Creating the Inflation Fund within the Executive Office of the Governor; providing the purpose of the fund; providing for the deposit and use of funds; providing for future review and termination of the fund, etc.

Authorizing eligible former employees to participate in the state group insurance program; removing certain benefit levels for certain health plans; requiring cost savings to an enrollee to include a specified waiver, unless prohibited under certain tax laws; requiring the Division of State Group Insurance to establish and maintain, or contract with other entities to establish and maintain, a designated anti-fraud unit for certain purposes, to adopt an anti-fraud plan; specifying that eligible former employees may obtain certain health insurance coverage within a specified time after their separation from employment; providing requirements for certain health insurance coverage options; removing language that certain additional appropriations are considered a state contribution, which result in an increase in the state premium, etc.

Designates February 15, 2022, as "Gator Day."

Recognizing April 4-8, 2022, as "Food Waste Prevention Week" in Florida, etc.

Revises distribution of proceeds from sale of seized migrant property; removes State Apartment Incentive Loan Program & provides for continuation of existing loans; renames State Housing Initiatives Partnership the Program State Housing Initiatives Partnership Block Grant Program; removes municipalities from eligibility under program; provides that FHFC shall distribute moneys appropriated by Legislature; authorizes counties to make subgrants to municipalities according to interlocal agreements; revises counties' authorized uses of local housing distributions relating to rent subsidies; revises eligible counties & distribution calculations under program.

Provides an appropriation for The Lemonade Workshop.

Prohibits local governments from requiring notice, application, approval, permit, fee, or mitigation for pruning, trimming, or removal of tree on residential property if property owner possesses certain documentation; provides that tree poses unacceptable risk if removal is only means of practically mitigating its risk below moderate as determined by specified procedures.

Provides an appropriation for the DeFuniak Springs CR 280B Water and Sewer Expansion.

Proposes amendment to State Constitution to authorize Legislature, for all levies other than school district levies, to grant additional homestead property tax exemption on $50,000 of assessed value of homestead property owned by classroom teachers, law enforcement officers, correctional officers, firefighters, emergency medical technicians, paramedics, child welfare services professionals, active duty members of United States Armed Forces, & Florida National Guard members.

Prohibits providers of digital application distribution platforms & in-application payment systems from requiring such payment systems as exclusive mode of accepting payments for download or purchase of software applications & products or services; prohibits specified retaliation by such providers; provides that violations are unlawful practices; requires DLA to receive complaints & investigate violations; provides for DLA & aggrieved parties to bring certain actions; provides for award of specified costs, expenses, & fees.

Directs DACS, subject to appropriation, to implement pilot program to provide funds to food recovery entities to expand capabilities for extending shelf life of fresh produce; provides qualification criteria; requires department to submit report to Governor & Legislature by specified date & to adopt rules; provides appropriation.

Requires district school boards to adopt procedures that comport with certain provisions of law for notifying student's parent of specified information; requires such procedures to reinforce fundamental right of parents to make decisions regarding upbringing & control of their children; prohibits school district from adopting procedures or student support forms that prohibit school district personnel from notifying parent about specified information or that encourage student to withhold from parent such information; prohibits school district personnel from discouraging or prohibiting parental notification & involvement in critical decisions affecting student's mental, emotional, or physical well-being; prohibits classroom discussion about sexual orientation or gender identity in certain grade levels; requires school districts to notify parents of healthcare services; authorizes parent to bring action against school district to obtain declaratory judgment; provides for additional award of injunctive relief, damages, & reasonable attorney fees & court costs to certain parents.
