Makes appropriations for the ordinary and contingent expenses of the Department of Commerce and Economic Opportunity for the fiscal year beginning July 1, 2026, as follows: General Funds $90,988,300; Other State Funds $2,154,622,419; Federal Funds $1,587,813,049; Total $3,833,423,768.

Makes appropriations for the ordinary and contingent expenses of the Department of Natural Resources for the fiscal year beginning July 1, 2026, as follows: General Funds $97,945,800; Other State Funds $479,723,783; Federal Funds $51,126,622; Total $628,796,205.

Makes appropriations for the ordinary and contingent expenses of the Department of Juvenile Justice for the fiscal year beginning July 1, 2026, as follows: General Funds $174,906,100; Other State Funds $15,500,000; Total $190,406,100.

Makes appropriations for the ordinary and contingent expenses of the Department of Corrections for the fiscal year beginning July 1, 2026, as follows: General Funds $2,272,670,500; Other State Funds $164,500,000; Total $2,437,170,500.

Makes appropriations for the ordinary and contingent expenses of the Department of Employment Security for the fiscal year beginning July 1, 2026, as follows: General Funds $20,855,000; Other State Funds $6,500,000; Federal Funds $419,066,800; Total $446,421,800.

Creates the Statewide Responsible Bidder Standards Act. Provides that each local public body shall maintain, within its procurement ordinances, administrative rules, and bid documents, language requiring that any bidder on a public contract certify or provide evidence that: (1) the bidder and the bidder's proposed subcontractors are duly organized and in good standing under applicable law and authorized to do business in the State; (2) the bidder and the bidder's proposed subcontractors are properly registered with the Department of Revenue and the Department of Employment Security; (3) the bidder and the bidder's proposed subcontractors maintain workers' compensation insurance and maintains liability insurance in amounts required by the local public body; (4) the bidder and the bidder's proposed subcontractors will comply with all applicable State and federal labor and employment laws governing wages, safety, and equal opportunity; (5) the bidder and the bidder's proposed subcontractors are not currently debarred, suspended, or otherwise ineligible under any State or federal debarment list applicable to public contracts; and (6) the bidder submitted certifications and documents with the bid that are true and correct. Provides that failure to comply with the requirements of the Act shall not invalidate any contract awarded in good faith. Provides that a local public body that does not have a procurement ordinance, policy, or rule containing the minimum responsible bidder standards set forth in the Act in effect on the effective date of the Act shall adopt the required ordinance, policy, or rule within 180 days after the effective date of the Act. Provides that, if a local public body has a procurement ordinance or policy containing a responsible bidder provision in effect on the effective date of the Act, then the local public body shall be deemed in compliance with the Act and shall not be required to adopt new legislation to conform to the Act. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

Creates the Cultural Districts Act. Provides that, if an area successfully establishes itself as a cultural district under the Department of Commerce and Economic Opportunity Law, then the area may be incorporated as a cultural district. Creates 15 cultural districts. Sets forth the method to create additional cultural districts. Provides that, unless the boundaries of a cultural district are the same as the boundaries of a county or municipality, the affairs of a cultural district shall be managed by a board of commissioners consisting of not less than 5 but not more than 9 commissioners, who shall be appointed by the presiding officer of the county board of the county in which the majority of the cultural district is located, with the advice and consent of the county board. Provides that a cultural district may sue and be sued, enter into contracts, acquire and hold real and personal property necessary for its corporate purposes, and adopt a seal. Provides that the board of commissioners of a cultural district may, for any of its authorized purposes, borrow money upon the faith and credit of the cultural district and may issue bonds. Provides that a cultural district may acquire lands for its purposes (i) by lease, (ii) in fee simple by gift, grant, legacy, purchase, or condemnation, or (iii) by easement.

Creates the Community Supported Living Arrangement Services Act. Provides that the Department of Human Services, Division of Developmental Disabilities shall work in coordination with the Department of Healthcare and Family Services to develop, implement, and operate, and to submit, through the Department of Healthcare and Family Services, amendments to the Illinois Adults with Developmental Disabilities Section 1915(c) Home and Community-Based Services Waiver, subject to approval by the Centers for Medicare and Medicaid Services. Provides for establishment of provider licensing, certification, and oversight standards for Community Supported Living-24 Hour services consistent with existing State authority for community-based residential services, but with the person's own home not requiring licensing or Bureau of Accreditation, Licensure and Certification reviews. Provides for 24-hour availability of trained personnel for individuals with intense physical, medical, or behavioral support needs. Contains provisions regarding: covered services; enrollment; the use of tools such as the Health Risk Screening Tool; housing independence; staffing and workforce standards; phased implementation; Person-Centered Plans; dignity of risk; compliance with mandates; quality assurance; evaluations; a Community Supported Living Advisory Council; reports; fiscal issues; administrative issues; and other matters. Effective immediately.

Creates the Advanced Technology Leadership Act. Sets forth findings. Defines terms. Sets forth provisions concerning the qualification of credits under the Act. Provides that, beginning calendar year 2027, each covered data center shall self-generate or procure and then retire eligible energy attribute certificates equal to the certain percentages of the covered data center's annual State electricity consumption. Provides that a covered data center's compliance requirement shall be otherwise met by retirements of eligible energy attribute certificates produced by eligible energy facilities that are physically interconnected and located in the applicable grid region. Requires a covered data center to retire eligible energy attribute certificates that are matched on an hourly basis to the certain percentages of the covered data center's total State electricity consumption for the following compliance years. Provides that covered data centers shall account for and comply with the Act exclusively through the retirement of eligible energy attribute certificates. Requires the Illinois Power Agency to, on an ongoing basis, identify facilities that meet the definition of covered data center. Provides that the Agency shall strive to minimize administrative expenses in the implementation and regulation of activities related to the Act. Makes other changes. Effective immediately.

Amends the Open Meetings Act and the Freedom of Information Act. Changes the definitions of "public body" in the Acts to include a nongovernmental organization that receives the lesser of $10,000 or 20% of its funding from the State.

Amends the School Code. Provides that a request for part-time attendance may (rather than must) be submitted by the nonpublic school parents (rather than the nonpublic school principal) to the public school at any time (rather than before May 1). Provides that the school district that the student attends part-time shall receive State funding for the pupil's participation in the public school course or program. Provides that a part-time student shall not be required to pay fees for the part-time student's enrollment or participation in any public school program or course, except to the extent that a full-time student is required to pay the same fees. Allows the parent or guardian of a child of school age who is enrolled in a nonpublic school to enroll the child in any public school in the child's district of residence on a part-time basis for interscholastic extracurricular activities. Prohibits a local school board from discriminating against a child seeking enrollment in interscholastic extracurricular activities at a public school based on where the child attends school. Provides that a part-time student may participate in any interscholastic extracurricular activity available at the public school, subject to meeting the same eligibility requirements, responsibilities, and standards of behavior and performance as a resident student. Provides that a part-time student who participates in an interscholastic extracurricular activity shall pay any participating or activity fee in an amount equal to the fee charged to a full-time public school participant. Authorizes the State Board of Education to adopt rules to implement the provisions.

Amends the Budget Stabilization Act. Provides that specified amounts shall be transferred from the General Revenue Fund to the Pension Stabilization Fund beginning in fiscal year 2030 and continuing until the end of fiscal year 2045 or when each of the designated retirement systems has achieved 100% funding, whichever occurs first. Effective immediately.

Amends the Budget Stabilization Act. Provides additional scheduled transfers to the Pension Stabilization Fund, sets termination conditions, and clarifies allocation and applicability of payments. Amends the School Code. Establishes a property tax relief grant program for school districts beginning in Fiscal Year 2030, funded from the Education Property Tax Relief Fund. Makes conforming changes in the State Finance Act.

Amends the School Code. Provides that the State Board of Education shall establish and administer a program to award property tax relief grants to school districts in this State. Provides that, in exchange for receiving a grant, a school district's maximum aggregate property tax extension for the taxable year may not exceed its adjusted maximum aggregate property tax extension for that taxable year. Amends the State Finance Act to create the Education Property Tax Relief Fund.

Amends the Open Meetings Act and the Freedom of Information Act. Changes the definitions of "public body" in the Acts to include a nongovernmental organization that receives the lesser of $10,000 or 20% of its funding from the State.
