Provides an appropriation for the Doctors Memorial Hospital (Bonifay) Rural Critical Health Care Clinic.

Requiring that if a pet sale is terminated for certain reasons, a financing agreement must be terminated without penalty; deleting a limit on veterinary costs under certain provisions; requiring a mandatory waiting period between the purchase and receipt of an animal if the transaction is financed; providing that violations constitute an unfair method of competition or an unfair or deceptive act or practice in violation of specified provisions and subject to penalties, etc.

Modifying requirements for determining student membership in school district in order to determine annual allocation for funding for student transportation.

Establishes Historically Black Colleges & Universities Matching Endowment Scholarship Program within DOE; provides requirements for participation in & administration of program.

Establishes Early Learning Scholarship program, administered by Division of Early Learning; provides requirements for administration of & participation in program; provides state exemption from liability; & provides that program does not expand state's regulatory authority.

Requires law enforcement agency operating county detention facility to enter into specified agreement with U.S. Immigration & Customs Enforcement to assist with immigration enforcement; requires such agency to report specified information quarterly to FDLE; prohibits governmental entity from executing, amending, or renewing contract with common carriers or contracted carriers under certain circumstances; requires specified governmental entity contracts with common carriers or contracted carriers to include specified provisions.

Provides exemption from public records requirements for personal identifying & location information of current & former county attorneys, assistant county attorneys, deputy county attorneys, city attorneys, assistant city attorneys, & deputy city attorneys & names & personal identifying & location information of spouses & children of such attorneys; provides exception; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Proposes amendment to Section 1 of Article VII & creation of new section in Article XII of State Constitution to authorize Legislature, by general law, to provide for use of revenue from school district levies for educational benefit of students who are not attending full time school or program operated by district school board.

Requiring the Department of Management Services to encourage agencies to allocate a certain percentage of specified funds to purchase commodities and contractual services from certain businesses; requiring the Department of Economic Opportunity to award a specified minimum amount of funds to certain businesses; creating the "Florida Right to Start Act"; prohibiting agencies from requiring eligible new businesses or persons establishing an eligible new business from paying fees relating to licenses or registrations for the business for a specified amount of time; creating the Self-Employment Assistance Program within the Department of Economic Opportunity; requiring that a specified percentage of workforce development funding go to certain individuals and businesses, etc.

Exempts from public records requirements certain information held by Florida Clerks of Court Operations Corporation & clerks of court; provides for future review & repeal of exemption; provides statement of public necessity.

Requiring school districts or schools within a district to notify and request the written consent of parents and guardians before the teaching of reproductive health or any sexually transmitted disease; prohibiting schools from allowing students to be exposed to such teaching without the written consent of their parents or guardians; prohibiting a student whose parent or guardian does not give such written consent from being penalized, etc.

Establishes Charter School Revolving Loan Program; provides purpose & requirements for DOE, third-party administrator, participation in program, & loans through program.

Repealing chapter 73-370, Laws of Florida, relating to the designation of a Florida State University facility; rescinding the designation of B.K. Roberts Hall at Florida State University, etc.

Prohibiting a private person who is not a law enforcement officer from arresting another person for any violation of state law; providing an exception for law enforcement officers acting outside of their jurisdictions, etc.

Requires landlords to provide certain tenants specified amount of time to vacate premises after delivery of notice to terminate rental agreement before bring specified action.
