Prohibits person from possessing open cannabis container while operating or passenger in or on motor vehicle or while seated in or on motor vehicle that is parked or stopped within road; specifies circumstances in which open cannabis container is considered to be in person's possession; provides penalties; requires DHSMV to report certain violations to DOH & requires DOH to maintain records of such violations; authorizes local government to adopt certain ordinances; requires DOH to suspend or revoke registration of qualified patients & caregivers under specified circumstances.

Defines "callback queue"; establishes pilot program to require the Department of Commerce to use a callback queue for returning certain calls; requires calls to be returned in specified manner and timeframe; requires the department to report specified information to the Legislature by a certain date.

Requiring the Department of Transportation to conduct a statewide study on the use of advanced detection and monitoring systems at public railroad-highway grade crossings; authorizing the department to consult with certain persons and entities in conducting the study, etc.

Replaces term "child pornography" with term "child sexual abuse material"; revises criteria related to reclassification of specified offenses; revises mandatory minimum sentences for certain sexual offenses by persons previously convicted of sexual offenses; increases penalty for employing, authorizing, or inducing child of specified age to engage in sexual performance; prohibits person from employing, authorizing, or inducing child younger than 12 years of age to engage in sexual performance; requires mandatory minimum sentences for certain offenses when committed by specified offenders; increases penalty for knowingly soliciting, possessing, controlling, or intentionally viewing certain materials that include child sexual abuse material; provides applicability of specified mandatory minimum sentences; increases penalty for intentionally creating generated child sexual abuse material; prohibits person from transmitting child sexual abuse material to another person; revises punishments for certain sexual activities involving animals; requires certain court order to be effective for certain number of years; increases criminal penalties for possessing child-like sex doll; provides that prosecution for certain acts in connection with obscene, lewd, etc., materials does not prohibit person from prosecution for other specified offenses; requires mandatory minimum sentences for certain offenses when committed by specified offenders; ranks offenses on offense severity ranking chart of Criminal Punishment Code.

Citing this act as the "Recovery Residence Accountability and Protection Act of 2025"; revising legislative findings; requiring any person, entity, or organization that owns, operates, or manages a recovery residence to obtain and maintain certification through the Department of Children and Families; deleting a requirement that the certification program is voluntary; deleting obsolete language; specifying the criteria for active management of a recovery residence, etc.

Requiring the Department of Agriculture and Consumer Services to develop and adopt rules, best management practices, and other measures for dog breeding in this state; deleting a limit on veterinary costs under certain provisions; specifying requirements for retail stores that offer animals for sale; requiring dog breeders to apply to the Department of Business and Professional Regulation for a certificate of registration and to renew the certificate at specified intervals, etc.

Requires school districts to annually submit complete inventories of unimproved real property to DOE; & requires department to compile & publish such data in statewide report.

Authorizing a trustee to obtain a settlement of his or her accounts and be discharged under certain circumstances; requiring a trustee seeking settlement and discharge to send a trust disclosure document to specified persons; providing that a trustee is discharged upon completion of distributions or transfers if no timely written objections are received and is discharged from all liability and claims arising out of any matter disclosed in the trust disclosure document, etc.

Provides definition of term "department"; creates Working People with Disabilities program within AHCA; provides for purpose of program; provides eligibility requirements; provides income & assets requirements for eligibility in program; requires department to provide written notice to eligible adults within specified timeframe; provides requirements for such notice; requires agency to share specified information with department.

Authorizes licensee to reject ownership succession of motor vehicle dealer if such succession will cause violation of certain provisions; clarifies what motor vehicles licensee must repurchase from motor vehicle dealer upon termination of franchise agreement; provides that licensee who distributes 1,000 or more motor vehicles of particular line-make to motor vehicle dealers in this state during any 12-month period must have established network of at least three independent motor vehicle dealers in this state; authorizes licensee to reject proposed change in ownership if such change would cause violation of certain provisions.

Provides that participation in Senior Management Service Class of Florida Retirement System is compulsory for each region's assistant regional counsel supervisors.

Providing that it is a violation of specified provisions to fail to acknowledge a public records request promptly and in good faith; requiring custodians of public records to perform specified actions within a specified timeframe; prohibiting agencies from charging for specified public records requests; providing that violations of any law providing access to public records are violations of specified provisions; requiring that certain provisions authorizing a public records exemption be repealed after a specified timeframe unless the Legislature reenacts the exemption, etc.

Provides exemption from public record requirements for personal identifying & location information of current & former private investigators licensed by DACS & spouses & children of such private investigators; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Authorizing certain qualified patients to cultivate up to six flowering cannabis plants for personal consumption and noncommercial purposes; authorizing certain qualified patients to purchase medical marijuana seeds and clones from a licensed medical marijuana treatment center; providing that the personal consumption of cannabis cultivated at a qualified patient's residence is subject to specified limitations, etc.

Adopting the Florida Statutes 2026 and designating the portions thereof that are to constitute the official law of the state; providing that the Florida Statutes 2026 shall be effective immediately upon publication; providing that general laws enacted during the 2025 regular session and prior thereto and not included in the Florida Statutes 2026 are repealed; providing that general laws enacted after the 2025 regular session are not repealed by this adoption act, etc.
