Amends the Illinois Housing Development Act. Provides that the Illinois Housing Development Authority shall make grants to nonprofit corporations for housing counseling services, subject to appropriation for that purpose and in accordance with rules adopted by the Authority.

Specifies that the amendatory Act may be referred to as the Affordability Crisis in Housing Act. Amends the Financial Institutions Act. Requires that the Department of Financial and Professional Regulation establish, maintain, and publish on its website a registry of nominees of mortgagees. Amends the Counties Code. Requires each county board to adopt revisions to its predictable fee schedule to include an additional $150 fee for a nominee of a mortgagee to record a mortgage, including an assignment, extension, amendment, or subordination, beginning no later than one year after the effective date of the amendatory Act. Creates an exception for the recording of a release of mortgage by the nominee of the mortgagee. Provides that of the additional $150, $120 is to be collected by the county as an additional Rental Housing Support Program State surcharge and deposited into the Rental Housing Support Program Fund, and $30 is to be collected by the county as a county fee with $25 to be used by the county for development and maintenance of its affordable housing capacity and $5 to be deposited into the recorder's special funds created to defray the cost of providing electronic or automated access to the county's property records. Amends the Code of Civil Procedure. Provides that a lien is not created if a nominee of a mortgagee fails to provide the recorder with the cover sheet required to accompany a mortgage under the Conveyances Act. Amends the Conveyances Act. Requires that all mortgages or assignments of mortgage recorded by or for a nominee must be recorded with a cover sheet explaining any fees that are charged, the identity of the nominee of the mortgagee, and the process that may be used by the mortgagor to track the mortgage.

Amends the Counties Code, the Township Code, and the Illinois Municipal Code. Provides that a county, township, or municipality shall not enact or enforce an anti-growth law affecting property unless the anti-growth law is enacted or enforced (1) following a disaster declared by the Governor that occurred within the jurisdiction of the county, township, or municipality; or (2) to provide for the extension or acquisition of public infrastructure, public services, or water resources. Limits home rule powers. Effective immediately.

Amends the Common Interest Community Act. Specifies which records of a common interest community association must be provided to a unit owner upon request. Specifies records that may not be disclosed. Requires a board to maintain a secure website accessible only to unit owners and their authorized agents so that they may download the association's records in an electronic format at no cost. Provides that a board has no obligation to produce electronic records otherwise if it maintains the accessible, secure website. Provides that if the unit owner requests the records to be delivered in paper and the association has a photocopy machine available where the records are maintained, it must provide unit owners with copies on request during the inspection if the entire request is limited to no more than 25 pages. Provides that the board may charge up to 25 cents per page for copies made on the association's photocopier if more than 25 pages. Provides that a board must allow a unit owner to use a portable device capable of scanning or taking photographs to make an electronic copy of the official records at no cost in lieu of the board's providing the unit owner with a copy of records. Provides that the board may impose fees to cover the costs of providing paper copies of the records if the time spent retrieving and copying the records exceeds one-half hour and if the personnel costs do not exceed $20 per hour and the personnel costs may not be charged for records requests that result in the copying of 25 or fewer pages. Authorizes the board to adopt reasonable written rules governing the frequency, time, location, notice, records to be inspected, and manner of inspections with some limitations. Provides that the board must make available to unit owners or their authorized agents on a quarterly basis on its secure website any transactions that the board has entered into, to include, but not be limited to, contracts, signed proposals, proof of payments, and final inspections of parcels in the association. Makes other changes.

Amends the Common Interest Community Association Act. Authorizes the Attorney General to investigate, make findings, or litigate on behalf of unit owners of common interest community associations whose rights have been violated by the owners' governing board under Illinois law or under the board's governing documents. Amends the Condominium Property Act to make the same changes on behalf of unit owners of condominiums. Authorizes the Attorney General to adopt rules to implement the Act.

Amends the Illinois Insurance Code. Creates the Rates for Fire and Extended Coverage Insurance Article. Provides that the Article applies to policies of fire and extended coverage insurance and establishes policies that are exempt from the Article. Provides that rates shall not be excessive, inadequate, or unfairly discriminatory, as specified. Sets forth provisions concerning filing requirements for insurers in competitive and noncompetitive markets and the monitoring duties of the Director of Insurance concerning market competition and the availability of insurance for the policies of insurance to which the Article applies. Provides that a competitive market is presumed to exist for a line of insurance unless the Director, after a hearing, issues an order stating that a reasonable degree of competition does not exist in the market. Provides that the ruling of the Director regarding market competition is subject to judicial review under the Administrative Review Law. Effective January 1, 2028.

Amends the Firearm Concealed Carry Act. Permits an incumbent or retired judge of the Illinois Supreme, Appellate, or circuit court who has a concealed carry license to carry a firearm on or into: (i) any building designated for matters before a circuit court, the Appellate Court, or the Supreme Court, or any building or portion of a building under the control of the Supreme Court; and (ii) any bus, train, or form of transportation paid for in whole or in part with public funds, and any building, real property, and parking area under the control of a public transportation facility paid for in whole or in part with public funds. Effective immediately.

Creates the Community Bitcoin Reserve Act. Contains findings and purpose provisions. Establishes the Community Bitcoin Reserve Program within the Department of Commerce and Economic Opportunity. Provides that the Altgeld Bitcoin Reserve is designated as the first community reserve site, and additional participating communities may be approved by the Department of Commerce and Economic Opportunity. Provides that the State may acquire Bitcoin for the Community Bitcoin Reserve if the acquisition is authorized by the General Assembly and conducted in a budget-neutral manner. Requires all Bitcoin held under the Act to be secured using multisignature cold-storage custody requiring a minimum threshold of approvals. Sets forth further provisions concerning the custody structure of the Bitcoin; transparency and proof-of-reserve reports; community governance; the administration of community programs; the annual program release schedule; tax treatment; restrictions; the sale or transfer of Bitcoin held under the Act; the acceptance of Bitcoin donations; and exemption from liability for the State. Effective immediately.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Increases the rate of reimbursement by 20% for providers of private duty nursing services for medically fragile and technology dependent children and for nursing and personal care services for non-waiver customers beginning January 1, 2027, subject to federal approval. Effective immediately.

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that an election to claim the credit against the taxpayer's withholding tax liability also applies to certain taxpayers that are primarily engaged in the business of pharmacy, health, and wellness and that have a corporate headquarters and distribution centers located in Illinois.

Appropriates $700,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the Illinois Center for Employee Ownership for the purpose of expanding education, outreach, and technical assistance related to employee ownership transitions and supporting small businesses in evaluating and pursuing succession through employee ownership. Effective July 1, 2026.

Amends the Illinois Highway Code. Provides that a person who fells a tree for the purpose of obstructing a public highway in hindrance of official State or federal government duties commits a Class 4 felony. Amends the Illinois Vehicle Code. Provides that a person who violates provisions related to stopping, standing, or parking in prohibited places in hindrance of official State or federal government duties commits a Class 4 felony. Amends the Labor Dispute Act. Provides that for persons engaging in picketing, no sign, tent, or temporary shelter may be erected or maintained in such a manner as to obscure or otherwise physically interfere with official State or federal government duties, and a person who violates the prohibition commits a Class 4 felony. Effective immediately.

Makes appropriations for the ordinary and contingent expenses of the Office of the Governor for the fiscal year beginning July 1, 2026 as follows: General Funds $19,750,000; Other State Funds $5,800,000; Total $25,550,000.

Amends the Illinois Municipal Code. Provides that, 8 months after the effective date of the amendatory Act, a municipality shall, on any lot located in a residential zoning district that permits single-family dwellings, allow (1) on an area of not more than 2,500 square feet, at least one detached single-family dwelling unit; (2) on any lot with an area of more than 2,500 square feet and not more than 5,000 square feet, up to 4 dwelling units; (3) on any lot with an area of more than 5,000 square feet and not more than 7,500 square feet, up to 6 dwelling units; and (4) on any lot with an area of more than 7,500 square feet, up to 8 dwelling units, including cottage clusters. Provides that each municipality shall permit accessory dwelling units in all zoning districts that permit single-family dwellings without additional requirements for lot size, setbacks, aesthetic requirements, design review requirements, frontage, space limitations, or other controls beyond those required for single-family dwelling units without an accessory dwelling unit. Provides that, if a municipality fails to complete its plan review within the deadlines established under the provisions, then the applicant may retain a qualified third-party plan reviewer. Provides that, if a municipality fails to conduct a required inspection within 2 business days, then the applicant may retain a qualified third-party inspector. Provides that municipalities authorized to levy impact fees must calculate fees using the statewide formula structure issued by the Department of Commerce and Economic Opportunity. Provides that, beginning January 1, 2027, the corporate authorities of a municipality shall not establish minimum automobile parking requirements for (A) residential dwellings of less than 1,500 square feet; (B) affordable housing projects under the Illinois Affordable Housing Act; (C) assisted living establishments; (D) ground level nonresidential spaces in mixed-use buildings; or (E) buildings undergoing a change of use from nonresidential to residential. Amends the Counties Code. Provides that, beginning January 1, 2027, no building code adopted by a county or municipality may prohibit residential buildings from having a single stairway serving as an exit for all units if the building satisfies specified requirements. Limits home rule powers. Makes other changes.

Makes appropriations for the ordinary and contingent expenses of the Department of Human Rights for the fiscal year beginning July 1, 2026, as follows: General Funds $16,707,700; Other State Funds $7,002,560; Federal Funds $4,794,800; Total $28,505,060.
