This act amends Section 36-25-15, Code of Alabama 1975, to: (1) eliminate the requirement that a candidate who has filed a statement of economic interests before qualifying must notify the State Ethics Commission of this fact; and (2) provide a candidate five additional days to file a statement of economic interests upon notification from the commission that the candidate has not met the initial filing requirement.

This act amends Section 13A-6-142, Code of Alabama 1975, to: (1) grant original jurisdiction over domestic violence protection order violations to district courts, unless the protection order was issued by a municipal court or the violation is under the jurisdiction of the juvenile courts; and (2) transfer such violations that are pending on October 1, 2026, to the district court.

This act: (1) requires all instructional materials for K-12 schools to use structured literacy strategies and phonics to teach reading and writing; (2) prohibits instructional strategies using the three-cueing system to teach reading; (3) requires the State Board of Education to adopt rules, which shall be included in the approval process for educator preparation programs beginning with the 2026-2027 school year, establishing teacher candidate preparation materials based on scientifically researched and evidence-based reading instructional strategies, not to include visual memory or the three-cueing system; (4) requires the board to notify a local board of education, the Legislature, and the public of any local board violating this act beginning with the 2026-2027 school year; (5) prohibits local boards of education from using instructional materials using the three-cueing system and visual memory to teach reading; and (6) requires public schools to ensure instructional materials used to teach reading are based on scientifically researched literacy strategies and do not include the three-cueing system.

This act amends Sections 13A-6-3, 13A-6-4, and 32-10-6, Code of Alabama 1975, to: (1) add causing the death of an individual while operating a motor vehicle or vessel under the influence of alcohol or a controlled substance to the acts constituting the crime of manslaughter; (2) remove the increased penalty of a Class C felony for causing the death of another by criminal negligence when operating a motor vehicle or vessel under the influence of alcohol or a controlled substance; and (3) provide that violations of duties owed by drivers of motor vehicles in accidents that involve serious physical injury are Class B felonies, and that victims of these violations are crime victims for purposes of restitution.
