Creates Office of Election Crimes & Security within DOS; revises & provides provisions relating to certain fines, registration list maintenance programs, voter registration, county commissioner elections, initiative petitions, ranked-choice voting, polls, vote-by-mail voter's certificates, vote-by-mail ballots, special officers, voter identifying numbers, & report to Legislature; increases criminal penalties.

Requires DHSMV to issue or renew ID cards at no charge to persons presenting valid voter's registration card & attesting to financial hardship; prohibits DHSMV from requiring such persons to present evidence of such hardship; requires DHSMV to issue ID cards at no charge to certain other persons.

Recognizing and commending Moffitt Cancer Center on the occasion of its 35th anniversary, etc.

Requiring the Department of Management Services to periodically contract for the completion of certain compensation surveys; requiring the department to submit a report to the Governor and the legislative presiding officers upon completion of the surveys; authorizing Special Risk Class members who are law enforcement officers and meet certain criteria to participate in the deferred retirement option program for an additional time period; revising required employer retirement contribution rates for each membership class and subclass of the Florida Retirement System; revising allocations to investment plan member accounts, etc.

Designates January 25, 2022, as "Florida Gulf Coast University Day" in Florida.

Specifying the information that must be supplied annually to the property appraiser by classroom teachers, law enforcement officers, firefighters, child welfare professionals, and servicemembers who qualify for a specified exemption; providing conditions under which a classroom teacher, a law enforcement officer, a firefighter, a child welfare professional, or a servicemember may receive an additional homestead property tax exemption; specifying actions a property appraiser may take if a taxpayer improperly claims an exemption; requiring the Legislature to appropriate moneys to offset reductions in ad valorem tax revenues experienced by fiscally constrained counties due to adoption of the constitutional amendment providing the additional homestead property tax exemption, etc.

Deleting a requirement that all state, federal, and local matching funds provided to an early learning coalition for certain purposes be used for implementation of its approved school readiness plan; requiring the Division of Early Learning within the Department of Education to conduct an allocation conference; requiring conference principals to discuss and agree to all conventions and calculation methods to be used to calculate the school readiness funding formula for the early learning coalitions for the fiscal year for which the appropriations are made, etc.

Provides an appropriation for the Vero Beach Water Reclamation Facility.

Authorizing unit owners of a condominium to display no more than a certain number of specified flags regardless of certain prohibitions in the governing documents of the condominium association; defining the term "first responder flag"; authorizing homeowners to display specified flags regardless of certain prohibitions in the governing documents of the homeowners' association; prohibiting certain homeowners' association documents from precluding property owners from displaying certain flags, etc.

Establishing the Division of Cannabis Management within the Department of Agriculture and Consumer Services; prohibiting the use of false identification by persons under 21 years of age for specified activities relating to recreational marijuana; exempting certain activities involving marijuana from use and possession offenses; authorizing persons 21 years of age or older to engage in certain activities involving the personal use, possession, transport, and cultivation of marijuana in limited amounts; providing that marijuana establishments that sell food containing marijuana are considered food establishments for the purposes of specified regulations; authorizing an individual convicted of certain crimes to petition the court for expunction of his or her criminal history record under certain circumstances, etc.

Citing this act as the "Humane Cosmetics Act"; prohibiting a manufacturer from manufacturing, importing for profit, selling, or offering for sale in this state a cosmetic developed or manufactured using cosmetic animal testing conducted or contracted by certain persons or from conducting or contracting for cosmetic animal testing; providing exceptions; providing labeling requirements for specified cosmetics; providing enforcement and civil penalties, etc.

Prohibits state, county, municipality, or another political subdivision from requiring participation in paid subscription service to access details of certain solicitations of competitive bids or proposals for construction projects; prohibits local enforcing agency from making or requiring substantive change to certain plans & specifications; provides exception.

Revising the duties of the Florida Office of Broadband to include administering the Broadband Pole Replacement Program; establishing the Broadband Pole Replacement Program within the office; providing that certain denied applicants may reapply in certain circumstances; requiring the office to provide certain reimbursements within a certain period of time, etc.

Specifies total compensation limit from state-appropriated funds for certain employees of community-based care lead agencies; revises persons to whom limit applies; requires DCF to include certain provision in contracts with community-based care lead agency; revises persons of whom department must publish certain compensation information.

Provides an appropriation for the Jackson County Agriculture Center Improvements.
