early childhood settings. Effective July 1, 2026.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, from July 1, 2026 through December 31, 2026, use and occupation taxes on motor fuel and gasohol are imposed at the rate of 1.25%. Makes corresponding changes concerning the distribution of proceeds. Effective immediately.

Appropriates $500,000 from the General Revenue Fund to the Illinois Criminal Justice Information Authority for grants to the Kane County State’s Attorney’s Office to expand the Human Exploitation Unit. Effective July 1, 2026.
